Indian National Security and Counter-Insurgency by Namrata Goswami Pdf

This book, based on extensive field research, examines the Indian state’s response to the multiple insurgencies that have occurred since independence in 1947. In reacting to these various insurgencies, the Indian state has employed a combined approach of force, dialogue, accommodation of ethnic and minority aspirations and, overtime, the state has established a tradition of negotiation with armed ethnic groups in order to bolster its legitimacy based on an accommodative posture. While these efforts have succeeded in resolving the Mizo insurgency, it has only incited levels of violence with regard to others. Within this backdrop of ongoing Indian counter-insurgency, this study provides a set of conditions responsible for the groundswell of insurgencies in India, and some recommendations to better formulate India’s national security policy with regard to its counter-insurgency responses. The study focuses on the national institutions responsible for formulating India’s national security policy dealing with counter-insurgency – such as the Prime Minister’s Office, the Cabinet Committee on Security, the National Security Council, the Ministry of Home Affairs and the Indian military apparatus. Furthermore, it studies how national interests and values influence the formulation of this policy; and the overall success and/or failure of the policy to deal with armed insurgent movements. Notably, the study traces the ideational influence of Kautilya and Gandhi in India’s overall response to insurgencies. Multiple cases of armed ethnic insurgencies in Assam, Manipur, Mizoram, and Nagaland in the Northeast of India and the ideologically oriented Maoist or Naxalite insurgency affecting the heartland of India are analysed in-depth to evaluate the Indian counter-insurgency experience. This book will be of much interest to students of counter-insurgency, Asian politics, ethnic conflict, and security studies in general.

Ethics in the Indian Military by Dr U C Jha Pdf

In today’s tempestuous environment, the issues of indiscipline, corruption and criminality in the armed forces reflect broader issues of military ethics, culture and leadership. A military leader has to motivate his followers to achieve maximum results with minimum friction within the group. The ability to motivate men stems largely from the ability to understand them. It is time for military leaders to do some soul-searching on the components of military ethics. The book argues that the existing legal and policy framework is inadequate to regulate behaviour in the barracks as well as in conflicts. It recommends reforms in the military legal system, incentives, practices and training. This book is for policy makers in the armed forces, military officers, military lawyers, academics, journalists, and those with an interest or professional involvement in the subject.

China's Other Army by Joel Wuthnow Pdf

Established in 1982, the People’s Armed Police (PAP) is the paramilitary wing of the Chi- nese Communist Party (CCP), with a primary responsibility for maintaining domestic stability and a secondary role in providing rear area support for the People’s Liberation Army (PLA) during wartime. e PAP—with a strength of up to a million personnel—also lls a variety of other important roles and missions, such as responding to natural disasters, guarding govern- ment compounds, and participating in United Nations (UN) peacekeeping operations around the world. For most of its existence, the PAP was under the dual leadership of the Central Military Commission (CMC) and the State Council, with provincial and local o cials granted signi cant latitude over PAP deployments in the event of emergencies. Some e orts to central- ize authority were made during the 1990s and 2000s, but the basic character of the PAP went unchanged for three decades. Under Xi Jinping’s tenure, China has embarked on a series of major reforms to the PAP. is paper explores the key dimensions, drivers, and implications of the PAP reorganization.

Institutional Roots of India's Security Policy by Anonim Pdf

In recent years, India has asserted its desire not simply to be a balancing power but to become a leading power on the world stage. As India's economic development has steadily progressed, so too have its foreign policy and security ambitions. However, India's ability to sustain high rates of economic growth at home and project power overseas rests on unsteady state capacities. Despite widespread concerns over the severe institutional constraints that India faces, there is a lack of scholarly research on the administrative and organizational effectiveness of India's security institutions. Myriad inadequacies related to both procedure and personnel continue to hamper the Indian state's ability to perform one of its most essential functions: protecting Indians from security threats at home and abroad. Institutional Roots of India's Security Policy aims to deconstruct and interrogate disparities in India's security institutions through high-quality analytic examinations of more than a dozen foreign policy and national security institutions spread across four domains: the armed services, intelligence, border and internal security, and police and investigative agencies. A one-stop resource on India's security institutions, this volume demystifies secretive institutions that have long eluded careful scrutiny, including India's paramilitary forces, the Intelligence Bureau (IB), the Research and Analysis Wing (R&AW), and the Central Bureau of Investigation (CBI).

Security of India's Ports, Coast and Maritime Trade by Dr. Mohit Nayal Pdf

India's rise as a global power in the 21st century will be backed with a strong blue economy. The high volumetric trade activities through its coastal region, mainly due to its geostrategic location and efficient links with the vast potential market in the hinterland and other landlocked states, provides it unmatched leverage. Among such promising enterprising, attracting global investments and trade, the non-conventional security threats within the Indian Ocean region and India's ports and coast cannot be ignored. Therefore, to address these challenges, the law at the seas formulated by various global organisations and other national and international regulatory mechanisms become essential for all those directly or indirectly involved in India's maritime security. Over the years, many state coastal security agencies have evolved with specific potential and restrictions, which creates a certain conditionality of the existing non-conventional security challenges and maritime conflicts with its neighbours. The successful use of security-related technology to outpace such non-conventional threats creates a demand for further bolstering such technologies for India's advantage. Besides, these prevailing threats to the ports and coastal region, the environmental security challenges also directly impact humans and cannot be undermined. The book covers all these facets in detail, identifying the specific fault lines and makes recommendations to address the non-conventional security challenges of India's ports, coast and maritime trade. The book will be of interest to policymakers, academicians, practitioners, scholars, and all those individuals and institutes interested in India's Ports, Coastal and Maritime Security.
