China's Role in North Korea Contingencies - PLA and Diplomatic Reactions to Nuclear Conflict, Geopolitical and Security Implications for the United States, Possible Massive Refugee Flows Into China by Senate of the United States of America,U S - China Security Review Commission,U S Government Pdf

This important report compilation of testimony at a 2018 roundtable examined Chinese views on the likelihood of various potential North Korean contingencies, how China could play a role in the lead-up to or unfolding of such contingencies, and implications for the United States and the region. This roundtable explored the following: (1) Chinese thinking about potential crises and contingencies involving North Korea; (2) what the People's Liberation Army (PLA) and other stakeholders are doing to prepare for these various scenarios; (3) Chinese diplomatic activities in this area; and (4) geopolitical and security implications for the United States. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Content: Panel Introduction by Senator James Talent (Roundtable Co-Chair) * 1. Carla Freeman, Ph.D. Associate Research Professor and Director of the Foreign Policy Institute, Johns Hopkins University, School of Advanced International Studies * 2. Oriana Skylar Mastro, Ph.D. Assistant Professor of Security Studies, Edmund A. Walsh School of Foreign Service, Georgetown University and Jeane Kirkpatrick Scholar, American Enterprise Institute * 3. Yun Sun, Co-Director of the East Asia Program and Director of the China Program, Stimson CenterTensions remain high on the Korean peninsula following last year's series of nuclear and missile tests by North Korea. Recent diplomatic efforts including President Trump's decision to hold a summit with North Korean leader Kim Jong-un and Kim's meeting with Chinese President Xi Jinping in Beijing present an opportunity--welcome--to deescalate tensions and find a negotiated solution to the crisis. However, the checkered history of nuclear diplomacy with North Korea should temper our expectations about the prospects for success. Even with the emerging diplomatic process, the potential for upheaval in the peninsula remains real. One question we'll explore today is what could happen that would cause a crisis? Although we cannot predict the future, understanding how a crisis could start will help us watch for signs of developing greater instability. Another issue that merits close examination is what could happen in the aftermath of a contingency in North Korea? What might the long-term political future of the Korean peninsula look like? Is it possible to achieve both denuclearization and stability given the competing the priorities of the United States, China, North Korea and South Korea? What about Japan and Russia? Forging a common vision that addresses the major concerns of all parties will pose a difficult challenge. If the North Korean regime does collapse, whether from its internal weakness or in the course of a conflict, the United States will have to secure American interests on the peninsula while minimizing the risks of armed conflict with China. Effective mechanisms for cooperation and deconfliction with Beijing could help reduce the likelihood of miscalculations that result in clashes between U.S. and Chinese military forces. The Commission will continue to watch the situation in North Korea closely as it constitutes a major issue in U.S.-China relations and threatens the stability of Northeast Asia.

Japan and Asia’s Contested Order by Yul Sohn,T. J. Pempel Pdf

This book brings together up-to-date research from prominent international scholars in a collaborative exploration of the Japan’s efforts to shape Asia’s rapidly shifting regional order. Pulled between an increasingly inward-looking America whose security support remains critical and a rising and more militarily assertive China with whom Japan retains deep economic interdependence, Japanese leaders are consistently maneuvering to ensure the country’s regional interests. Nuclear and missile threats from North Korea and historically problematic relations with South Korea further complicate Japanese endeavors. So too do the shifting winds of Japanese domestic politics, economics and identity. The authors weave these complex threads together to offer a nuanced portrait of both Japan and the region. Scholars, observers of politics, and policymakers will find this a timely and useful collection.

