From local trial courts to the United States Supreme Court, judges' decisions affect the fates of individual litigants and the fate of the nation as a whole. Scholars have long discussed and debated explanations of judicial behavior. This book examines the major issues in the debates over how best to understand judicial behavior and assesses what we actually know about how judges decide cases. It concludes that we are far from understanding why judges choose the positions they take in court. Lawrence Baum considers three issues in examining judicial behavior. First, the author considers the balance between the judges' interest in the outcome of particular cases and their interest in other goals such as personal popularity and lighter workloads. Second, Baum considers the relative importance of good law and good policy as bases for judges' choices. Finally Baum looks at the extent to which judges act strategically, choosing their own positions after taking into account the positions that their fellow judges and other policy makers might adopt. Baum argues that the evidence on each of these issues is inconclusive and that there remains considerable room for debate about the sources of judges' decisions. Baum concludes that this lack of resolution is not the result of weaknesses in the scholarship but from the difficulty in explaining human behavior. He makes a plea for diversity in research. This book will be of interest to political scientists and scholars in law and courts as well as attorneys who are interested in understanding judges as decision makers and who want to understand what we can learn from scholarly research about judicial behavior. In recent decades, economically disadvantaged Americans have become more residentially segregated from other communities: they are increasingly likely to live in high-poverty neighborhoods that are spatially isolated with few civic resources. Low-income citizens are also less likely to be politically engaged, a trend that is most glaring in terms of voter turnout. Examining neighborhoods in Atlanta, Kansas City, Milwaukee, and Rochester, Amy Widestrom challenges the assumption that the "class gap" in political participation is largely the result of individual choices and dispositions. Displacing Democracy demonstrates that neighborhoods segregated along economic lines create conditions that encourage high levels of political activity, including political and civic mobilization and voting, among wealthier citizens while discouraging and impeding the poor from similar forms of civic engagement. Drawing on quantitative research, case studies, and interviews, Widestrom shows that neighborhood-level resources and characteristics affect political engagement in distinct ways that are not sufficiently appreciated in the current understanding of American politics and political behavior. In addition to the roles played by individual traits and assets, increasing economic segregation in the United States denies low-income citizens the civic and social resources vital for political mobilization and participation. People living in poverty lack the time, money, and skills for active civic engagement, and this is compounded by the fact that residential segregation creates a barren civic environment incapable of supporting a vibrant civic community. Over time, this creates a balance of political power that is dramatically skewed not only toward individuals with greater incomes but toward entire neighborhoods with more economic resources.

This book seeks to inject into the general discussion of the "Parting of the Ways" of Judaism and Christianity the social realities of the separation of a particular Christian community and a particular Jewish community. By drawing upon the literary and the historical data available concerning the church in Rome, Spence seeks to discover when and how Christians came to see themselves as an identifiably distinct community. His findings will surprise those who see the "Parting of the Ways" as a slow process. He argues that although the "parting" was early, it was not without its complications. Drawing upon the work of Rodney Stark, a sociologist of religion, Spence suggests that within the church in Rome there was a struggle between those who saw the church as a Jewish sect and those who saw the church as a Roman cult - a struggle already underway when the Apostle Paul wrote Romans. This struggle, however, was not an even one, because it was the cultists, those for whom the church's primary social location was the pagans of Rome, who held the positions of power over the numerically smaller sectarians who sought to maintain the church's primary identity as a Jewish sect acceptable within the synagogues of Rome.
