Small-scale fisheries in the Mediterranean and Black Sea Region represents a key segment of the fishing sector, accounting for the greatest part of the fleet in the region and more than a half of the total workers employed in the sector. Fisher and fishworker households are exposed to different risks and vulnerabilities, including human and natural hazards. Furthermore, fisheries remain one of the most hazardous occupations with a very high fatality rate. Access to markets, financial, social and institutional services along with diversified and alternative livelihoods opportunities is often poor. Degrading fish stocks and aquatic ecosystems worsen this, along with pressure from climate change and climate-induced shocks and hazards and competition over resources with other sectors. Despite the key role social protection can have in reducing poverty and vulnerability, social protection often does not reach the small-scale fishing sector. The limited availability of accurate, robust and timely data on the sector, challenged by the high levels of informality, irregularity and seasonal nature of small-scale fishing activity, can result in the exclusion of small-scale fishers from laws governing formal employment, therefore, hindering their participation in national social protection systems. This study commissioned by the FAO and the GFCM reviewed available social protection systems in five countries in the Mediterranean (Albania, Egypt, Lebanon, Morocco and Tunisia). It identifies the conditions and vulnerabilities of fishers, along with best practices in the provision of social protection programs and policies, and proposes recommendations to improve the coverage and effective delivery of social protection programmes for small-scale fishers in the region.

FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The state of social insurance for agricultural workers in the Near East and North Africa and challenges for expansion by Sato, L. Pdf

Agricultural workers are exposed to many risks during their life cycle and are particularly vulnerable to covariate risks, such as droughts, armed conflict and pandemics. Despite the great potential of social protection policies to protect this segment of the population, agricultural workers are commonly excluded from social protection systems—especially from contributory schemes—due to legal, programme design, financial, administrative, institutional, participation, and information barriers. This paper analyses the availability of social insurance schemes for agricultural workers in the Near East and North Africa (NENA) region, including many types of insurance: old age, disability and survivors’, sickness and maternity, work injury, and unemployment, as well as family and child allowances. In addition, we analyse agricultural insurance schemes, as they play a critical role in protecting agricultural producers from the catastrophic impact of covariate risks. We examine the barriers for agricultural workers to participate in contributory schemes, highlighting good practices being adopted in NENA countries to address them. This paper thus aims to help fill a gap in the literature regarding the role of contributory schemes for agricultural workers. Most importantly, it aims to highlight paths towards more comprehensive social protection systems, capable of addressing the pressing challenges in NENA countries, such as inequities between rural and urban populations, lack of rural development, and insufficient protection for rural families.

The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. It concludes by outlining steps towards a new vision for capture fisheries. The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twenty-second session online, from 22 to 25 June 2021. The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019–2021 intersession, including within the framework of the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: i) small pelagic and priority demersal fisheries in the Adriatic Sea; ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean; iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean; iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems; and v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures; ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats; and iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021–2023.

Regional fisheries bodies and their role in improving safety and decent work on fishing vessels by Belja, E., van Anrooy, R ., Kalikoski, D. Pdf

In 2021/2022, FAO studied the role of regional fishery bodies (RFBs) in promoting safety and decent work in fisheries under their mandates. Secretariats of thirty-seven regional fisheries management organizations and regional fishery advisory bodies representing inland and marine small-scale and industrial fisheries across the globe participated in a survey. The research showed that safety at sea is a priority for 51 percent of the RFBs. Thirty-five percent regard safety as important, but not a priority. Moreover, 38 percent of the RFBs surveyed consider decent working conditions a priority. Decent working conditions are important, but not a priority for almost 30 percent of the RFBs. The basic texts of RFBs provide the main legal basis for their mandate to work on safety and decent work in fisheries. Commission meetings and requests by members contribute substantially to RFB measures on these subjects. Management measures, especially for safety of observers, are often the entry point for work on safety and decent work standards by regional fisheries management organizations. The obligations of members under international fishing safety instruments also play a role. RFB secretariats support safety in fisheries through trainings and manuals (32 percent), awareness raising materials (32 percent), and recommendations and measures (24 percent). Most RFB secretariats noted that decent working conditions in fisheries have not been addressed or are not within the mandate of these organizations. Some RFBs however prioritize decent working conditions in fisheries. Since 2018, several RFBs have supported decent work and safety in fisheries through regional technical seminars organized by FAO in collaboration with the Apostleship of the Sea, International Maritime Organization and the International Labour Organization. These seminars aimed to address illegal, unreported and unregulated fishing, decent work and safety in fisheries. Knowledge of international fishing safety instruments is generally limited among RFB secretariats. The technical, financial and human capacity limitations within the secretariats impede their attention to safety and decent work. Many RFB secretariats recognize that development of action plans would be beneficial to integrate safety and decent work better in the management of fishing fleets under their mandates. FAO is supporting some RFBs with their action planning processes, with assistance from the European Commission DG Mare.

