Ryan White CARE Act: Health Resources and Services Administration’s Implementation of Certain Provisions Hampered by Lack of Timely and Accurate Information by Marcia Crosse Pdf

Under the Ryan White CARE Act, funds are made available to assist over 530,000 individuals affected by HIV/AIDS. Grantees directly provide services to individuals or arrange with service providers to do so. The Health Resources and Services Admin. (HRSA), which administers CARE Act programs, is required to cancel balances of grants that are unobligated after one year and redistribute amounts to grantees in need. Under the CARE Act, states and territories receive grants for AIDS Drug Assistance Programs (ADAP), which provide HIV/AIDS drugs. This report reviews: (1) HRSA's implementation of the unobligated balance provisions; (2) HRSA's actions to collect client-level data; and (3) the status of ADAP waiting lists. Charts and tables.

Measuring What Matters by Institute of Medicine,Board on Health Promotion and Disease Prevention,Committee on the Ryan White CARE Act: Data for Resource Allocation, Planning, and Evaluation Pdf

The Ryan White Comprehensive AIDS Resources Emergency (CARE) Act gives funding to cities, states, and other public and private entities to provide care and support services to individuals with HIV and AIDS who have low-incomes and little or no insurance. The CARE Act is a discretionary program that relies on annual appropriations from Congress to provide care for low-income, uninsured, or underinsured individuals who have no other resources to pay for care. Despite its successes, funding has been insufficient to address all of the inequalities and gaps in coverage for people with HIV. In response to a congressional mandate, an Institute of Medicine committee was formed to reevaluate whether CARE allocation strategies are an equitable and efficient way of distributing resources to jurisdictions with the greatest needs and to assess whether quality of care can be refined and expanded. Measuring What Matters: Allocation, Planning, and Quality Assessment for the Ryan White CARE Act proposes several types of analyses that could be used to guide the evaluation and improvement of allocation formulas, as well as a framework for assessing quality of care provided to HIV-infected persons.

Ryan White CARE Act by Marcia Crosse Pdf

The Ryan White CARE Act makes fed. funds available to assist individuals affected by HIV/AIDS. Because minorities have been disproportionately affected by HIV/AIDS, the Act's Minority AIDS Initiative (MAI) provides funding with the goal of reducing HIV-related health care disparities among minorities. The reauthor. of CARE Act programs changed the process by which grants are made from a formula based solely on demographics of the metro. area, state, or territory to a competitive process. This report provides info. on: (1) the effect on grantees and service providers of the new competitive process for awarding funds; (2) the types of services grantees funded under MAI; and (3) barriers to minorities obtaining services from HIV/AIDS programs. Ryan White Care Act by United States Government Accountability Office Pdf

The CARE Act, a federal effort to address the HIV/AIDS epidemic, is administered by HHS. The Act uses formulas based upon a grantee's number of AIDS cases to distribute funds to eligible metropolitan areas (EMA), states, and territories. The use of AIDS cases was prescribed because most jurisdictions tracked and reported only AIDS cases when the grant programs were established. HIV cases must be incorporated with AIDS cases in CARE Act formulas no later than fiscal year 2007. GAO was asked to discuss factors that affect the distribution of CARE Act funding. This testimony is based on HIV/AIDS: Changes Needed to Improve the Distribution of Ryan White CARE Act and Housing Funds, GAO-06-332 (Feb. 28, 2006). GAO discusses how specific funding-formula provisions contribute to funding differences among CARE Act grantees and what distribution differences could result from using HIV cases in CARE Act funding formulas.

Public Financing and Delivery of HIV/AIDS Care by Institute of Medicine,Board on Health Promotion and Disease Prevention,Committee on the Public Financing and Delivery of HIV Care Pdf

Each year it is estimated that approximately 40,000 people in the U.S. are newly infected with HIV. In the late 1990s, the number of deaths from AIDS dropped 43% as a result of highly active antiretroviral therapy. Unfortunately, the complex system currently in place for financing and delivering publicly financed HIV care undermines the significant advances that have been made in the development of new technologies to treat it. Many HIV patients experience delays in access to other services that would support adhering to treatment. As a result, each year opportunities are missed that could reduce the mortality, morbidity, and disability suffered by individuals with HIV infections. Public Financing and Delivery of HIV/AIDS Care examines the current standard of care for HIV patients and assesses the extent the system currently used for financing and delivering care allows individuals with HIV to actually receive it. The book recommends an expanded federal program for the treatment of individuals with HIV, administered at the state level. This program would provide timely access and consistent benefits with a strong focus on comprehensive and continuous care and access to antiretroviral therapy. It could help improve the quality of life of HIV/AIDS patients, as well as reduce the number of deaths among those infected.
