This book examines how the armed forces of the United States and Australia have responded to the threat posed by climate change to national security. Drawing on established securitisation frameworks (‘Copenhagen’ and ‘Paris’ Schools), the author uses a combination of quantitative and qualitative techniques to systematically examine more than 3,500 speeches, policies and doctrinal articles since 2003. Importantly, the author undertakes an examination of the intersection between the political and the military spheres, probing the question of how ideology has influenced the military’s uptake on the issue. In this context, the author identifies the difficulty of an ostensibly apolitical institution responding to what has become both a hyper-political issue and an unprecedented security threat. A close examination of the key political actors – their intent, outlook and political mandate for broader climate action – is therefore crucial to understanding the policy freedom and constraints within which military leaders operate. This book examines the impact of Australian public opinion towards defence and foreign policy from the mid-twentieth century to the present day. For most of this period, the public showed little interest in defence and security policy and possessed limited knowledge about the strategic options available. The principal post-war exception to this pattern is, of course, the Vietnam War, when political divisions over Australia’s support for the U.S.-led action eventually resulted in the withdrawal of troops in 1972. The period since 2001 has seen a fundamental change both in the public’s views of defence and foreign affairs, and in how these issues are debated by political elites. The Australian Defence Force (ADF) has come a long way in its understanding of gender issues. We recognise that our future defence capability will depend on drawing our human resources from all sectors of society. Women constitute over 50 per cent of Australia's population. We need to tap more effectively into this talent pool. Initiatives over the past two decades have seen an increasingly successful integration of women into the three services. More recently, there has been a concerted effort to integrate gender considerations into policy, training, planning and operations. The Women, Peace and Security (WPS) agenda has been a critical guide in this learning process. I, and the ADF executive leadership, strongly support the Defence Implementation Plan (DIP), part of the Australian National Action Plan on Women, Peace and Security 2012-2018. We are committed to doing everything possible to fully integrate women and gender considerations into the ADF. New policies and programs and senior leadership efforts are not enough to bring about the deep cultural change that is needed. It is not just about employing more women. All members of the ADF and those we work with from across government and the non-government and private sectors need to understand WPS principles. We need to normalise WPS and gender considerations in everyday decision making.The publication demonstrates through practical example how WPS can be incorporated into military or organisational planning to improve operational outcomes and achieve mission objectives. It shows how good leadership is predicated on creative, responsive and inclusive thinking, and an ability to absorb new ways of seeing the world.This publication is a useful tool for those who need to understand the importance of changing how we do things within the ADF. WPS may be only one element of an evolving global landscape, but it is a most important one. By embracing WPS, including a gender perspective, we will not only ensure continued capability development within the ADF, but also that the ADF helps more effectively the communities and peoples we are trained to protect.
