C.; January 5, 1928 Enforcement of the Produce Agency Act by the United States Department of Agriculture has been made possible by presidential approval of the First Deficiency Bill which makes available to the department $10, 000 for enforcement of the act for the balance of the fiscal year ending June The Produce Agency Act became ef factive July 1, 1927, but funds for its enforcement were not provided because of the failure of the deficiency bill in the last Congress. The Produce Agency Act affects transactions in perish able farm products in interstate commerce. It prohibits dumping Of such products without good and sufficient cause; any false report or statement to the shipper regarding the handling, condition, quality, quantity. Sale or disposition of such products, and failure to truly and correctly account for shipment. The act is to be administered in the Bureau of Agri cultural Economics, which bureau is soliciting the cooperation of shippers and receivers in carrying out the provisions of the law, The bureau will investigate all cases in which there seem to be good and Sufficient reasons for complaint, provided the necessary evidence, documentary or otherwise, on Which to base an investigation is furnished the bureau. Unsatisfactory returns, without some evidence of fraud or collusion, do not constitute a violation of the act. As a result, millions of apple trees have been removed and others have been neglected. From 1910 to 1925 the number of apple trees in the United States decreased nearly 40 per cent, but production has been practically maintained, according to the apple survey of the Bureau. A marked tendency toward the concentration of commercial apple orchards in the more favorable sections? And a gradual elimination of unprofitable orchards are reported. The study is based on daily records kept by combine Operators. The principal advantages of the combine over the binder - thresher method of harvest, according to the bulletin, are saving of man labor, reduction of total cost, speeding up the harvesting operations; and on grain farms, the Spreading of the straw on the land. The principal disadvantages are the difficulty of reducing the moisture content of the grain sufficiently for safe storage, and the loss of the straw. Receipt of complaints, it is stated, will enable the department to Cooperate more fully with New York City officials in the war on live poultry racketeering The complaints are expected to come from shippers who have been forced to pay extra charges levied by the feed, poultry 000p and trucking monopolies on the New York City market. They should include Specific instances, names and dates. Markets Commissioner Morgan at New York City says one of the first phases of the racket which will be attacked will be the charge taken from the returns to shippers for cartage when the service has not even been performed. It is stated that a decline of nearly carloads of live poultry shipped to New York City was principally because of monopolistic levies causing diversion of shipments to other markets. It is estimated that producers receive 12 cents less out of every consumer - dollar as a direct result or the racketeering in the live poultry industry.
