Inferior Politics explores how social policy was created in Britain in a period when central government was not active in making it. Parliament proved capable of generating national legislation nonetheless-and provided a forum for debate even when it was impossible to mobilise consensus behind any particular plan. In this setting, there was a lively, and surprisingly inclusive, 'politics' of social policy-making, in which 'inferior' officers of government (what we might call 'local authorities') figured prominently. The book explores institutional structures which shaped these debates and their outcomes, and supplies several case studies of policy-making: one focussing on some of the less well-known activities of William Wilberforce, as he attempted to promote a national 'reformation of manners'; others featuring such apparently marginal figures as imprisoned debtors and a lowly (and bigoted) London constable. A central chapter explores the history of social and economic empirical enquiry from the invention of 'political arithmetic' in the later seventeenth century through to the first census of 1801, detailing similar interaction between government and private enthusiasts. Late Georgian England was a period of great social and political change, yet whether this was for good or for ill was by no means clear to many Britons. In such an era of innovation and revolution, Britons faced the task of deciding which ideals, goals and attitudes most closely fitted their own conception of the nation for which they struggled and fought; the controversies of the era thus forced ordinary people to define an identity that they believed embodied the ideal of 'Britishness' to which they could adhere in this period of uncertainty. Defining John Bull demonstrates that caricature played a vital role in this redefinition of what it meant to be British. During the reign of George III, the public's increasing interest in political controversies meant that satirists turned their attention to the individuals and issues involved. Since this long reign was marked by political crises, both foreign and domestic, caricaturists responded with an outpouring of work that led the era to be called the 'golden age' of caricature. Thus, many and varied prints, produced in response to public demands and sensitive to public attitudes, provide more than simply a record of what interested Britons during the late Georgian era. In the face of domestic and foreign challenges that threatened to shake the very foundations of existing social and political structures, the public struggled to identify those ideals, qualities and characteristics that seemed to form the basis of British society and culture, and that were the bedrock upon which the British polity rested. During the course of this debate, the iconography used to depict it in graphic satire changed to reflect shifts in or the redefinition of existing ideals. Thus, caricature produced during the reign of George III came to visually express new concepts of Britishness.

This study of T.H. Green views his philosophical opus through his public life and political commitments, and it uses biography as a lens through which to examine Victorian political culture and its moral climate. The book deals with the political and religious history of Victorian Britain in examining the basis of Green's Liberal partisanship. It demonstrates how his main ethical and political conceptions—his idea of "self-realisation" and his theory of individuality within community—were informed by evangelical theology, popular Protestantism and an idea of the English national consciousness as formed by religious conflict. While the significance of Kantian and Hegelian elements in Green’s thought is acknowledged, it is argued that “indigenous” qualities of Green’s teachings resonated with values shared alike by elite and rank-and-file Liberals during the mid and late Victorian era. In examining Green’s beliefs about the historical evolution of English liberty, his championing of (Liberal) Nonconformity and Nonconformist causes and his approval of religious bases of community, this study analyzes the ripening of a Greenian moment and traces Green’s influence on Liberal, quasi-socialist and Conservative social reform down to the 1920s. The lasting impact of Green’s teachings on British and Western political philosophy, apparent in the current vogue for communitarianism in liberal theory, indicates limitations of the “secularization thesis” still tacitly accepted by historians of Western political thought.
