The authors evaluate the use of small ships in theater security cooperation (TSC). They provide the U.S. Navy with a concept of operation for small ships in TSC, necessary small ship characteristics, a survey of suitable ships, and recommendations for increasing the effectiveness of TSC operations conducted with a small vessel. National Security Intelligence and Ethics by Seumas Miller,Mitt Regan,Patrick F. Walsh Pdf

This volume examines the ethical issues that arise as a result of national security intelligence collection and analysis. Powerful new technologies enable the collection, communication and analysis of national security data on an unprecedented scale. Data collection now plays a central role in intelligence practice, yet this development raises a host of ethical and national security problems, such as privacy; autonomy; threats to national security and democracy by foreign states; and accountability for liberal democracies. This volume provides a comprehensive set of in-depth ethical analyses of these problems by combining contributions from both ethics scholars and intelligence practitioners. It provides the reader with a practical understanding of relevant operations, the issues that they raise and analysis of how responses to these issues can be informed by a commitment to liberal democratic values. This combination of perspectives is crucial in providing an informed appreciation of ethical challenges that is also grounded in the realities of the practice of intelligence. This book will be of great interest to all students of intelligence studies, ethics, security studies, foreign policy and international relations. Naval Diplomacy in 21st Century by Kevin Rowlands Pdf

This book offers a detailed investigation of naval diplomacy, past and present, and challenges the widely accepted Anglo-American school of sea power thought. Despite the acknowledgement of the importance of the threat or use of force in the pursuit of policy since the dawn of strategic thought, the utility of seapower in operations other than war is poorly understood and articulated. Theorists have invariably viewed seapower in peacetime through the lens of hard power effects such as coercion and deterrence. Commentaries on engagement, interoperability and the forging of friendships are largely conspicuous by their absence. This book considers how all these strands of international politics can be better understood for use in the 21st century. The book explains and defines naval diplomacy, with existing theoretical frameworks being critically analysed. It reviews over 500 incidents from the post-Cold War era, drawing on this empirical evidence to determine that naval diplomacy remains a potent means of 21st century statecraft. It finds that existing understanding of naval diplomacy is insufficient and offers an alternative model, drawing on basic communication and stakeholder theories. The implications of the book relate directly to national security: naval deployments could be more effectively targeted; foreign activity at sea could be better understood and, if necessary, countered; finally, the ability of non-state actors to support national interests from the sea could, potentially, be better harnessed. This book will be of much interest to students of naval power, maritime security, strategic studies and International Relations.

Routledge Handbook of Naval Strategy and Security by Joachim Krause,Sebastian Bruns Pdf

This new handbook provides a comprehensive overview of the issues facing naval strategy and security in the twenty-first century. Featuring contributions from some of the world’s premier researchers and practitioners in the field of naval strategy and security, this handbook covers naval security issues in diverse regions of the world, from the Indian Ocean and the Mediterranean to the Arctic and the piracy-prone waters off East Africa’s coast. It outlines major policy challenges arising from competing claims, transnational organized crime and maritime terrorism, and details national and alliance reactions to these problems. While this volume provides detailed analyses on operational, judicial, and legislative consequences that contemporary maritime security threats pose, it also places a specific emphasis on naval strategy. With a public very much focused on the softer constabulary roles naval forces play (such as humanitarian assistance, disaster relief, naval diplomacy, maintenance of good order at sea), the overarching hard-power role of navies has been pushed into the background. In fact, navies and seapower have been notably absent from many recent academic discussions and deliberations of maritime security. This handbook provides a much-desired addition to the literature for researchers and analysts in the social sciences on the relationship between security policy and military means on, under, and from the sea. It comprehensively explains the state of naval security in this maritime century and the role of naval forces in it. This book will be of much interest to students of naval security and naval strategy, security studies and IR, as well as practitioners in the field.

Rebalancing U.S. Forces by Andrew S. Erickson,Carnes Lord Pdf

As the U.S. military presence in the Middle East winds down, Asia and the Pacific are receiving increased attention from the American national security community. The Obama administration has announced a “rebalancing” of the U.S. military posture in the region, in reaction primarily to the startling improvement in Chinese air and naval capabilities over the last decade or so. This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.
