Sub-National Governance in Small States by Eva Marín Hlynsdóttir Pdf

This book explores the development of subnational government in small states, using Iceland as a model and comparing it with small states of similar population size as well as those with larger populations. The book examines subnational government from the perspective of small state theory, providing a comprehensive overview of the basic data on subnational government for all small states with between 100,000 and 1 million inhabitants. It presents Iceland as a model for decentralization in small states, providing detailed information on the country’s organization at the subnational level, and highlighting the advantages and disadvantages of decentralizing tasks from central to subnational government. Demonstrating the difference population size makes when it comes to successfully decentralizing tasks to subnational governments, this book is intended for scholars, students and practitioners alike.

Japan's Subnational Governments in International Affairs by Purnendra Jain Pdf

This book moves away from the common belief that Japan’s international relations are firmly the preserve of the national government in Japan’s highly centralised political system. Examining examples of subnational governments (SNGs) across Japan the book uncovers a significant and generally unrecognised development in Japanese politics: SNGs are ever more dynamic international actors as national borders ‘weaken’ across the world. Exploring what Japanese SNGs do, where they do it, and why, the book considers the implications of these factors for Japan’s international relations and domestic politics. By bringing to light the scope and consequences of the international actions of Japan’s SNGs, this book provides a more accurate and nuanced understanding of the country's foreign policy, at a time when it is pursuing a broader and more active profile in international affairs.

This publication examines the various innovative projects on-going in Latin America, where fledging and developing local government policies are being introduced for reforming and improving services for the local communities whom they serve. The emergence of decentralised democracies in this region of the world offers may new challenges, that are dependent on building communities open to enterprise and innovation. Among such innovations are popular participation, service delivery, privatization and personnel management. Case studies of such developments are documented in this publication. Perforated Sovereignties and International Relations by Ivo Duchacek,Daniel Latouche,Garth Stevenson Pdf

In case studies and comparative analysis of Canada, the United States, France, Switzerland, and Belgium, a distinguished international group of scholars looks at how and why provinces, states, cantons, and large municipalities increasingly seek access to foreign sources of wealth and technological information. The first book to explore the subject, this new study examines the effects of these initiatives on the traditional conduct of foreign policy and foreign trade and the implications of the continued perforation of national boundaries already subject to an unprecedented flow of foreign products, cultural influences, and visitors, as well as environmental pollution from abroad.

Science Policy by Steering Committee and Workshop on Subnational Science Policy Pdf

In Canada, science is as much a provincial endeavour as it is a national one. Science has the potential to inform policy development and enhance public welfare in areas such as security, health, the environment, education, and social policy. Investments in science can create new economic opportunities and help develop the knowledge and social capital of specific regions. Realizing these benefits, however, requires effective science policies across all levels of government. To inform ongoing work relating to provincial science policy, the Alberta Government asked the Council of Canadian Academies to convene an expert workshop to identify key considerations for science policies relevant to subnational jurisdictions, and specifically to Canadian provinces. The workshop, held November 21-22, 2016 in Canmore, Alberta, brought together perspectives from academia, government, research institutions, and industry. The final report of the Workshop Steering Committee, Science Policy: Considerations for Subnational Governments, is an insightful, high-quality study that identifies key considerations for the development of science policies and is intended to be used as a roadmap to guide conversations and inform decision-making about science policies at the subnational level.

Borrowing by Subnational Governments by Mrs.Teresa Ter-Minassian Pdf

This paper presents various models of control with advantages and disadvantages, the balance of which would make it more or less suitable to a particular country's circumstances. As these circumstances evolve—as fiscal and macro imbalances improve or worsen—the preferable model may change over time. Although appealing in principle, sole reliance on market discipline for government borrowing is unlikely to be appropriate in many circumstances. This is so, because one or more of the conditions for its effective working frequently are not realized in each particular country. The increasing worldwide trend toward devolution of spending and revenue-raising responsibilities to subnational governments seems likely to come into growing conflict with systems of administrative controls by the central government on subnational borrowing. Rules-based approaches to debt control would appear preferable, in terms of transparency and certainty, to administrative controls and also to statutory limits defined in the context of the annual budget process, the outcome of which may be unduly influenced by short-term political bargaining.

Africa is changing and it is easy to overlook how decentralization, democratization, and new forms of illiberalism have transformed federalism, political parties, and local politics. Chapters on Kenya, Nigeria, Ethiopia, and South Africa help fill an important gap in comparative institutional research about state and local politics in Africa.

Territory and Ideology in Latin America by Kent Eaton Pdf

Around the world, familiar ideological conflicts over the market are becoming increasingly territorialized in the form of policy conflicts between national and subnational governments. Thanks to a series of trends like globalization, democratization, and especially decentralization, subnational governments are now in a position to more effectively challenge the ideological orientation of the national government. The book conceptualizes these challenges as operating in two related but distinct modes. The first stems from elected subnational officials who use their authority, resources, and legitimacy to design, implement, and defend subnational policy regimes that deviate ideologically from national policy regimes. The second occurs when these same officials use their authority, resources, and legitimacy to question, oppose, and alter the ideological content of national policy regimes. The book focuses on three similarly-situated countries in Latin America where these two types of policy challenges met different fates; neither challenge succeeded in Peru, both succeeded in Bolivia, and Ecuador experienced an intermediate outcome marked by the success of the first type of challenge (i.e. the defence of a deviant, neoliberal subnational policy regime) and the failure of the second (i.e. the inability to alter a statist national policy regime). Derived from the in-depth study of these countries, the book's theoretical argument emphasizes three critical variables: 1) the structural significance of the territory over which subnational elected officials preside, 2) the level of institutional capacity they can harness, and 3) the strength of the societal coalitions they can build both within and across subnational jurisdictions. Transformations in Governance is a major new academic book series from Oxford University Press. It is designed to accommodate the impressive growth of research in comparative politics, international relations, public policy, federalism, environmental and urban studies concerned with the dispersion of authority from central states up to supranational institutions, down to subnational governments, and side-ways to public-private networks. It brings together work that significantly advances our understanding of the organization, causes, and consequences of multilevel and complex governance. The series is selective, containing annually a small number of books of exceptionally high quality by leading and emerging scholars. The series targets mainly single-authored or co-authored work, but it is pluralistic in terms of disciplinary specialization, research design, method, and geographical scope. Case studies as well as comparative studies, historical as well as contemporary studies, and studies with a national, regional, or international focus are all central to its aims. Authors use qualitative, quantitative, formal modeling, or mixed methods. A trade mark of the books is that they combine scholarly rigour with readable prose and an attractive production style. The series is edited by Liesbet Hooghe and Gary Marks of the University of North Carolina, Chapel Hill, and Walter Mattli of the University of Oxford.
