Improve the well-being of prisoners in detention, enable them to change their behavior and attitudes, develop their ability to live together, learn to respect others and abide by the rules, and thus facilitate their reintegration into society, these are the objectives of a prison sports policy. There has been growing recognition of the value of sport by the prison system. Its effects are highly beneficial to those in detention and to prison life in general. However, looking at the objectives through to the challenges, we can see that the link between sport and prison is a complex one, and in order to understand it better and to see what lessons can be learned, an in-depth thinking process is required, based on current scientific knowledge in this field and on state policies and practices being implemented in prisons. In the framework of its activities promoting diversity in and through sport, the Enlarged Partial Agreement on Sport (EPAS) of the Council of Europe has been working on the subject of sport and prison since 2013, in close connection with the Council for Penological Co-operation (PC-CP). Following an expert seminar organised in Strasbourg in 2013, a pan-European conference was held in Paris in 2014. The results of a survey which highlighted the numerous examples of good practice regarding sports programmes were discussed. The conference highlighted the need to record the different points of view regarding sport in prison at a pan-European level in order to identify the real challenges. Gaëlle Sempé is a lecturer in sociology, sports science and physical education training (STAPS), and teacher-researcher at Rennes University 2. Mr Vivian Geiran, author of the foreword, is chair of the Council for Penological Co-operation (PC-CP) of the Council of Europe. The Enlarged Partial Agreement on Sport (EPAS) is an agreement between a number of Council of Europe member states (38 as of 1 January 2018) which have decided to co-operate in the field of sports policy. As an “enlarged” agreement, EPAS is open to non-member states. It works in co-operation with relevant organisations, in particular with representatives of the sports movement.

Mais, entre objectifs et enjeux, l’articulation « sport et prison » est complexe et nécessite, pour mieux la comprendre et en tirer les meilleurs enseignements, un travail de réflexion approfondi s’appuyant sur l’état des connaissances scientifiques actuelles dans ce domaine ainsi que sur les politiques des États et les pratiques mises en oeuvre dans les établissements pénitentiaires. Ainsi, dans le cadre de ses activités de promotion de la diversité dans et par le sport, l’Accord partiel élargi sur le sport (APES) du Conseil de l’Europe, en lien avec le Conseil de coopération pénologique (PC-CP), se penche depuis 2013 sur la thématique « sport et prison ». Après un séminaire d’experts organisé en 2013 à Strasbourg, une conférence paneuropéenne a eu lieu en 2014 à Paris : les réflexions fondées sur les résultats d’un questionnaire diffusé dans les établissements pénitentiaires des États membres du Conseil de l’Europe ont mis en évidence de nombreuses bonnes pratiques en matière de programmes sportifs ; mais elles ont aussi conclu à la nécessité de consigner dans un ouvrage les regards croisés au niveau paneuropéen sur le sport en prison dans une perspective scientifique permettant d’en identifier les grands enjeux. Cet ouvrage a été rédigé par Gaëlle Sempé, maître de conférences en sociologie et STAPS, enseignante-chercheure à l’université de Rennes 2. L’avant-propos est signé par Vivian M. Geiran, président du Conseil de coopération pénologique (PC-CP) du Conseil de l’Europe. L’Accord partiel élargi sur le sport (APES) est un accord entre différents pays membres du Conseil de l’Europe (36 États membres au 1er janvier 2016) qui ont décidé de coopérer dans le domaine des politiques du sport. En tant qu’accord élargi, l’APES est ouvert aux pays non membres du Conseil de l’Europe. Ses travaux sont menés en coopération avec les organisations concernées, en particulier avec des représentants du mouvement sportif (28 organisations sportives européennes partenaires).

Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.
