Oversight and Accountability in U.S. Security Sector Assistance by Melissa G. Dalton,Hijab Shah,Shannon N. Green,Rebecca Hughes Pdf

With the range of security challenges confronting the United States in the 21st century, characterized by competition by both state and nonstate actors, the importance of working with allies and partners to address common challenges is paramount. Deeper examination of the relative effectiveness of U.S. security sector assistance and how it must nest in a broader foreign policy strategy, including good governance, human rights, and rule of law principles, is required. Improving oversight and accountability in U.S. security sector assistance with partners are at the core of ongoing security assistance reform efforts to ensure that U.S. foreign policy objectives are met and in accordance with U.S. interests and values. This report examines key areas in security sector programming and oversight where the U.S. Departments of Defense and State employ accountability mechanisms, with the goal of identifying ways to sharpen and knit together mechanisms for improving accountability and professionalism into a coherent approach for partner countries.

Security Sector Reform in Conflict-Affected Countries by Mark Sedra Pdf

This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book will be of much interest to students of international security, peacebuilding, statebuilding, development studies and IR in general.

Foreign Aid Reform by Susan B. Epstein Pdf

In Jan. 2006, Sec. of State Rice announced the ¿transformational development¿ initiative to bring coordination and coherence to U.S. aid programs. She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.

Security Sector Reform by Albrecht Schnabel,Hans Born Pdf

The persistent gap between theory and practice in SSR can be a source of much irritation and disappointment at failures to implement SSR norms as well as in response to concepts and strategies that seem unhelpfully far removed from local realities. This paper compares ideal-case SSR environments with real-life conditions of implementing SSR. Through offering suggestions for better practice in SSR implementation, it shows that the art of applied SSR can be learned.

Securing Tyrants or Fostering Reform? U.S. Internal Security Assistance to Repressive and Transitioning Regimes by Seth G. Jones,Olga Oliker,Peter Chalk,C. Christine Fair,Rollie Lal Pdf

This study examines the results of U.S. assistance to the internal security forces of four repressive states: El Salvador, Uzbekistan, Afghanistan, and Pakistan. Efforts to improve the security, human rights, and accountability of security forces appear more likely to succeed in states transitioning from repressive to democratic systems. In addition, several factors are critical for success: the duration of assistance, viability of the justice system, and support and buy-in from the local government (including key ministries).
