Russia’s Agro-Food Sector by Peter Wehrheim,Klaus Frohberg,Eugenia Serova,Joachim von Braun Pdf

This book analyzes the transition of Russia's agro-food sector from a centrally planned system to a market-oriented one. The chapters set out to explain the initial conditions of transition, describe the measures undertaken, survey the current situation, and offer perspectives on how best to continue with the reform. Hence, the book not only provides insights into Russia's food economy, it also gives very valuable information about the process of transition and the question: What next? Within the Russian context, the food economy is of special importance, due to the relatively high share it represents in the economy and its importance for employment. Furthermore, the privatization and the restructuring of the country's agro-food sector is one of the most controversial issues in the ongoing domestic political debate about the reform process. Russia is also important in that its reintegration into the world economy is at stake. Russia's Agro-Food Sector: Towards Truly Functioning Markets should increase the understanding of the issues causing the cumbersome implementation of reform measures and, in so doing, might provide scholars and policymakers with advice on how to improve the transition process. In fact, one of the most important lessons from the book is that markets will continue to malfunction as long as institutions are not functioning properly.

Agricultural Trade Policy by Timothy Edward Josling,Tim Josling Pdf

The Uruguay Round trade negotiations marked a historic turning point in the reform of agricultural trade. The Uruguay Round Agreement on Agriculture (URAA) replaced nontariff barriers with bound tariffs, curbed export subsidies, and codified domestic agricultural programs. Unfortunately, the URAA bound many of the tariffs that replaced nontariff barriers too high, it legitimized export subsidies, and it left the domestic farm policies of the major industrial countries largely untouched. Fortunately, regional trade institutions have also begun to grapple with agricultural trade liberalization. Agriculture was featured in the Mercosur agreement, in recent agreements between the European Union and the countries of Central and Eastern Europe, and in the North American Free Trade Area (NAFTA). Plans for broad supraregional trade structures, such as the Asia Pacific Economic Cooperation (APEC) forum and the Free Trade Area of the Americas (FTAA), have also dealt with the inclusion of agricultural trade. Meanwhile, in developing and middle-income countries, unilateral agricultural policy reforms have been part of recent economic policy changes. However, in the industrial countries, agricultural policy reform has languished in the face of much domestic opposition. But the reform of the European Union's Common Agricultural Policy (CAP) in 1992 and the 1996 Farm Bill in the United States seems to have ushered in a new era of relations between government and agricultural groups. The author points out ways that multilateral, regional, and unilateral paths could be coordinated to liberalized agricultural trade. He proposes a set of multilateral talks that would benefit from agricultural reform at all levels and complete the job begun at the Uruguay Round.

Pest Management and Food Production by Montague Yudelman,Annu Ratta,David F. Nygaard Pdf

In their comprehensive paper, Montague Yudelman, Annu Ratta, and Davi Nygaard examine the key issues with regard to pest management and food production over the coming decades. They draw attention to the lack of adequate information on the magnitude and impact of pest losses; without such information, policymarkers are handicapped when devising strategies for meeting food needs. The authors address both chemical and nonchemical approaches to pest management, highlighting the importance of biotechnology. There is growing public sentiment against biotechnology but little appreciation as yet of its contributions to alleviating hunger by, among other things, controlling pest losses. The authors also address the important subject of the roles of different actors in pest management, most notably the private sector.

Explaining Post-Soviet Patchworks by Klaus Segbers Pdf

This title was first published in 2001: Based on extensive research, this trilogy provides new insights into Post-Soviet transformations without taking refuge in the traditional assumption that Russia is unique. Using powerful analytical tools, this trilogy marks the re-integration of the Former Soviet Union (FSU) into the main current of political science. An invaluable resource for all those interested in Russia and the Post-Soviet states. This first volume focuses on state, sectoral, and transnational actors from a predominantly rational choice perspective. The book includes an extensive introduction by the editor which uses additional material gathered by the project team on two polls, 1999 and 2000, which, in addition to the individual studies, provide sufficient data to obtain unprecedented insights into the basic preferences and the logic of action of the main players in Russia. The outcomes of this research will be particularly relevant for students, researchers, journalists and decision-makers interested in Russia and the Post-Soviet states’ politics, international relations, economics, social policy and sociology.
