Many countries have large stocks of government-built housing which, for various reasons, are in poor physical conditions and/or do not conform to the expectations of occupants. The occupants of such housing frequently make unauthorized but quite considerable changes and extensions (transformations) to their dwellings. This book examines user-initiated transformations to government-built housing in Bangladesh, Egypt, Ghana and Zimbabwe, surveyed in a research program sponsored by the UK Department for International Development. The 1600 dwellings surveyed show how relatively low-income households are capable of supplying new rooms and services both to improve their own housing conditions and to supply rental rooms or accommodation for family members living rent-free. The new construction is often of at least as good quality as the original structures and sometime envelopes the original in a new skin. It is clear that transformation adds accommodation and services to existing housing, upgrades the housing stock, and creates variety out of uniformity. The study leads to policy suggestions to encourage transformations for the renewal of government housing. These include the provision of loan finance; the encouragement of co-operation between neighbors, especially in multi-storey housing; and the planned colonization of open space next to the dwellings where plots are not provided. For new housing, it is clear that designs for new areas are only the beginning of an on-going development process rather than a blueprint for once-for-all development.

Seeking Urban Transformation. Alternative Urban Futures in Zimbabwe tells the stories of ordinary peoples struggles to remake urban centres. Access to housing and to housing finance remains a challenge in African cities. This study examines the housing finance strategies of informal settlement dwellers in Dar es Salaam (Tanzania) and identifies a range of factors that enable or constrain actors to make investments in housing. Based on ethnographic, qualitative and quantitative research, this study provides detailed insights into individual housing biographies, and explains why some actors invest in housing, while others do not. This report is the second of a series on emergencies and disaster relief published by the Swedish International Development Authority and the Nordic Africa Institute. It contains two papers that focus on some longer term impacts of refugee and migrant worker flows which have implications for the way humanitarian relief is conceptualised and planned. The first is an overview of migrant worker and refugee flows in Sub-Saharan Africa. It suggests that the negative impact of exporting male workers from rural households has been overemphasised. While there is psychological stress from family separations and the spread of Aids is associated with labour migration, such movements can also be viewed as a capital accumulation strategy which financially benefits the sending households without necessarily leading to a drop in their agricultural production and as vital foreign exchange for the sending country through incoming remittances. It also suggests that the presence of refugees is not necessarily an economic burden for the host country. Refugees may, as a labour source and as consumers, contribute to development. The second paper reviews the literature on shelter and settlement strategies for refugees. It advocates a conceptual approach which is developmental rather than relief-oriented, an approach which integrates refugees' and hosts' needs and puts emphasis on tackling the long term consequences of mass forced migration. Current practice is critically appraised to draw out the lessons of best practice and find alternatives to encampment style shelter. The author does not believe that the integrated planning and durable housing which he advocates would dissuade refugees from repatriating.
