The National Botanical Research Institute came into being as the 13th among a chain of National Laboratories established during April, 1953 under the Council of Scientific and Industrial Research by the Govt. of India for advanced research in fields of specialisation which have a direct bearing on socio-economic, industrial and scientific advancement of the nation. Christened initially as National Botanic Gardens, the nucleus around which the institution took shape under its founder- Director Late Prof. K. N. Kaul, was a large herbarium of Indian flora and a centu- old botanical garden spread over 35 ha of land on the banks of River Gomti in the heart of Lucknow city. It’s a matter of great pleasure and profound satisfaction to me that a Golden Jubilee volume entitled, “Pteridology in the New Millennium” is being published and released during the Golden Jubilee year of NBRI in the honour of Professor B. K. Nayar who laid the foundation of the Pteridology Laboratory of the NBRI, which is now a well equipped laboratory for the study of Indian pteridophytes. Professor Nayar is a holistic Botanist as evident through his contributions and publications in almost all the areas of study of Pteridophyta. The contribution of Professor Nayar towards the development of modern Pteridology and the role of NBRI in it is indeed great and very important. His publications will be valuable for the younger generation of scientists in the field as well as for the more mature research workers and teachers.

Some 120 participants attended the inaugural Congress of the Asian Political and International Studies Association (APISA) in Singapore on 28-30 November 2003. Asians from universities and institutes in many countries accounted for about 70 per cent of the participants. The First Congress had been two years in the making. In November 2001, 30 academics from research institutes, think tanks, and universities introduced the idea of launching an Asian-based academic organisation dedicated to the advancement of political and international studies. It was the general consensus of the meeting that Asian scholars had been marginalised from the decision-making processes of the Western-based associations of a similar nature. Asian schools of thought had been stifled as a consequence of the American hegemony in the social sciences, and that the state of Asian studies in general was underdeveloped. In the light of these concerns, the APISA was established. Drawn from academia and think tanks from across Asia and the Pacific, the political and security specialists, sociologists, historians, and economists exchanged ideas and charted new intellectual terrain on the theme: 'Asia in the New Millennium: Development, Democracy, and Security'. The keynote speaker at the Congress was Dr Surin Pituswan, former Foreign Minister of Thailand and Member of the Commission for Human Security, who focused on the need to pursue prominence in Asian scholarship. Panels at the APISA Congress transcended disciplinary contours, national and regional boundaries, and historical confines. The panels' themes ranged from globalisation, identity and community in Asia to electronic government and theory and modernity. Offering more regional lenses were panels that discussed understanding and explaining Asia-Pacific security and the welfare state in Southeast Asia, China and her neighbours. Among the many panels that engaged other disciplines were the discussions on state vs.market the historical contributions in the panel on defining Southeast Asia as a region and sociological inclinations in the panel on culture, politics, and cooperation. As the Asian crisis triggered or precipitated the meltdown, a second, objective is to explore the reasons and factors for the breakdown or redundancy of developmental states, distinguishing between domestic transformative capacity and external global factors as identified. A third objective is to cull experiences and lessons beyond East Asia. With many transition economies in Central and Eastern Europe beside China and Indochinese states, the theory and practice of developmental states may be a useful bridge. These are by no means exhaustive and comprehensive aims, questions and issues. For individual developmental states covered in this volume, country-specific lessons may also be drawn for them to be reconfigured to stay relevant. The most important consideration for this volume is to value-add to the literature, both the theory and principles of the Asian developmental state as well as empirical observations observed elsewhere.
