This meticulously researched study examines the soldiers' sex life in detail, exploring its impact on morale and placing it the context of both prewar civilian morality and the army's historic policy on sex. Secularism has been a cornerstone of French political culture since 1905, when the republic formalized the separation of church and state. At times the barrier of secularism has seemed impenetrable, stifling religious actors wishing to take part in political life. Yet in other instances, secularism has actually nurtured movements of the faithful. Soldiers of God in a Secular World explores one such case, that of the nouvelle thŽologie, or new theology. Developed in the interwar years by Jesuits and Dominicans, the nouvelle thŽologie reimagined the ChurchÕs relationship to public life, encouraging political activism, engaging with secular philosophy, and inspiring doctrinal changes adopted by the Second Vatican Council in the 1960s. Nouveaux thŽologiens charted a path between the old alliance of throne and altar and secularismÕs demand for the privatization of religion. Envisioning a Church in but not of the public sphere, Catholic thinkers drew on theological principles to intervene in political questions while claiming to remain at armÕs length from politics proper. Sarah Shortall argues that this Òcounter-politicsÓ was central to the mission of the nouveaux thŽologiens: by recoding political statements in the ostensibly apolitical language of doctrine, priests were able to enter into debates over fascism and communism, democracy and human rights, colonialism and nuclear war. This approach found its highest expression during the Second World War, when the nouveaux thŽologiens led the spiritual resistance against Nazism. The Canadian component never totalled more than 185,000 of the four million Allied troops serving in Northwest Europe. It is evident, however, that the divisions of 2nd Canadian Corps played a role disproportionate to their numbers. Their contribution to operations designed to secure the channel ports and open the approaches to Antwerp together with the battles in the Rhineland place them among the most heavily committed and sorely tried divisions in the Allied armies. It is a commonplace that the United States lagged behind the countries of Western Europe in developing modern social policies. But, as Theda Skocpol shows in this startlingly new historical analysis, the United States actually pioneered generous social spending for many of its elderly, disabled, and dependent citizens. During the late nineteenth century, competitive party politics in American democracy led to the rapid expansion of benefits for Union Civil War veterans and their families. Some Americans hoped to expand veterans' benefits into pensions for all of the needy elderly and social insurance for workingmen and their families. But such hopes went against the logic of political reform in the Progressive Era. Generous social spending faded along with the Civil War generation. Instead, the nation nearly became a unique maternalist welfare state as the federal government and more than forty states enacted social spending, labor regulations, and health education programs to assist American mothers and children. Remarkably, as Skocpol shows, many of these policies were enacted even before American women were granted the right to vote. Banned from electoral politics, they turned their energies to creating huge, nation-spanning federations of local women's clubs, which collaborated with reform-minded professional women to spur legislative action across the country. Blending original historical research with political analysis, Skocpol shows how governmental institutions, electoral rules, political parties, and earlier public policies combined to determine both the opportunities and the limits within which social policies were devised and changed by reformers and politically active social groups over the course of the late nineteenth and early twentieth centuries.
