There has been a profound change within the sphere of government and societal regulation in recent years. Traditional hierarchical government has been challenged by new governance instruments relying on negotiations instead of command and control. Alongside this development there has been a change in the time-framing of politics and steering. Traditional politics implicitly has been based on stability and permanence while new forms of governance explicitly are based on just-in-time actions such as projects and issue-based collaborations in networks and programs. This book analyses the implications of this shortening of time frames, focusing particularly on spatial policy interventions. Spatial policies have a special relevance when it comes to governance and new forms of societal steering. On the one hand, the local (geographical) level in politics is the principal battleground for the struggle between top down and bottom up approaches and aspirations. On the other hand, many of the most burning issues of our time require a global, strategic approach, for example, climate change, resource depletion, population growth are anchored in space and the physical world. Whether and how short-term spatial approaches can achieve sustainable development outcomes is thus a critical question, and forms the focus of this volume. The governance structures in urban and regional development have undergone processes of transformation since the medieval period, resulting in them becoming increasingly decentralised, diversified, and centred about "middle-class values". An essential part was played by the initial concepts of land ownership and planned land use. These were then complemented by additional items from land taxation to the concepts that began to evolve during the 20th century, including diverse elements such as land economics and social responsibility. This volume concentrates on a diverse range of topics centering on the relationships between governance and the organization of entities within both urban and rural areas. The essays indicate that the development of systems of governance runs parallel to and reflects the indelible print humankind has made upon all forms of landscape. Over time various forms of governance evolved, but in the course of the last century they also became more accountable. Together this resulted in a continual process of evolving boundaries and territories, of political changes, and of the subsequent divisions between urban and rural areas as well as urban subdivisions. In addition to this complex mixture of land and spatial planning issues, we are faced today with rapidly changing demographic profiles across all of Europe – and not the least with the emerging awareness of how social responsibilities impact this issue. Rural Revitalization Through State-led Programs by Mingrui Shen Pdf
This book seeks to unravel the changes in rural governance sparked by state-led programs, evaluate the programs’ implementation, and refine the interpretation of governance theory with new empirical material from rural China. When it comes to rural issues in contemporary China, there is no shortage of national strategies: from “Coordinating Urban–Rural Development” in 2003 to “Rural Revitalization” in 2017, the rejuvenation of the countryside has attracted unprecedented policy interest. At the same time, rural governance has been subject to significant political, social and economic changes. However, comparatively little research has been conducted on the phenomenal reconnection between the state and rural society, and our previous understanding of rural governance is no longer adequate. As a result of the programs, a new model of governance is now emerging in rural China. The programs have accelerated the formation of state-private-farmer partnerships, while also promoting the participation of grassroots society in rural reconstruction. In the initial stage, the state’s role is important to securing non-governmental sectors’ engagement. However, this does not mean that the model guarantees sustainable governance: in terms of land tenure reform, infrastructure investment, and subsidies, the programs merely empower farmers and other stakeholders to engage in rural reconstruction. The success of these reconstruction efforts ultimately depends on a suitable pricing mechanism for public goods provision, as well as the self-organization of grassroots society.
