This technical report describes efforts to mitigate bycatch through gear modifications and adaptations in the tropical shrimp-trawl fisheries of over 30 countries. It provides a summary of efforts by each country and then synthesizes them to identify and describe best practice. A best practice in bycatch reduction is the application or adoption of appropriate, recognized approaches to modifying fishing gear, with the objective of reducing bycatch to the greatest extent practicable. This information serves as a benchmark to identify countries that are taking appropriate steps to reduce bycatch and those that are not. It also provides context from which the outcomes of research on bycatch reduction can be evaluated and compared, including the identification of effective bycatch reduction devices, and serves to identify future research priorities. In the context of this report, best practice includes the installation and use of TEDs and BRDs that are optimally rigged and operated so as to reduce bycatch. It also includes the application of appropriate regulations to ensure effective performance, as well as the introduction of effective outreach and extension programmes to enhance and sustain best practice to reduce bycatch.

Most of Indonesian population live in rural areas, and the majority of poor people also live in rural areas, namely 13.47% in rural and 7.26 in urban. In the past decades, rural communities as well as the ecology have changed fundamentally. Many factors contribute to this transformation: development programs from the government as well as from private and NGOs; the diffusion of information technology; the development of transportation facilities; the rise of education and health levels, interaction with "outsiders", and so on. A main driving factor for rural development has been agrarian liberalization. This can be seen in the development of transnational plantations, which trigger land grab and rise of land demand. Development trough liberalization also had a negative impact, since the development of modern and industrialized agriculture affected the environment, and the expansion of plantations caused changes in the agricultural systems of villages and the life orientation of local communities. Interventions in villages by private companies, intermediary institutions no doubt have brought a structural transformations in rural live: local institutions, livelihood systems, population structures, ecosystems, and relation to the land. Unfortunately, the social, economic, cultural, and ecological transformation of the rural community not always produces improvement of quality of life for the rural community. This regional project documents an alarming decline on coastal fishery resources, based on historic research surveys in South and Southeast Asia. Socio-economic analyses and policy reviews highlight the importance of the fisheries sector but also the challenges facing it. Developing countries have traditionally been highly dependent on their natural resources for conversion into capital for consumption and development purposes. There is, however, a limit to which some natural resources, notably biotic renewable resources, can be exploited as over-exploitation can lead to collapse and in the case of wildlife, extinction. This study focuses on the problems of exploiting an open-access renewable resource: the sea fisheries of Peninsular Malaysia. It traces the history of fisheries development in that country, and shows how open access to a rich resource can rapidly lead to overfishing and serious stock depletion. This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.
