Abstract: This paper describes the index-based livestock insurance program in Mongolia designed in the context of a World Bank lending operation with Government of Mongolia and implemented on a pilot basis in 2005. This program involves a combination of self-insurance by herders, market-based insurance, and social insurance. Herders retain small losses, larger losses are transferred to the private insurance industry, and extreme or catastrophic losses are transferred to the government using a public safety net program. A syndicate pooling arrangement protects participating insurance companies against excessive insured losses, with excess of loss reinsurance provided by the government. The fiscal exposure of Government of Mongolia toward the most extreme losses is protected with a contingent credit facility. The insurance program relies on a mortality rate index by species in each local region. The index provides strong incentives to individual herders to continue to manage their herds so as to minimize the impacts of major livestock mortality events; individual herders receive an insurance payout based on the local mortality, irrespective of their individual losses. This project offered the first opportunity to design and implement an agriculture insurance program using a country-wide agricultural risk management approach. During the first sales season, 7 percent of the herders in the three pilot regions purchased the insurance product.

An analysis using a quantitative methodology to decompose responses to shocks shows that Gabons adjustment to adverse movements in the terms and trade from 1980 to 2000 was considerably weak in terms of three performance indicators import intensity, economic compression, and nonoil export promotion. While the economys growth rate was respectable, Gabonese policymakers postponed adjustment by resorting to considerable borrowing during this period. While there was some decrease in import intensity from 1987 to 1990 and 1996 to 2000, as well as slight nonoil export diversification from 1996 to 2000, the government borrowed from commercial banks and donors, causing its external debt/GDP ratio to increase from 30 percent of GDP in 1970-76 to 80 percent in 1999. To pay the debt service, it currently has to maintain large primary surpluses. Only since 1996 has there been significant fiscal retrenchment and a freezing of government wages"--Abstract.

"Teachers' salaries have often been highlighted as an important issue in discussions on school improvement. The level and structure of teacher remuneration affect morale and the ability to focus on and devote adequate time to teaching. Lopez-Acevedo examines who teachers are, whether teachers are underpaid, and whether teachers face higher compensation uncertainty than their counterparts face. The results show that teachers in basic education consistently work fewer hours than their occupational counterparts. Regression analysis shows that teachers in basic public schools are better paid early in their professional lives than are other comparable individuals. Because retirement benefits are usually generous, teachers stay within the profession.