Wall Street's Think Tank by Laurence H. Shoup Pdf

The Council on Foreign Relations is the most influential foreign-policy think tank in the United States, claiming among its members a high percentage of government officials, media figures, and establishment elite. For decades it kept a low profile even while it shaped policy, advised presidents, and helped shore up U.S. hegemony following the Second World War. In 1977, Laurence H. Shoup and William Minter published the first in-depth study of the CFR, Imperial Brain Trust, an explosive work that traced the activities and influence of the CFR from its origins in the 1920s through the Cold War. Now, Laurence H. Shoup returns with this long-awaited sequel, which brings the story up to date. Wall Street’s Think Tank follows the CFR from the 1970s through the end of the Cold War and the collapse of the Soviet Union to the present. It explains how members responded to rapid changes in the world scene: globalization, the rise of China, wars in Iraq and Afghanistan, and the launch of a “War on Terror,” among other major developments. Shoup argues that the CFR now operates in an era of “Neoliberal Geopolitics,” a worldwide paradigm that its members helped to establish and that reflects the interests of the U.S. ruling class, but is not without challengers. Wall Street’s Think Tank is an essential guide to understanding the Council on Foreign Relations and the shadow it casts over recent history and current events.

International Strategic Relations And China's National Security: by China Pla National Defense University Pdf

In 2016, economic globalization suffered a severe crisis after over half a century of smooth development, and deglobalization was running mountains high. Not only did it trigger domestic political discord in major countries like the United States, Britain, France and Germany, but also led to international economic and political disputes among Western countries, intensifying strategic competition between major powers. With the arrival of 2017, through the perilous waves of deglobalization and the consequent international political upheavals, we find that the post Cold War era that we were familiarized with, is coming to a rapid end, ushering in a new international political era, full of uncertainties. This annual book presents Chinese scholars' views, opinions and predictions on global political and security issues, as well as China's strategic choice. It covers a wide range of important issues concerning international security, ranging from the assessment of Sino-US relations, Russian-American relations, the counter terrorism situation in the Middle East, the political situation in Taiwan and cross-Strait relations, Brexit and the refugee problem, and the strategic situation in the South China Sea, to the judgment of the strategic posture in countries and regions like Japan, the Korean Peninsula, Southeast Asia, Latin America and Africa. Also covered are the analysis of the strategic posture in cyber space, outer space (as well as their governance), and discussion on China's international strategic choice in the wave of deglobalization. Immovable Object by A. B. Abrams Pdf

North Korea and the United States have been officially at war for over 70 years, one of the longest lasting and most unbalanced conflicts in world history, in which a small East Asian state has held its own against a Western superpower for over three generations. With the Western world increasingly pivoting its attention towards Northeast Asia, and the region likely to play a more central role in the global economy, North Korea’s importance as a strategically located country, potential economic powerhouse and major opponent of Western regional hegemony will only grow over the coming decades. This work is the first fully comprehensive study of the ongoing war between the two parties, and covers the history of the conflict from the first American clashes with Korea’s nationalist movement in 1945 and imposition of its military rule over southern Korea to North Korea’s nuclear deterrence program and ongoing tensions with the U.S. today. The nature of the antagonism between the two states, one profoundly influenced by both decolonisation and wartime memory, and the other uncompromising in its attempts to globally impose its leadership and ideology, is covered in detail. Northern Korea is one of very few inhabited parts of the world never to have been placed under Western rule, and its fiercely nationalist identity as a deeply Confucian civilization state has made it considerably more difficult to tackle than almost any other American adversary. This work elucidates the conflicting ideologies and the discordant designs for the Korean nation which have fueled the war, and explores emerging fields of conflict which have become increasingly central in recent years such as economic and information warfare. Prevailing trends in the conflict and its global implications, including the multiple wars that have been waged by proxy, are also examined in detail. An in-depth assessment of the past provides context key to understanding the future trajectories this relationship could take, and how a continuing shift in global order away from Western unipolarity is likely to influence its future. "To understand where the Korean Peninsula might go in the rest of the 21st century, Abrams’ telling of the story of how the two countries got to where they are today is essential.” – ANKIT PANDA, senior editor, The Diplomat "...even those who find his conclusions unpalatable will be forced to weigh them carefully.”– JOHN EVERARD, former British Ambassador to North Korea
