Policymakers must decide not only where to locate often unwanted projects but also what methods to use when interacting with opposition groups. In Site Fights, Daniel P. Aldrich gathers quantitative evidence from close to five hundred municipalities across Japan to show that planners deliberately seek out acquiescent and unorganized communities for such facilities in order to minimize conflict. When protests arise over nuclear power plants, dams, and airports, agencies regularly rely on the coercive powers of the modern state, such as land expropriation and police repression. Only under pressure from civil society do policymakers move toward financial incentives and public relations campaigns. Through fieldwork and interviews with bureaucrats and activists, Aldrich illustrates these dynamics with case studies from Japan, France, and the United States. The incidents highlighted in Site Fights stress the importance of developing engaged civil society even in the absence of crisis, thereby making communities both less attractive to planners of controversial projects and more effective at resisting future threats.

Vaughn gives detailed accounts of the battles, careful descriptions of the battlefields, and interesting asides on the U.S. Army officers and soldiers serving in the West during and after the Civil War. Using a metal detector, Vaughn uncovered cartridge cases, bullets, and other debris marking battle situations, allowing him to reconstruct many little-known battles in detail. He analyzed a number of engagements that occurred around Cheyenne Fork, Wyoming, a popular camping place on the old Bozeman Trail, comparing his findings with the mass of conflicting testimonies, government records, newspaper accounts, and other sources covering the battles. New light is shed on the Fetterman disaster, partly absolving Brevet Lieutenant Colonel William H. Fetterman of the blame many historians have placed on him for disobeying orders. Vaughn also discusses a mostly forgotten engagement near Fort C. F. Smith, battles near Fort Laramie, the Rosebud campaign, and the aftermath of the defeat of General George Armstrong Custer at the Battle of the Little Bighorn.

One of his first observations is that the fight took place along the Little Horn River—its junction with the Big Horn was several miles away—so the term for the battle, “Little Big Horn” has always been a misnomer. He precisely traces the mysterious activities of Benteen’s battalion on that fateful day, and why it couldn’t come to Custer’s reinforcement. He describes Reno’s desperate fight in unprecedented depth, as well as how that unnerved officer benefited from the unexpected heroism of many of his men. Indian accounts, ever-present throughout this book, come to the fore especially during Custer’s part of the fight, because no white soldier survived it. However, analysis of the forensic evidence—like tracking cartridges and bullets discovered on the battlefield, plus the locations of bodies—assist in drawing an accurate scenario of how the final scene unfolded. It may indeed be clearer now than it was to the doomed 7th Cavalrymen at the time, who, through the dust and smoke and Indians seeming to rise by hundreds from the ground, only gradually realized the extent of the disaster. Of additional interest is the narrative of the battlefield after the fight, when successive burial teams had to be dispatched for the gruesome task because prior ones invariably did a poor job.
