In recent years, the Federal Reserve and central banks worldwide have enjoyed remarkable success in their battle against inflation. The challenge now confronting the Fed and its counterparts is how to proceed in this newly benign economic environment: Should monetary policy seek to maintain a rate of low-level inflation or eliminate inflation altogether in an effort to attain full price stability? In a seminal article published in 1997, Martin Feldstein developed a framework for calculating the gains in economic welfare that might result from a move from a low level of inflation to full price stability. The present volume extends that analysis, focusing on the likely costs and benefits of achieving price stability not only in the United States, but in Germany, Spain, and the United Kingdom as well. The results show that even small changes in already low inflation rates can have a substantial impact on the economic performance of different countries, and that variations in national tax rules can affect the level of gain from disinflation.

Rampant inflation is a major economic problem in many of the less developed countries; two out of three attempts to stabilize these economies fail. Inflation Stabilization provides a valuable description and a critical analysis of the disinflation programs introduced in Argentina, Bolivia, Brazil, and Israel in 1985-86, and discusses the possibility of such a program in Mexico. Excerpt from Stabilizing the Dollar: A Plan to Stabilize the General Price Level, Without Fixing Individual Prices The fundamental fact on which the proposal of this book is based is that the purchasing power of the dollar is uncertain and variable, that is, that the price level is unstable. The war has caused the greatest upheaval of prices the world has ever seen. Inseparably connected with this upheaval is grave and world-wide industrial discontent. Because of this and because of the perplexity of business men as to future movement of prices, there has been much discussion going on of the question whether the level of war prices will drop or whether it can be stabilized. To show that permanent stability can be secured is the chief aim of this book; and a specific and detailed plan for this purpose is presented. The first sketch of this plan was published in 1911 (in my Purchasing Power of Money). It was later presented before the International Congress of Chambers of Commerce at Boston, September, 1912, and again before the American Economic Association, December, 1912. The plan was elaborated in the Quarterly Journal of Economics, February, 1913. In October, 1917, I gave the Hitchcock lectures at the University of California, using much of the material published now, for the first time, in this book.
