As population mobility grows in an ever more crowded world, the Global Forum on Migration and Development (GFMD) has emerged as the most important global mechanism to deal with the urgent challenges it presents. Interrogating the relationship between migration and development, the papers advance the Global Forum’s aims of reducing poverty and empowering low-income families everywhere. In 2010, there were 214 million international migrants worldwide, nearly two and a half times the number in 1965. By 2050, international migration is likely to expand sharply in scale, reach and complexity, due to growing demographic disparities, environmental change, shifting global political and economic dynamics, technological innovations and social networks. Migration can bring substantial gains to families in less-developed countries, and mobile labor is an axiomatic feature of the global economy. Yet outward migration of skilled workers can seriously retard development at home, and exert pressure on wages in host nations. Balancing these and other conflicting concerns requires the substantive and expert discourse offered in this book. Contributors discuss, and propose concrete solutions to, vital issues such as the debilitating costs of cross-border labor recruitment and the provision of social and income protection for foreign contract workers. Since the World Bank Institute launched the Worldwide Governance Indicators in the late 1990s, the governance indicators field has flourished and experienced significant advances in terms of methodology, data coverage and quality, and policy relevance. Other major initiatives have added to a momentum that propelled research on governance indicators seen in few other academic fields in the economic and social sciences. After a long time of neglect, migration has entered the arena of international politics with a force. The 2018 Global Compact for safe, orderly and regular migration (GCM) is the latest and most comprehensive framework for global migration governance. Despite these dynamics, migration is still predominantly framed as a state-centric policy issue that needs to be managed in a top-down manner. This book proposes a difference approach: A truly multi-stakeholder, multi-level and rights-based governance with meaningful participation of migrant civil society. Drawing on 15 years of participant observation on all levels of migration governance, the book maps out the relevant actors, “invited” and “invented” spaces for participation as well as alternative discourses and framing strategies by migrant civil society. It thus provides a comprehensive and timely overview on global migration governance from below, starting with the first UN High Level Dialogue in 2006, evolving around the Global Forum on Migration and Development (GFMD) and leading up to the consultations for the International Migration Review Forum in 2022.