This book offers a comprehensive account of the status and dynamics of people participating in the small-scale fisheries (SSF) of Europe. It covers the situation of SSF in 25 coastal countries, thereby providing a portrait of almost every coastal country on the continent and analyzing the recent evolution of the sector. Small-scale fisheries are argued to be extremely important in Europe, as they provide employment and welfare, while increasing food sovereignty and maintaining communities in coastal areas. The recent worldwide focus on SSF derives from their environmental sustainability, which distinguishes many of their activities from those of large-scale fisheries. This book analyses the diversity of SSF and shows how fishing communities have sometimes developed successful governing models, demonstrating social and economic resilience. While the book emphasizes the strengths of SSF and the synergies that occur with other marine sectors, it also presents cases of failure, in which collective action and policy have actually contributed to a weakening of the sector. In this context, the book shows how governmental policies toward SSF vary considerably from country to country, in a way that is not entirely consistent with European policies.

The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twentieth session in Tangiers, Morocco, from 26 to 29 June 2018. The session was attended by delegates from 14 Mediterranean contracting parties, seven observers, representatives of the FAO regional projects, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2017–2018 intersession, including within its four subregional subsidiary bodies (Subregional Committee for the Adriatic Sea, Subregional Committee for the Central Mediterranean, Subregional Committee for the Eastern Mediterranean and Subregional Committee for the Western Mediterranean) which all met during the intersession. In relation to the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries, the Committee welcomed the progress in multiple priority activities as well as cooperation with partners. Issues in relation to fishery data quality, data collection needs and methodologies, estimation and quantification of illegal, unreported and unregulated fishing and formulation of advice on the status of fisheries were discussed. Recalling the need to improve knowledge on small-scale fisheries in the the Mediterranean and the Black Sea, the work underway to test a characterization matrix as well as the forthcoming Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and Black Sea were tackled. Furthermore, the Committee formulated advice on the following aspects: i) overall status of Mediterranean stocks; ii) management of European eel; iii) management of deep-sea fisheries and identification of VMEs and iv) roadmap towards a network of essential fish habitats. In line with the subregional approach and based on the conclusions of the four subregional committees, the SAC also provided specific advice for each subregion. In particular, attention was paid to: i) blackspot seabream in the western Mediterranean; ii) demersal fisheries in the Strait of Sicily; iii) small pelagic fisheries in the Adriatic Sea; iv) demersal fisheries in the Adriatic Sea, including the monitoring of the Jabuka/Pomo Pit fisheries restricted area; and v) deep-water red shrimps in the central and eastern Mediterranean. In addition, the Committee also endorsed un updated table of priority species by subregion. Finally, the Committee agreed upon its work plan for 2018–2020 and elected its new Bureau.

This report summarizes the discussions held during the forty-fifth session of the General Fisheries Commission for the Mediterranean and twelfth session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 17 binding recommendations and four resolutions related to fisheries management and conservation, aquaculture and compliance. Moreover, the Commission adopted the revised GFCM Rules of Procedure and approved the proposal for the appointment of the new GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2023, 2024 and 2025, as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also endorsed the new Bureau of the Committee on Administration and Finance and extended the mandate of the Bureau of the Scientific Advisory Committee on Aquaculture until 2024.
