Studies in the Management of Government Enterprise by R.J. Horn Pdf

The six studies in this volume represent investigations into aspects of the management of government enterprise. For the most part the concern is with those governmental units or agencies that provide products having nongovernmental counterparts. In each case the enterprise is taken as given, and there is no attempt to justify the participation of government in the production of goods. Instead, these studies attempt to define the positions and the functions of the decision makers, to evaluate product and pricing decisions and to specify appropriate mechanisms for providing the adequate and timely information required for efficient control. The first two studies examine the managerial role. James Suarez defines an enviornment in which the typical public or private sector classification does not apply. Given the monopsonistic position of the government in the armaments market, many managerial marketing decisions are not available to private firms. Thus the objectives of the participants in this market appear to be confounded. Suarez investigates this interdependent relationship. 8 STUDIES IN THE MANAGEMENT OF GOVERNMENT ENTERPRISE In "A First Approach to the Economic Theory of College Management," Barry Bressler addresses the problem of resource allocation within the college establishment. Bressler draws on utility theory to define the manager's objective function and on the imposed budget reductions suffered by units of the City University of New York to suggest some of the implications of this managerial construct. The third and fourth papers concentrate on the products of two government enterprises.

Enterprise Content Management, Records Management and Information Culture Amidst E-Government Development by Proscovia Svärd Pdf

This book identifies key factors necessary for a well-functioning information infrastructure and explores how information culture impacts the management of public information, stressing the need for a proactive and holistic information management approach amidst e-Government development. In an effort to deal with an organization's scattered information resources, Enterprise Content Management, Records Management and Information Culture Amidst E-Government Development investigates the key differences between Enterprise Content Management (ECM) and Records Management (RM), the impact of e-Government development on information management and the role of information in enhancing accountability and transparency of government institutions. The book hence identifies factors that contribute to a well-functioning information infrastructure and further explores how information culture impacts the management of public information. It highlights the Records Continuum Model (RCM) thinking as a more progressive way of managing digital information in an era of pluralization of government information. It also emphasizes the need for information/records management skills amidst e-Government development. Ideas about records, information, and content management have fundamentally changed and developed because of increasing digitalization. Though not fully harmonized, these new ideas commonly stress and underpin the need for a proactive and holistic information management approach. The proactive approach entails planning for the management of the entire information continuum before the information is created. For private enterprises and government institutions endeavoring to meet new information demands from customers, citizens and the society at large, such an approach is a prerequisite for accomplishing their missions. It could be argued that information is and has always been essential to all human activities and we are witnessing a transformation of the information landscape. Presents research with broad application based on archives and information science, but relevant for information systems, records management, information culture, and e-government Examines the differences between Enterprise Content Management and Records Management Bridges a gap between the proponents of Enterprise Content Management and information professionals, such as records managers and archivists

Public Sector Enterprise Risk Management by Kenneth C. Fletcher,Thomas H. Stanton Pdf

Through a series of case studies and selected special topics, Public Sector Enterprise Risk Management presents examples from leading Enterprise Risk Management (ERM) programs on overcoming bureaucratic obstacles, developing a positive risk culture, and making ERM a valuable part of day-to-day management. Specifically designed to help government risk managers, with concepts and approaches to help them advance risk management beyond the basics, the book: Provides a balanced mix of concepts, instruction and examples; Addresses topics that go beyond the basics of Enterprise Risk Management (ERM) program design and implementation; Includes insights from leading practitioners and other senior officials. Many government organizations can refer to the growing body of materials that provide examples of ERM processes and procedures. Far fewer reference materials and examples exist to help organizations develop a risk-mature organizational culture that is critical to the long-term success and strategic value that ERM represents to government organizations. Public Sector Enterprise Risk Management begins to fill that void and is intended to help public sector risk managers overcome barriers that inhibit ERM from becoming an active contributor to major decisions that top officials must make.

Public Enterprise Management and Privatisation by Laxmi Narain Pdf

A number of public enterprise (PE) executives have long felt the need for a book which would provide necessary information and analysis of various dimensions of PE management and privatisation. The book provides at one place, a precise and authoritative account of the concept, policy, and analysis of major issues confronting PEs. Public ownership per se does not make PE performance sub-optimal. The operation of the Government system, of which PE is a sub-system, has not been conducive to performance. During the last six decades, inadequate political will and vested interests have come in the way of freeing PEs from excessive and throttling controls, and demoralising accountability. Not letting the managers manage with the freedom required in the liberalised and globalised set-up is the problem. The multifarious and complex managerial problems of PEs, which get compounded by faltering moves towards privatisation, cannot be wished away. These have been considered in the book at some length. The book, first published in 1980, continues to be a standard work on the subject. This latest edition has been revised by Dr. R.K.Mishra, Director, Institute of Public Enterprise,Hyderabad.

The Ashgate Research Companion to New Public Management by Professor Per Lægreid,Professor Tom Christensen Pdf

This new in paperback edition provides a comprehensive, state-of-the art review of current research in the field of New Public Management (NPM) reform. Aimed primarily at a student readership with a special interest in contemporary public-sector reforms, The Ashgate Research Companion to New Public Management offers a refreshing and up-to-date analysis of key issues of modern administrative reforms. Designed as a one-stop reference point and revision guide, this textbook comprises 29 chapters divided into six thematic sessions, each with chapters ranging across a variety of crucial topics in the field of New Public Management reforms and beyond. The principal themes addressed are: • Processes and driving forces. Basic theoretical foundations are discussed as well as the importance of institutional environments, copying, diffusion and translation of reform ideas and solutions among countries • The question of convergence or divergence among countries. Four families of countries with different state traditions are examined: Anglo-Saxon countries, Scandinavia, Continental Europe and Asian countries. • Developments in the 'soft' welfare sectors of hospital systems, universities and welfare administration, and the 'harder' sectors like regulation of utilities in areas such as telecommunications and energy. • The effects and implications of NPM reforms, both the more direct and the narrower effects on efficiency and the broader impact on democracy, trust and public sector values. • What new trends are occurring beyond the NMP movement, such as whole-of-government initiatives, Neo-Weberian models and New Public Governance as a new trend. Covering not only the NPM movement in general but also the driving forces behind the reform and its various trajectories and special features, this important contribution is essential reading for students and anyone wanting to expand their knowledge of administrative reform.
