Social Democracy in East Timor by Rebecca Strating Pdf

Since the end of the Cold War, considerable scholarly debates have been devoted to the nature and scope of international state-building interventions in ‘fragile’, post-colonial states and their effectiveness in instituting democratic rule. By examining the construction of political institutions in East Timor, this book highlights the relationship between the social and political realms during these processes. Focusing on the roles of East Timorese leaders and civil society organisations during the independence movement, it analyses the effectiveness of democracy building in East Timor. It examines the processes of drafting the new constitution, establishing key political institutions (such as the electoral system), and articulating a new vision of citizenship and social justice. The book argues that East Timor offers a relatively successful case of democratic transition, enabled by a consistent set of goals and aspirations, grassroots political legitimacy and participation, and the development of a democratic civil nation. Offering a coherent argument for why democracy has been successful in East Timor and the roles of political leaders and civil society during democratic transition, this book will be of interest to those studying Southeast Asian Politics, International Politics, and Democracy.

Momentum and the East Timor Independence Movement by Shane Gunderson Pdf

Momentum and the East Timor Independence Movement: The Origins of America’s Debate on East Timor examines the campaigns by people in the United States on behalf of those seeking peace for East Timor. The diplomatic work of voluntary advisors and supporters living in the United States in the early years of the movement have not been thoroughly explored until now. Through in-depth interviews with twenty activists and intellectuals involved in the East Timor movement from 1975-1999 and qualitative data analysis on information obtained from these interviews, this book explores “momentum” and “turning points” as perceptions in the minds of individual movement actors. The author takes readers through a combination of historical events that shaped social movement actors' attitudes and started a social movement momentum sequence in 1995. The East Timor All Inclusive Dialogue, the Timorization of Indonesia, the public outcries, organizational evolution, and a number of other turning points in the movement represented a series of successes that led to East Timor's independence.

East Timor and the International Community by Heike Krieger,Dietrich Rauschning Pdf

The long-running dispute over East Timor was for many years an unresolved item on the agenda of the international community. It involved issues of self-determination, non-recognition, and human rights. This book was first published in 1996, five years before East Timor regained its independence. It thus serves as a record of the basic materials relating to the historical background, to the circumstances of the Indonesian invasion and following incorporation of East Timor, to the subsequent development of the dispute in the light of the international community's response to it, and, finally, to the 1995 judgment of the International Court of Justice in the case concerning East Timor between Portugal and Australia. The volume contains a substantive introduction which places the documents in context and provides an overview of the political and legal issues of the dispute.

The Militarisation of Peacekeeping in the Twenty-First Century by James Sloan Pdf

Since the end of the last century, UN peacekeeping has undergone a fundamental and largely unexamined change. Peacekeeping operations, long expected to use force only in self-defence and to act impartially, are now increasingly relied upon by the Security Council as a means to maintain and restore security within a country. The operations are established under Chapter VII of the UN Charter and some are empowered to use 'all necessary measures', language traditionally reserved for enforcement operations. Through a close examination of these twenty-first century peacekeeping operations - including operations in Sierra Leone, the Democratic Republic of the Congo, Liberia, Côte d'Ivoire, Haiti and the Darfur region of the Sudan - the book shows that they are, for the most part, fundamentally ill-suited to the enforcement-type tasks being asked of them. The operations, which are under-funded, under-equipped and whose troops are under-trained, frequently lurch from crisis to crisis. There is scant evidence, some 10 years on, that matters are likely to improve. The book argues that bestowing enforcement-type functions on a peacekeeping operation is misconceived. Such operations are likely to be unsuccessful in their enforcement-type tasks, thereby causing serious damage to the excellent reputation of UN peacekeeping, and the UN more broadly. In addition, because such operations are more likely to be perceived as partial, their ability to carry out traditional (non-forceful) peacekeeping tasks may be impeded. Finally, the Security Council's practice of charging peacekeeping operations with enforcement functions lessens the pressure on the Council to work to establish genuine enforcement operations - ie, operations that are considerably better suited to restoring peace and security. '...Dr Sloan is able to show, in knowledgeable detail, not only what has changed over the years, but also what has brought these changes about. His analysis leads him to offer not only well-informed insights, but critical observations, too...This book is a pleasing combination of detailed scrutiny of topics already familiar (provisional measures, consent, so-called 'Chapter VI1⁄2' action, implied powers) and a rigorous questioning as to their place in – or indeed, relevance at all to – militarised peacekeeping. The reader will find much new terrain traversed, and plenty of out-of-the-box thinking.' From the foreword by Dame Rosalyn Higgins

