Sovereignty and the 'United States of Africa' by George Mukundi Wachira Pdf

"Member states of the African Union have proposed an ambitious integration effort designed to create a continental government. The success of such a bid will be dependent on the resolution of various legal, political and economic issues that are crucial to a government of this nature. One of the fundamental questions that states have to deal with is the extent to which they are willing to cede sovereign powers they currently enjoy to a continental body or government to enable it to achieve their common objectives. Comparable experiences from the European Union institutional framework illustrate that enhanced economic and political unity demands closer cooperation and self-sacrifice that sometimes conflict with traditional notions of state sovereignty. In this paper the concept of sovereignty is discussed as well as the extent to which states have been willing to and will be ready to transfer some of their sovereignty to an overarching institution in a bid to form a solid and effective supranational governmental body" -- p. 16

Sovereignty as Responsibility by Francis M. Deng,Sadikiel Kimaro,Terrence Lyons Pdf

The authors assert that sovereignty can no longer be seen as a protection against interference, but as a charge of responsibility where the state is accountable to both domestic and external constituencies. In internal conflicts in Africa, sovereign states have often failed to take responsibility for their own citizens' welfare and for the humanitarian consequences of conflict, leaving the victims with no assistance. This book shows how that responsibility can be exercised by states over their own population, and by other states in assistance to their fellow sovereigns. Sovereignty as Responsibility presents a framework that should guide both national governments and the international community in discharging their respective responsibilities. Broad principles are developed by examining identity as a potential source of conflict, governance as a matter of managing conflict, and economics as a policy field for deterring conflict. Considering conflict management, political stability, economic development, and social welfare as functions of governance, the authors develop strategies, guidelines, and roles for its responsible exercise. Some African governments, such as South Africa in the 1990s and Ghana since 1980, have demonstrated impressive gains against these standards, while others, such as Rwanda, Somalia, Liberia, Nigeria, and Sudan, have failed. Opportunities for making sovereignty more responsible and improving the management of conflicts are examined at the regional and international levels. The lessons from the mixed successes of regional conflict management actions, such as the West African intervention in Liberia, the East African mediation in Sudan, and international efforts to urge talks to end the conflict in Angola, indicate friends and neighbors outside the state in conflict have important roles to play in increasing sovereign responsibility. Approaching conflict management from the perspective of the responsibilities of sovereignt

Integrating Africa by Martin Welz Pdf

The African Union (AU) is a continental organization that comprises every African state except for Morocco, is indeed a pioneering undertaking. Its ambitious aim is to integrate all member states, with the ultimate goal of forming the United States of Africa. Despite several attempts to build a union, the AU has remained an intergovernmental organization, one reason being a perceived unwillingness of the AU states to pool their national sovereignties. This study seeks to comprehend why Africa’s integration process has not moved towards a supranational organization, using a novel approach. It shifts the usual perspective away from the organization level and provides the first comprehensive and systematic analysis of the AU from the perspective of the states themselves. It includes 8 comprehensive case studies: Algeria, Burkina Faso, Ethiopia, Mauritius, South African, Swaziland, Uganda and Zimbabwe to help understand their foreign policy and provide key insights into why they are (un)willing to yield sovereignty. This work will be of great interest to students and scholars of African politics, international relations and international organizations.

State Failure, Sovereignty And Effectiveness by Gérard Kreijen Pdf

This comprehensive study of State failure upholds that the collapse of States in sub-Saharan Africa is a self-inflicted problem caused by the abandonment of the principle of effectiveness during decolonization. On the one hand, the abandonment of effectiveness may have facilitated the recognition of the new African States, but on the other it did lead to the creation of States that were essentially powerless: some of which became utter failures. Written in a style both provocative and unorthodox and using convincing arguments, this study casts doubt on some of the most sacred principles of the modern doctrine of international law. It establishes that the declaratory theory of recognition cannot satisfactorily explain the continuing existence of failed States. It also demonstrates that the principled assertion of the right to self-determination as the basis for independence in Africa has turned the notion of sovereignty into a formal-legal figment without substance. This book is a plea for more realism in international law. Pensive pessimists in the tradition of Hobbes will probably love it. Idealists in the tradition of Grotius may hate it, but they will find it very difficult to reject its conclusions.

