A key, intensifying change affecting rural areas in the last few decades has been a decline in the proportion of national populations whose principal livelihood is farming. The corresponding re-distribution of population has typically resulted in a net population loss to rural areas, and diversification of rural activity. The corporatization and technological modification of food production has prompted new policy challenges, and has bound rural and urban populations together in new relationships articulated in moral discourses of custodianship, food safety, and sustainability. Contributors to this volume came together in the attempt to stimulate collective insight into trends of rural change in Australia, New Zealand and Europe. The first two countries have been characterised by avowedly `neoliberal' rural policy - with considerable departures from it in practice; Europe, on the other hand, by a mix of policy measures which attempt to integrate land management and sustainability, diversification and maintenance of a competitive farming sector within an overarching policy framework more overtly, though only partially, oriented towards sustaining rural society. Aiming to build on research relating to the character of rural transitions, this volume offers substantive and critical contributions to the understanding of the sources of unpredictability, instability, and continuity, that underpin rural transition. This book explores the notion of rurality and how it is used and produced in various contexts, including within populist politics which derives their legitimacy from the rural-urban divide. The gap between the ‘common people’ and the ‘elites’ is widening again as images of rurality are promoted as morally pure, unalienated and opposed to the cultural and economic globalization. The most acute water crises occur in everyday contexts in impoverished rural and urban areas across the Global South. What is less known, though, is that millions of these same global citizens are at the forefront of responding to the challenges of water privatization, climate change, deforestation, mega-hydraulic projects, and other threats to accessing water as a critical resource. In Transforming Rural Water Governance Sarah T. Romano explains the bottom-up development and political impact of community-based water and sanitation committees (CAPS) in Nicaragua. Romano traces the evolution of CAPS from rural resource management associations into a national political force through grassroots organizing and strategic alliances. Resource management and service provision is inherently political: charging residents fees for service, determining rules for household water shutoffs and reconnections, and negotiating access to water sources with local property owners constitute just a few of the highly political endeavors resource management associations like CAPS undertake as part of their day-to-day work in their communities. Yet, for decades in Nicaragua, this local work did not reflect political activism. In the mid-2000s CAPS’ collective push for social change propelled them onto a national stage and into new roles as they demanded recognition from the government. Romano argues that the transformation of Nicaragua’s CAPS into political actors is a promising example of the pursuit of sustainable and equitable water governance, particularly in Latin America. Transforming Rural Water Governance demonstrates that when activism informs public policy processes, the outcome is more inclusive governance and the potential for greater social and environmental justice.

This volume applies the science of complexity to study coupled human-environment systems (CHES) and integrates ideas from the social sciences of climate change into a study of rural development amid flooding and urbanization in the Poyang Lake Region (PLR) of China. Author Qing Tian operationalizes the concept of sustainability and provides useful scientific analyses for sustainable development in less developed rural areas that are vulnerable to climatic hazards. The book uses a new sustainability framework that is centered on the concept of well-being to study rural development in PLR. The PLR study includes three major analyses: (1) a regional assessment of human well-being; (2) an empirical analysis of rural livelihoods; and (3) an agent-based computer model used to explore future rural development. These analyses provide a meaningful view of human development in the Poyang Lake Region and illustrate some of the complex local- and macro-level processes that shape the livelihoods of rural households in the dynamic process of urbanization. They generate useful insights about how government policy might effectively improve the well-being of rural households and promote sustainable development amid social, economic, and environmental changes. This case study has broader implications. Rural populations in the developing world are disproportionally affected by extreme climate events and climate change. Furthermore, the livelihoods of rural households in the developing world are increasingly under the influences of macro-level forces amid urbanization and globalization. This case study demonstrates that rural development policies must consider broader development dynamics at the national (and even global) level, as well as specific local social and environmental contexts. By treating climate as one of many factors that affect development in such places, we can provide policy recommendations that synergistically promote development and reduce climatic impacts and therefore facilitate mainstreaming climate adaptation into development.
