How Ottawa Spends, 1996-97 by Gene Swimmer Pdf

The Liberal government's assault on the deficit will reduce program spending by 21 percent by 1998/99 and be accompanied by a reduction of almost 50,000 public employees. Rather than a frantic across-the-board slashing exercise, the cuts have been portrayed as a change in philosophy toward reducing the role of the federal government by devolving responsibilities to other sectors and applying private sector management techniques to those activities that remain. This year's edition focuses on life in Canada - from the perspective of specific government departments, the Liberal government and society as a whole - now that the federal budget cutting knife is being wielded in an unprecedented manner. Have the restraint measures been like a scalpel, surgically removing unnecessary fat from various government departments, or more like a chain saw cutting a wide swath through its core? Individual chapters analyze the impact of restraint on the departments of industry, environment, human resources development, treasury board, government services and public works, and defence.

House of Commons Procedure and Practice by Canada. Parliament. House of Commons,Robert Marleau,Camille Montpetit Pdf

This reference book is primarily a procedural work which examines the many forms, customs, and practices which have been developed and established for the House of Commons since Confederation in 1867. It provides a distinctive Canadian perspective in describing procedure in the House up to the end of the first session of the 36th Parliament in Sept. 1999. The material is presented with full commentary on the historical circumstances which have shaped the current approach to parliamentary business. Key Speaker's rulings and statements are also documented and the considerable body of practice, interpretation, and precedents unique to the Canadian House of Commons is amply illustrated. Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. Democratic Citizenship and the Free Movement of People by Willem Maas Pdf

Democratic states guarantee free movement within their territory to all citizens, as a core right of citizenship. Similarly, the European Union guarantees EU citizens and members of their families the right to live and the right to work anywhere within EU territory. Such rights reflect the project of equality and undifferentiated individual rights for all who have the status of citizen, but they are not uncontested. Despite citizenship's promise of equality, barriers, incentives, and disincentives to free movement make some citizens more equal than others. This book challenges the normal way of thinking about freedom of movement by identifying the tensions between the formal ideals that governments, laws, and constitutions expound and actual practices, which fall short. "Individual states and the European Union have either created or permitted the creation of direct and indirect barriers to mobility that undermine the promise of freedom of movement. The volume identifies these barriers, explains why they have arisen, discusses why they are difficult to remove, and explores their consequences." -- Joseph Carens, University of Toronto.

Constructing Policy Change by Linda A. White Pdf

In Constructing Policy Change, Linda A. White examines the expansion of early childhood education and care (ECEC) policies and programs in liberal welfare states, including Australia, Canada, New Zealand, the UK, and the USA. In the first part of the book, the author investigates the sources of policy ideas that triggered ECEC changes in various national contexts. This is followed by a close analysis of cross-national variation in the implementation of ECEC policy in Canada and the USA. White argues that the primary mechanisms for policy change are grounded in policy investment logics as well as cultural logics: that is, shifts in public sentiments and government beliefs about the value of ECEC policies and programs are rooted in both evidence-based arguments and in principled beliefs about the policy. A rich, nuanced examination of the reasons motivating ECEC policy expansion and adoption in different countries, Constructing Policy Change is a corrective to the comparative welfare state literature that focuses on political interest alone.

Non-constitutional Renewal by Steven Alexander Kennett,Queen's University (Kingston, Ont.). Institute of Intergovernmental Relations Pdf

The 1997 volume in the Canada: The State of the Federation series explores the theme of non-constitutional change. Contributors assess the progress of federal and provincial governments in renewing the federation through means other than constitutional change.Keith Banting (Queen's) deals with the lessons learned from the decline of the post-World War II social union, John Richards (Simon Fraser) lays out three propositions for a successful social union, and Harvey Lazar (Queen's) documents and analyses recent changes in the federal strategy toward the social union. Robert Knox (former executive director of the Internal Trade Secretariat) reviews progress on implementation of the Internal Trade Agreement. Patrick Fafard (Queen's) and Audrey Doerr (former official at Indian and Northern Affairs) focus on federal-provincial relations pertaining to environmental and Aboriginal issues respectively. Rejean Pelletier (Laval) analyses whether the change from Parizeau to Bouchard has affected Quebec's positions on non-constitutional files, Roger Gibbins (Calgary) explains factors that helped the government of Alberta become so influential in the intergovernmental arena in recent years, and Sid Noel (Western) looks at Ontario's radical refashioning of its approach to intergovernmental relations. Rob Howse (Toronto) analyses how the non-constitutional focuses fit well with the need to blend a community of association (Canada) with the different communities of identity that exist within Canadian borders. Harvey Lazar, in an introductory essay, provides an overall report card on the renewal process.

Policy Paradigms, Transnationalism, and Domestic Politics by Grace Darlene Skogstad Pdf

Policy Paradigms, Transnationalism, and Domestic Politics offers a variety of perspectives on the development of policy paradigms -- the ideas that structure thinking about what can and should be done in a policy domain. In this collection, international experts examine how both transnational actors and domestic politics affect the structuring of these paradigms. As well as theoretical chapters, this volume includes six case studies showing ideas at work in a diverse range of policy domains from the recognition of same-sex unions to risk regulation of genetically modified organisms. These qualitative analyses show how transnational activities shape policy paradigms by building consensus on ideas about feasible and desirable public policies across authoritative decision-makers. Expertly researched and assembled, Policy Paradigms, Transnationalism, and Domestic Politics provides insight into the conditions under which different transnational actors can bring about changes in the core ideas that affect public policy development. -- Book Description from Website.
