The scenarios project set out to develop a tool to improve understanding of vocational education and training (VET) systems in the linked contexts of economic and technological change; changes in society, work, and the labor market; and changing training/skills environment. Other key attempts at the European level to generate European scenarios were five scenarios that were the work of the "cellule prospective" and four scenarios developed in preparation for the French presidency of the European Union. Phase 1 of the project consisted of design of a questionnaire, its completion in a survey of 200-300 experts in each of 10 participating countries, and analysis of results. It established provisional scenarios and identified strategies for further examination. Phase 2 combined further analysis of Phase 1 results and trends, followed by a predominantly qualitative approach to exploring intersections between a range of scenarios and a set of strategies. Project findings indicated 4 areas may provide a focus for the next 10 years: the social dimension of VET and lifelong learning; public and private partnerships; compatible national and European structures of educational and VET qualifications and provision and promotion of European standards; and modernization of work. These three major scenarios were identified at the European level: Europe on the edge, protective and incremental Europe, and sustainable and competitive Europe. (Contains 21 references) (YLB).

The joint Cedefop/ETF research project has developed the scenario methodology and applied it to the fields of vocational training and lifelong learning. Projecting current trends into the future frequently produces contradictory or divergent results. Strategy development for education and training systems often involves a considerable degree of uncertainty about the future in the context of unprecedented global, economic, socio-cultural and technological change. The scenario method works within this grain of uncertainty. It can be applied at local, national, European and international level. The project involved a partnership of research institutes from ten countries, five from the EU and five from central and eastern Europe. The scientific and technical coordination was performed by the Max Goote Expert Centre at Amsterdam University. The survey helped to understand the vocational training systems in the linked contexts of economic and technological change, changes in society, work and the labour market and in the changing training/skills environment. Scenarios were developed for a time ten years hence. They built in an analysis of trends and uncertainties as well as of their importance and likelihood of occurrence. The purpose was to draw the attention of actors and stakeholders to strategically important factors for the future shaping of training and lifelong learning, whether on a national or European decision-making level. This report sets out project findings in a broader context. We hope that it will contribute to the task of promoting relevant and sustainable policies for VET and lifelong learning. The content of the brochure is being published for as wide distribution as possible. A full report on all details of the second phase will be made available by Cedefop and ETF later in 2002. Following the Introduction, the emergence of lifelong learning as the central strategy in the EU’s education and training policy is described in Chapter Two. Illustrated in a historical and international context, it reveals where the idea of lifelong learning has come from and how it has developed up to the present day. A particular focus is on EU policy after the mid-1990s as well as on the EU’s concept of lifelong learning and its objectives. Since lifelong learning is a complex concept, the provision of a broad perspective on VET in Germany and England seems inevitable in order to examine how VET fosters lifelong learning. Therefore, Deißinger’s concept of qualification styles, which explicitly aims at providing a multidimensional approach that reveals the complexities and singularities of VET systems, serves as the basis of Chapter Three to describe the main patterns of VET in Germany and England. The focus lies on initial training, though the whole system is taken into account. Chapter Four explicitly builds on Chapter Three. It examines the role of VET in promoting lifelong learning in Germany and England. The six Key Messages of the EU’s Memorandum on Lifelong Learning serve as the analytical framework for the investigation. Chapter Five summarises the findings and draws conclusions. It reveals that the approaches for promoting lifelong learning as well as the perceptions of lifelong learning differ. These findings are embedded in the wider context of EU education and training policy. The EU policy on lifelong learning is regarded critically, and attention is drawn to further research questions. Appendices provide additional information to illustrate specific aspects of some of the issues in the main text in greater detail.

Four priority fields or domains of innovative activity have been defined for the final 2 years of EUROTECNET. Priority domain 1 is innovative training needs analysis with a special focus on core competencies. A Europe-wide proposed classification categorizes technical, methodological, social, and behavioristic core competencies. Priority domain 2 is transfer of innovative methodologies for the planning and management of training in the framework of human resources development. The company as a learning organization is proposed, with changing roles of managers and workers and an increased role of the social partners in supporting the learning organization. Priority domain 3 is training providers as innovative service centers for enterprises. Requirements are systematic continuing training of employees in small and medium-sized enterprises (SMEs) and a new "training consultancy" approach between training institutions and SMEs. Priority domain 4 is innovative pedagogical methodologies and approaches. Trends in this area are as follows: learning situations closely related to work situations; independence and responsibility of individuals; involvement of all actors in training; and a continuous learning process. The EUROTECNET program was implemented to develop and improve vocational training policies and systems to meet the challenges of change in the economic and social situation through the development of innovative responses and actions. Each Member State of the European Community was asked to identify one issue of strategic and critical importance to the vocational training system that would benefit from a focused examination and debate at a national and European level. As a result, a series of conferences was launched in all 12 Member States. Each dealt with a different theme of critical importance for vocational training systems that was likely to benefit from innovative solutions. The discussions focused on the following topics: the learning organization and reinforcement of quality assurance; role of small and medium-sized enterprises (SMEs); identification of individual competencies; a continuum of lifelong learning; involvement of social partners in the strategy for vocational education; and radical change in companies' in-house training. The following conclusions were reached: training was a part of a comprehensive approach to change; the greatest challenge was unemployment; change was posing new challenges for companies; innovation was needed; a new focus on the individual was crucial; employees should have core competencies; SMEs must invest in training; and the concept of partnership between industry and the vocational education and training systems must be applied more broadly. The biggest challenge was the acquisition of the new competencies for general workers. (YLB)