Fiscal Policies and Gender Equality by Ms.Lisa L Kolovich Pdf

Historically, women around the world have had fewer opportunities than men in education, employment, health care, and politics. The moral argument for gender equality is clear, and the economic evidence is mounting. The International Monetary Fund and other international institutions have worked to help whittle away at the barriers that prevent girls and women from achieving their full economic potential. This book is based on a joint research project between the IMF and the United Kingdom’s Department for International Development on gender budgeting around the world. The book summarizes prominent gender budgeting initiatives in more than 80 countries. Gender budgeting allows fiscal authorities to ensure that tax spending and policies address inequality and the advancement of women. Gender budgeting goals include increasing access to education, childcare, and health services; raising female labor force participation; and eradicating violence against women.

East Timor at the Crossroads by Peter Carey,G. Carter Bentley Pdf

In a rapidly changing post-Cost War world, where many age-old conflicts and injustices are at last being put to rights, East Timor stands out as a still unresolved tragedy. In the past twenty years (1975–95), this former Portuguese colony has been under Indonesian military occupation, an occupation responsible for the death of over 200,000 of its inhabitants (a third of its pre-1975 population) and the destruction of much of its indigenous society. Yet, despite enormous odds, the people of East Timor continue to fight for the independence which was denied them in the mid-1970s. Twenty years on, there is now a very real chance for a new beginning in East Timor. This book, which brings together contributions by both East Timorese and Western specialists of East Timor, provides a compelling account of the process by which a once isolated and traditional society has been forged into a nation with a deep sense of its own identity rooted it its unique religious, cultural, linguistic, and historical heritage. Indonesia is at last beginning to realize the cost of Third World colonialism, and its Western allies are becoming less tolerant of its ‘security state’ methods. The last section of this book considers the new diplomatic initiatives which are currently in train, under the auspices of the UN, to bring about a resolution to the Timor problem without jeopardizing the integrity of the Indonesian Republic. An extensive bibliography of titles on East Timor published between 1970 and 1994 will prove especially useful for scholars.

East Timor by International Monetary Fund Pdf

This paper discusses the Poverty Reduction Strategy Paper—National Development Plan for the Democratic Republic of Timor-Leste. The plan has been a participative process, involving constituents in every sector of the economy to identify the problems they face and to suggest solutions to those problems. East Timor’s Development Strategy as described in this plan is to design programs and pursue initiatives that systematically address its main development goals. The first set of tasks during this early transition stage is to establish government capabilities, enabling legislation and the institutions required to pursue development priorities.

You, The People: The United Nations, Transitional Administration, and State-Building by Simon Chesterman Pdf

The governance of post-conflict territories embodies a central contradiction: how does one help a population prepare for democratic governance and the rule of law by imposing a form of benevolent autocracy? Transitional administrations represent the most complex operations attempted by the United Nations. The operations in East Timor and Kosovo are commonly seen as unique in the history of the UN - perhaps never to be repeated. But they may also be seen as the latest in a series of operations that have involved the United Nations in 'state-building' activities, where it has attempted to develop the institutions of government by assuming some or all of those sovereign powers on a temporary basis. The circumstances that have demanded such interventions certainly will be repeated. Seen in the context of earlier UN operations, such as those in Namibia, Cambodia, and Eastern Slavonia, the view that these exceptional circumstances may not recur is somewhat disingenuous. Moreover, the need for such policy research has been brought into sharp focus by the weighty but ambiguous role assigned to the UN in Afghanistan and the possibility of a comparable role in Iraq. This book fills that gap. Aimed at policy-makers, diplomats, and a wide academic audience (including international relations, political science, international law, and war studies), the book provides a concise history of UN state-building operations and a treatment of the five key issues confronting such an operation on the ground: peace and security, the role of the UN as government, judicial reconstruction, economic reconstruction, and exit strategies.