Pawned Sovereignty by Ezrah Aharone Pdf

"Pawned Sovereignty will be a collector's item, alongside Welsing's Isis Papers and Woodson's Mis-Education of the Negro." - Rolling Out Magazine ""Aharone's bold blueprint for black sovereignty sounds more like a long overdue prescription than an incendiary manifesto." - Lloyd Kam Williams, Syndicated Writer "The themes of Ezrah Aharones political book, Pawned Sovereignty, revolve around Black America being a "free," but not a "sovereign" people. The book however does not promote a sovereign movement, but rather a sovereign consciousness and evolutionary outlooks. "Since sovereignty (not civil rights) is the pinnacle of all freedoms, the book provides Black America with solutions and insightful viewpoints, based on sovereign-minded frames of reference. This approach pierces the core of mainstream body politics and leads to redefined ideals and worldviews which better serve Black/African interests. According to Aharone, "Such outlooks also help bridge the political and philosophical gap that now separates Hip Hop from the Civil Rights/Black Power generation." "A central premise of Pawned Sovereignty concerns what he calls different "Concepts of Freedom." According to Aharone, Black America's concept of freedom has historically been limited to "Civil Rights, Integration, and Citizenship." However, freedom for White America entails nothing less than "Sovereignty, Independence, and Statehood." Aharone says, "This conceptual distinction is arguably the most consequential, yet most unrecognized, source of racial disharmony and inequities. As a result, certain sociopolitical conditions that Whites would never tolerate have become normalized within the Black Experience." "Aharone surgically dissects and separates the flaws and misperceptions from the realities of American democracy, while drawing political distinctions between the character of America and the image of America. In prototype fashion, he reconfigures today's sociopolitical landscape as he expounds on 55 original topics. "Among other things, Aharone asserts that whether the issue is international terrorism; domestic crime and homicides; or inadequate numbers of Blacks in government . . . the solution does not lie within America's current "Brand" of democracy. Pawned Sovereignty addresses the root causes of such issues, while offering prescriptions to remedy both the human and systemic failures of American democracy. The blueprint he outlines will undoubtedly enhance or make you rethink your worldviews.

Natural Resource Sovereignty and the Right to Development in Africa by Carol Chi Ngang,Serges Djoyou Kamga Pdf

This book explores the nexus between natural resources ownership and the right to development in Africa. The right to sovereignty over natural resources and the right to development are recognised and protected in an extensive framework of international, regional and domestic instruments. They guarantee people's entitlement to fully and freely utilise their natural resources as a means of subsistence and for economic, social and cultural development. Yet, despite the abundance of natural resources in Africa a majority of the people on the continent remain largely impoverished. This book articulates the central argument that to achieve the right to development in Africa requires appropriate governance of the continent’s natural resources to which the people of Africa are guaranteed sovereign ownership. With case study illustrations from Zimbabwe, Ghana, Ethiopia and the Democratic Republic of Congo, chapters explore the normative measures, specific guarantees and community entitlements to natural resources for the realisation of the right to development. The book will be an invaluable guide to scholars and postgraduate students of Natural Resources, Development and African studies as well as policymakers and practitioners in these areas.

Rethinking Statehood in the Middle East and North Africa by Abel Polese,Ruth Hanau Santini Pdf

Alternative forms of government and statehood exist in the Middle East and North African regions. The chapters in this volume demonstrate this and explore the notion of power from a non-statist perspective, highlighting the limits of states and their governance. Using empirical evidence from Syria, Libya, Lebanon, Tunisia, Iraq, Yemen, and Mali, the authors explore non-standard cases where power may be retained by a state but must be shared with a number of local actors, resulting in limited statehood and hybrid governance, which leads to competition and sharing of symbolic and political power within a state. This book is intended to prompt a critical reflection on the meaning of governance. It will illuminate informal structures which deserve attention when studying governance and power dynamics within a state or a region. This book was originally published as a special issue of Small Wars & Insurgencies.
