An important Russian economist and politician takes a long view of economic history and Russia's development. It is not so easy to take the long view of socioeconomic history when you are participating in a revolution. For that reason, Russian economist Yegor Gaidar put aside an early version of this work to take up a series of government positions—as Minister of Finance and as Boris Yeltsin's acting Prime Minister—in the early 1990s. In government, Gaidar shepherded Russia through its transition to a market economy after years of socialism. Once out of government, Gaidar turned again to his consideration of Russia's economic history and long-term economic and political challenges. This book, revised and updated shortly before his death in 2009, is the result. First published in 1989, Russia’s ‘Age of Silver’ represents a major contribution to the history of the international economy during the eighteenth century, challenging old prejudices and establishing the importance of Russian precious-metal production. Ian Blanchard examines the nature of the Central and South America specie crisis of 1670 to 1760, and the response of European precious-metal producers. He highlights the rise of the Russian copper industry to a position of world supremacy, and the Siberian gold and silver mines to ‘old world’ supremacy. The study explains why Russia experienced little inflation and why no metal was exported: the economy acted as a sponge, absorbing the flood of coins as monetary expansion was paralleled by rapid economic growth. These developments doubled average per capita incomes over the course of the century, so that between 1788 and 1807 the average Russian enjoyed an income equivalent to that of their British counterpart. As the centres of world capitalism struggle to overcome long-term stagnation and existential crisis, this book aims to recover the legacy of revolutions against capitalism and imperialism. The capitalist world today faces pervasive crises of unprecendented depth. To economic and social crises that were already deepening as the neoliberal decades wore on, it added the ecological emergency and then a pandemic of historic proportions, both made worse by political and ideological paralysis. These crises also raise the threat of imperialist war. The possibility of revolutionary change is increasingly in the air and this volume captures this extraordinary moment. Anticipating this situation, we at the Geopolitical Economy Research Group organized an international conference on Revolutions at the University of Manitoba, Canada, in 2017, to mark the centenary of the Russian Revolution, and this book stems from it. The editors’ introduction interrogates the intimate relation of capitalism to revolutions, and scans the political horizon of the present conjuncture. The chapters that follow fill in this retrospect and prospect. The five keynote addresses provide the historical spine and they are supplemented by others from the conference and beyond.
