In the fall of 2004, President Bush reiterated U.S. support for crating an independent Palestinian state and called for the establishment of such a state within five years. While the prospect of an independent Palestinian state remains uncertain, the Palestinian Authority, the government of Israel, the United States, Russia, the European Union, and the United Nations all officially support establishing such a state. This study examines options for strengthening the health system of a future independent Palestinian state. Successful development of the Palestinian health system is worthwhile in its own right, and it may be a relatively cost-effective way to help demonstrate the tangible benefits of independence and peaceful relations with neighboring countries. Moreover, many of the strategies described in this volume can be implemented prior to independence, with the goal of improving the health status and health care services of Palestinians. As one component of a broader RAND analysis of options for structuring the institutions of a potential future Palestinian state (see the full report on previous page), this study should be of interest to Palestinians, Israelis, the international community, and organizations and individuals committed to strengthening health and health care for Palestinians.

Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

Almost twenty years after the Oslo Accords and the formation of the Palestinian National Authority (PA), there is a need to examine this experience in all its aspects, especially since it has not achieved its main goal: the transition from an autonomous authority to an independent state with full sovereignty over the 1967 occupied Palestinian territories (West Bank and Gaza Strip). This book is a comprehensive study of the PA and its experience. Since the 1993 Oslo Accords, the Occupied Palestinian Territory has been the subject of extensive international peacebuilding and statebuilding efforts coordinated by Western donor states and international finance institutions. Despite their failure to yield peace or Palestinian statehood, the role of these organisations in the Israeli-Palestinian conflict is generally overlooked owing to their depiction as tertiary actors engaged in technical missions. In Palestine Ltd., Toufic Haddad explores how neoliberal frameworks have shaped and informed the common understandings of international, Israeli and Palestinian interactions throughout the Oslo peace process. Drawing upon more than 20 years of policy literature, field-based interviews and recently declassified or leaked documents, he details how these frameworks have led to struggles over influencing Palestinian political and economic behaviour, and attempts to mould the class character of Palestinian society and its leadership. A dystopian vision of Palestine emerges as the by-product of this complex asymmetrical interaction, where nationalism, neo-colonialism and `disaster capitalism' both intersect and diverge.
