To understand a limited historical epoch, we must step beyond its limits, and compare it with other historical epochs. To judge Governments and their acts, we must measure them by their own times and the conscience of their contemporaries. Nobody will condemn a British statesman of the 17th century for acting on a belief in witchcraft, if he find Bacon himself ranging demonology in the catalogue of science. On the other hand, if the Stanhopes, the Walpoles, the Townshends, etc., were suspected, opposed, and denounced in their own country by their own contemporaries as tools or accomplices of Russia, it will no longer do to shelter their policy behind the convenient screen of prejudice and ignorance common to their time. At the head of the historical evidence we have to sift, we place, therefore, long-forgotten English pamphlets printed at the very time of Peter I. These preliminary pièces des procès we shall, however, limit to three pamphlets, which, from three different points of view, illustrate the conduct of England towards Sweden. The first, the Northern Crisis (given in Chapter II.), revealing the general system of Russia, and the dangers accruing to England from the Russification of Sweden; the second, called The Defensive Treaty, judging the acts of England by the Treaty of 1700; and the third, entitled Truth is but Truth, however it is Timed, proving that the new-fangled schemes which magnified Russia into the paramount Power of the Baltic were in flagrant opposition to the traditionary policy England had pursued during the course of a whole century.
Originally published in 1957, the original blurb reads: ‘From these studies of the secret diplomacy surrounding the entry of Turkey and Italy into the First World War, emerges a picture of the complex machinery behind the obvious wheels of international politics. The activities of statesmen and diplomats are related to the ramifications of big business, banks, oil and armament companies. The story of each move and counter-move, told mostly in the actors’ own words and with many quotations from actual memoranda and dispatches, is based on sources which are quite new. The Russian collections of confidential correspondence, which include foreign diplomatic dispatches intercepted and deciphered in Russia, and the latest Documenti Diplomatici Italiani are practically unknown to the British public. This material has been integrated with that taken from all the available collections of British, French, German, Austro-Hungarian and American diplomatic documents, official publications, contemporary periodicals and economic and financial data, and such mines of information as the diaries, recollections and private letters of those involved. This unusual combination of source material allows some general conclusions to be drawn as to the laws and logic of the diplomacy of power politics. The book brings out the deep-seated conflicts of interests in the German-Austro-Hungarian coalition, and those dividing Britain, France, Russia and Italy in the Near East, the Balkans and the Mediterranean. During the Soviet period the USSR conducted diplomatic relations with incumbent regimes while simultaneously cultivating and manipulating communist movements in those same countries. The Chinese case offers a particularly interesting example of this dual policy, for when the Chinese Communists came to power in 1949, their discovery of the nature of Moscow's imperial designs on Chinese territory sowed distrust between the two revolutionary powers and paved the way to the Sino-Soviet split.Drawing on newly available documents from archives in China, Taiwan, Russia, and Japan, this study examines secret agreements signed by Moscow and the Peking government in 1924 and confirmed by a Soviet-Japanese convention in 1925. These agreements essentially allowed the Bolsheviks to reclaim most of tsarist Russia's concessions and privileges in China, including not only Imperial properties but also Outer Mongolia, the Chinese Eastern Railway, the Boxer Indemnity, and the right of extraterritoriality. The Secret Treaties of History is the first general index for locating the texts of agreements that nations entered into secretly. It lists and explains 593 secret treaties made from 1521 to 2000 among 110 nations and political entities. Each secret treaty entry in the list has the treaty's title, its contracting states, the city and date of signature, a citation to at least one source of text and/or credible information, and an annotation for its background or content. Most of these treaties were concluded for political or military ends. They are found among scores of treaty collections, in documentaries, in government reports, in research reports based on scholarly work in archives, in a small number of history books, and in articles in learned journals and articles by investigative journalists. The entire list, which makes up Chapter 1, is indexed by nation. It will be of direct use to professors and students of history, political science, and international law and, of course, to librarians and journalists. Chapter 2 is a guide to the many sources of secret treaty texts cited to in the first chapter. Chapter 3 is an annotated bibliography for the study of secret diplomacy and secret agreement making and for statements (including denials) made by American leaders on secrecy in diplomacy and treaty negotiations. Chapter 4 is an essay on the characteristics of secret treaties themselves and their signers. Chapter 5 explains the legal rules that the American President must abide by when he makes confidential, unpublished treaties with other world leaders. This chapter should interest foreign government officials, legal theorists, and international lawyers. Chapter 6 consists of an introduction to the Treaty of Crépi of 1544, four pages of photocopies of the original handwritten text of the secret articles to this treaty, and an English language translation of them. Neither the French nor the Spanish Ministries of Foreign Affairs have a copy of this treaty's secret articles, nor are they published in any other book or journal article. This text and translation will be useful to a historian or biographer who needs full information on Francis I of France or Charles V of Spain. The appendix is an alphabetized list of foreign and specialty words, abbreviations, acronyms, idioms, and phrases found particularly within treaties or used in the treaty making process. Following the appendix, are the two indexes, for Chapters 1 and 3.
