Klein first traces the evolution of slavery and forced labor systems in Europe, Africa, and America, and then depicts the life and culture which some twelve million slaves transported from Africa over five centuries experiences in the Latin American and Caribbean regions. Particular emphasis is on the evolution of the sugar plantation economy, the single largest user of African slave labor. The book examines attempts of the African and American-born slaves to create a viable and autonomous culture, including their adaption of European languages, religions, and even kinship systems to their own needs. Klein also describes the type and intensity of slave rebellions. Finally the book considers the important and differing role of the "free colored" under slavery, noting the unique situation of the Brazilian free colored as well as the unusual mobility of the free colored in the French West Indies. The book concludes with a look at the post-emancipation integration patterns in the different societies, analyzing the relative success of the ex-slaves in obtaining control over land and escaping from the old plantation regimes.

The World Drug Report aims to enhance Member States understanding of global illicit drug trends, and to sensitize all Governments about the need for more systematic collection and reporting of data related to illicit drugs. UNODC relies on Member States to provide data, primarily through the annual reports questionnaire (ARQ). This year, out of some 200 distributed questionnaires, UNODC received 118 replies to the drug abuse section and 116 replies to the illicit supply of drugs section. In general, the ability of Member States to provide information on illicit drug supply is significantly better than their ability to provide demand-related data. Despite commendable progress, for example in the area of prevalence estimates, far more remains to be done to provide a solid, reliable basis for trend and policy analysis.

Outward migration has been an important phenomenon for countries in Latin American and the Caribbean (LAC), particularly those in Central America and the Caribbean. This paper examines recent trends in outward migration from and remittances to LAC, as well as their costs and benefits. For the home country, the negative impact from emigration on labor resources and productivity seems to outweigh growth gains from remittances, notably for the Caribbean. However, given emigration, remittance flows play key financing and stabilizing roles in Central America and the Caribbean. They facilitate private consumption smoothing, support financial sector stability and fiscal revenues, and help reduce poverty and inequality, without strong evidence for harmful competitiveness effects through shifts in the real exchange rate.

Latin America and the Caribbean (LAC) region is exceptionally biodiverse. It contains about half of the world’s remaining tropical forests, nearly one-fifth of its coastal habitats, and some of its most productive agricultural and marine areas.
