States of Disconnect by Adhira Mangalagiri Pdf

In an interconnected world, literature moves through transnational networks, crosses borders, and bridges diverse cultures. In these ways, literature can bring people closer together. Today, as hopes for globalization wane and exclusionary nationalism is on the march, can literature still offer new ways of relating with others? Comparative literature has long been under the spell of circulation, contact, connectivity, and mobility—what if it instead sought out their antitheses? States of Disconnect examines the breakdown of transnationalism through readings of literary texts that express aversion to pairing ideas of China and India. Focusing on practices of comparison, Adhira Mangalagiri considers how these texts articulate the undesirability or impossibility of relating with national others, tracing portrayals of violence, silence, and distance. She proposes the concept of “disconnect”: a crisis of transnationalism perceptible in moments when a connection is severed, interrupted, or disavowed. Despite their apparent insularity, texts of disconnect offer possibilities for relating ethically across national borders while resisting both narrow nationalisms and globalized habits of thought. Reading a variety of largely untranslated twentieth-century Chinese and Hindi short stories, novels, and poems, Mangalagiri develops three new strategies for comparison—friction, ellipses, and contingency—that together comprise a critical vocabulary of disconnect. Foregrounding transnationalism’s discontents, States of Disconnect offers a different path by which literary texts can cultivate a critical sensibility for making sense of a world rife with division.

America's State Governments by Jennifer Bachner,Benjamin Ginsberg Pdf

This timely and important new work takes a critical look at government in the American states and illustrates the disconnect between state government institutions and their constituents. The text illuminates three basic political problems of state governments: weak constitutional and institutional foundations; a lack of civic engagement; and long histories of unchecked public corruption. In addition, the book explains why some states did and others did not respond promptly to the COVID-19 pandemic and examines America's long-standing problem of police and prosecutorial misconduct–providing a context for understanding the demonstrations and protests that rocked American cities in the summer of 2020. For students and citizens of state politics, the book concludes with a proposal aimed at civic literacy and action

Disconnect by Morris P. Fiorina,Samuel J. Abrams Pdf

Red states, blue states . . . are we no longer the United States? Morris P. Fiorina here examines today’s party system to reassess arguments about party polarization while offering a cogent overview of the American electorate. Building on the arguments of Fiorina’s acclaimed Culture War? The Myth of a Polarized America, this book explains how contemporary politics differs from that of previous eras and considers what might be done to overcome the unproductive politics of recent decades. Drawing on polling results and other data, Fiorina examines the disconnect between an unrepresentative “political class” and the citizenry it purports to represent, showing how politicians have become more polarized while voters remain moderate; how politicians’ rhetoric and activities reflect hot-button issues that are not public priorities; and how politicians’ dogmatic, divisive, and uncivil style of “debate” contrasts with the more civil discourse of ordinary Americans, who tend to be more polite and open to compromise than their leaders. Disconnect depicts politicians out of touch with the larger public, distorting issues and information to appeal to narrow interest groups. It can help readers better understand the political divide between leaders and the American public—and help steer a course for change.

The Division of Competences between the EU and the Member States by Sacha Garben,Inge Govaere Pdf

The issue of competence division is of fundamental importance as it reflects the 'power bargain' struck between the Member States and their Union, determining the limits of the authority of the EU as well as the limits of the authority of the Member States. It defines the nature of the EU as a polity, as well as the identity of the Member States. After over six years since the entry into force of the Lisbon Treaty, it is high time to take stock of whether the reforms that were adopted to make the Union's system of division of competences between the EU Member States clearer, more coherent, and better at containing European integration, have been successful. This book asks whether 'the competence problem' has finally been solved. Given the fundamental importance of this question, this publication will be of interest to a wide audience, from constitutional and substantive EU law scholars to practitioners in the EU institutions and EU legal practice more generally.
