This book begins from a critical account of the final months of the Sri Lankan civil war, tracing themes of nationalism, discourse and conflict memory through this period of immense violence and into its aftermath. Using these themes to explore state crime, atrocity and its denial and representation, Seoighe offers an analysis of how stories of conflict are authored and constructed. This book examines the political discourse of the former Rajapaksa government, highlighting how fluency in international discourses of counter-terrorism, humanitarianism and the ‘reconciliation’ expected of states transitioning from conflict can be used to conceal and deny state violence. Drawing on extensive interviews with activists, academics, politicians, state representatives and international agency staff, and three months of observation in Sri Lanka in 2012, Seoighe demonstrates how the Rajapaksa government re-narrativised violence through orchestrated techniques of denial and mass ritual discourse. It drew on and perpetuated a heightened majoritarian Sinhala-Buddhist nationalism which consolidated power under Sinhalese political elites, generated minority grievances and, in turn, sustained the repression and dispossession of the Tamil community of the Northeast. The island of Sri Lanka (formerly Ceylon) was one of the few Asian colonies in which the British Empire experimented liberal state-building in the nineteenth century, and where many British colonial officials predicted that the independent state would become a liberal democratic success story. Sri Lanka has held on to much of the liberal democratic state-institutions left behind by the British Empire, including periodic elections. At the same time, the UN’s Office of the High Commissioner for Human Rights concluded in September 2015 that there are reasonable grounds to believe that Sri Lanka committed serious international crimes against the Tamils. Such accusations are usually levelled against authoritarian states; it is unusual for a democracy to face such charges. This book analyses where Sri Lanka stands as a state that has in place liberal democratic state-institutions but exhibits the characteristics of an authoritarian state. Using Michel Foucault’s concept of biopolitics, the author argues that Sri Lanka enacted racist legislations and perpetrated mass-atrocities on the Tamils as part of its biopolitics of institutionalising and securing a Sinhala-Buddhist ethnocratic state-order. The book also explores the ways that, apart from military action, power relations produce the effects of battle, and thus the way that peace can often become a means of waging war. The author provides fresh insights into Sri Lanka’s postcolonial policies and the system of government that it has in place. In The Struggle for a Multilingual Future, Christina Davis examines the tension between ethnic conflict and multilingual education policy in the linguistic and social practices of Sri Lankan minority youth. Facing a legacy of post-independence language and education policies that were among the complex causes of the Sri Lankan civil war (1983 - 2009), the government has recently sought to promote interethnic integration through trilingual language policies in Sinhala, Tamil, and English in state schools. Integrating ethnographic and linguistic research in and around two schools during the last phase of the war, Davis's research shows how, despite the intention of the reforms, practices on the ground reinforce language-based models of ethnicity and sustain ethnic divisions and power inequalities. By engaging with the actual experiences of Tamil and Muslim youth, Davis demonstrates the difficulties of using language policy to ameliorate ethnic conflict if it does not also address how that conflict is produced and reproduced in everyday talk.
