In the final years of the nineteenth century, as a large-scale movement of farmers and laborers swept much the country, the United States engaged in an ostensibly anti-colonial war against Spain and a colonial war of its own in the Philippines. How one related to the other—the nature of the activists' involvement in foreign policy debates and the influence of these wars upon the prospects for domestic reform—is what Nathan Jessen explores in Populism and Imperialism. American reformers at the turn of the twentieth century have long been misrepresented as accomplices of empire. Rather, as Populism and Imperialism makes clear, they were imperialism's chief opponents—and that opposition contributed to their ultimate defeat. Correcting the record, Jessen charts the fortunes of the Populists through the nineteenth century's last decade. He shows that, contrary to the standard narrative, Populists remained powerful in West after the election of 1896; they only suffered their final political reverses in 1900 after being branded as unpatriotic traitors by their opponents. In fact, the Populists and Democrats in the West favored war with Spain for humanitarian reasons; some among them led the opposition to Hawaiian annexation and—as leaders of the anti-imperialists in Congress from 1899 on—the occupation of the Philippines. Jessen also addresses the little-studied "money power" conspiracy theory that explains a key element of the Populist worldview. This theory, linking European imperialism and the growing economic and political power of financiers, stirred Populist opposition to American imperialism as well. Populism and Imperialism revises a critical chapter in US history and offers lessons for the present as well as insights into the nation's past.

From the 1880s to the 1980s more than eight thousand workers died in the coal mines of the Rocky Mountain states. Sometimes they died by the dozens in fiery explosions, but more often they died alone, crushed by collapsing roofs or runaway mine cars. Many old-timers in coal-mining communities and even some historians haveøblamed the high fatality rate on ruthless coal barons exploiting miners in the single-minded pursuit of profit. The coal industry preferred to blame careless miners. James Whiteside looks beyond those charges in seeking to explain why the western coal mines were (and, to some degree, still are) dangerous and why territorial, state, and federal laws failed for so long to make them safer. Regulating Danger is the first extended study of the coal-mining industry in Colorado, New Mexico, Utah, Wyoming, and Montana. It exceeds the scope of traditional labor history in focusing on working conditions and the problems of workers instead of unions and strikes. After examining the inherent physical dangers of the work, Whiteside shows how the interplay of economic, social, and technological forces created an envi-ronment of death in the western coal mines. He goes on to discuss evolving industrial and political attitudes toward issues of responsibility for mine safety and government regulation and the fundamental changes in the industry that brought about safer working conditions.

Originally published in 1984. In 1888 the British observer James Bryce declared "the government of cities" to be "the one conspicuous failure of the United States." During the following two decades, urban reformers would repeat Bryce's words with ritualistic regularity; nearly a century later, his comment continues to set the tone for most assessments of nineteenth-century city government. Yet by the end of the century, as Jon Teaford argues in this important reappraisal, American cities boasted the most abundant water supplies, brightest street lights, grandest parks, largest public libraries, and most efficient systems of transportation in the world. Far from being a "conspicuous failure," municipal governments of the late nineteenth century had successfully met challenges of an unprecedented magnitude and complexity. The Unheralded Triumph draws together the histories of the most important cities of the Gilded Age—especially New York, Chicago, Boston, Philadelphia, St. Louis, and Baltimore—to chart the expansion of services and the improvement of urban environments between 1870 and 1900. It examines the ways in which cities were transformed, in a period of rapid population growth and increased social unrest, into places suitable for living. Teaford demonstrates how, during the last decades of the nineteenth century, municipal governments adapted to societal change with the aid of generally compliant state legislatures. These were the years that saw the professionalization of city government and the political accommodation of the diverse ethnic, economic, and social elements that compose America's heterogeneous urban society. Teaford acknowledges that the expansion of urban services dangerously strained city budgets and that graft, embezzlement, overcharging, and payroll-padding presented serious problems throughout the period. The dissatisfaction with city governments arose, however, not so much from any failure to achieve concrete results as from the conflicts between those hostile groups accommodated within the newly created system: "For persons of principle and gentlemen who prized honor, it seemed a failure yet American municipal government left as a legacy such achievements as Central Park, the new Croton Aqueduct, and the Brooklyn Bridge, monuments of public enterprise that offered new pleasures and conveniences for millions of urban citizens."
