Social and Economic Issues in Atlantic Canada Concerning Offshore Oil and Gas Activities by Cleland, Dunsmuir Consulting Limited,Cleland, Dunsmuir Consulting Ltd,Environmental Studies Revolving Funds (Canada),Community Resources Services Cooperative Ltd Pdf

Oil and gas industry operations on Canada's east coast take place in waters that have supported a fishing industry for centuries. The potential for conflict between these industries on the Scotian Shelf and the Grand Banks of Newfoundland takes three forms: competition for ocean space, interference with vessel operations arising from gear and equipment conflicts, and damage to bottom-founded structures.

Offshore Oil by Roger Voyer Pdf

First published in 1983, Offshore Oil is an early and prescient analysis of the prospects for oil and gas development off Canada's east coast. The book examines the potential of offshore oil to provide growth in Canadian industries. As development proceeds huge sums will be invested and oil companies' needs include platforms, drilling rigs, ships, plants and a host of smaller items such as drills, pumps, transformers and electronic equipment. This presents opportunities not only for traditional industries such as steel and shipbuilding but also for the high-technology sector. Offshore oil holds the prospect of energy self-sufficiency for Canada and of better times for the depressed Atlantic economy. But development of gas could also bring a "boom and bust" that damages the region's social and economic fabric. This book considers both possibilities.

Comparison of Major Construction Projects and Offshore Hydrocarbon Developments in Atlantic Canada by Atlantic Consulting Economists Limited,Gardner Consulting Economists Limited,Environmental Studies Revolving Funds (Canada),Russell, Robert Pdf

Offshore oil and gas development in Atlantic Canada will involve construction of onshore facilities as well as onshore construction of structures for offshore installation. These activities will generate substantial levels of employment and may have significant impacts on communities in the Atlantic provinces. This report attempts to provide a frame of reference for assessing the scale and implications of such projects. It contains a body of data allowing direct comparisons among recent major construction projects familiar to Atlantic province residents, such as oil refineries and power plants, and the proposed Venture and Hibernia offshore developments. Included in the comparative data considered relevant for developing the frame of reference are project schedules, capital costs, employment requirements, and social impacts. The report also contains descriptive profiles of each of the projects.

Alternative Resource and Enviromental Management Strategies for Offshore Oil and Gas by Aaron Brake Pdf

The aim is to make an assessment of the resource management strategies used in Norway and the United Kingdom to meet the environmental and socio-economic impact of oil and gas development and to investigate the relevance of these strategies to the Newfoundland experience. The purpose of this study is to explore how resource management and environmental planning strategies influence the nature and extent of offshore hydrocarbon projects. Resource management and environmental planningstrategies are important because offshore hydrocarbon can have negative impacts on the social, economic and physical environments. This study examines how regulatory and planning processes identify and assess environmental and socio-economic problems, issues and concerns for the offshore, coastal (nearshore), and onshore regions. This study proposes that the environmental development process must be integrated with local-regional planning process in order to attain maximal effectiveness. The regulatory regime proposed for Newfoundland offshore development will be evaluated with respectto the regulatory and planning processes of the United Kingdom and Norway. The prime concern for resource development and economic planning in Newfoundland has been the provision of jobs in the attack on unemployment, underdevelopment, and low incomes. The discovery of offshore petroleum appears as a panacea capable of solving all of Newfoundland's social and economic ills. Attention has been centered on the economic aspects of oil and gas development, on the jobs created, the incentives provided, the vetting of bargaining actors and their schemes, and the competitive nature of governmentresource development policies. These considerations have obscured the equally pressing tasks of environmental planning and of researching the process of resource management within coastal communities which are dependent on themarine environment for their livelihood. The thesis focuses on particularly on Newfoundland, on the environmental-developmental role of the regulatory regime, and its relationships with the oil companies. It finds that the regulatoryauthority is the most influential actor in the development process and argues that fragmented regulatory responsibility, lack of planning independence, and lack of planning at the local-regional level inhibited efforts at all regulatory levels to planeffectively and make an orderly adjustment to economic development and environmental concerns.A survey was conducted of selected Newfoundland communities to identify the types of issues and concerns that may have importance for offshore development. The purpose of the survey was to solicit the perceptions of key actors regarding potential problems in the coordination of land-use and sea-use planning for the proposed offshore hydrocarbon development project. Inaddition, interviews were conducted in the United Kingdom and Norway to identify and examine what environmental-developmental considerations should be incorporated into the offshore-onshore planning process. The thesis that although the resource regulatory systems for oil and gas development are different in each of the countries considered, the regulatorystructure, strategy, and approach will affect the outcome of the resource management process. Therefore, closer co-ordination of the resource management process and the environmental regulatory regime is a prerequisite for improved future offshore oil and gas development in Newfoundland. In conclusion, resource development environmental planning should be guided by the premise that the capacity of the regulatory system to absorb petroleum development will vary with the size of its population and the complexity of its institutional, political, and economic systems. The regulatory process should support the development of the community environmental control infrastructure as well as economic development infrastructure.

The Value of Commercial Marine Shipping to Canada by Council of Canadian Academies. Expert Panel on the Social and Economic Value of Marine Shipping in Canada Pdf

"The high standard of living that Canadians enjoy is dependent, in part, on Canada's involvement in global trade. About one third of exports and over a quarter of imports by value are transported by water. Shipping is vital to the competitiveness of Canadian commodity exports and is a lynchpin in many Canadian supply chains. In addition to its economic value, shipping is also critical to coastal community survival and food security in the Arctic, as it is often the only source of food and other supplies for Canada's most northern communities. Current trends in technology, climate change, emerging markets, and other factors, however, may influence the value of commercial marine shipping in the future. This assessment will explore the extent of both economic and social value of shipping on Canada and its regions while also looking at how shipping trends now underway might affect Canadian marine shipping activity in the future. Question What is the social and economic value of commercial marine shipping to Canada and its regions? How will global trends related to shipping affect future shipping activity in Canada?--
