This book is, simultaneously, a biography of Admiral Herbert Victor Wiley and a history of the U.S. Navy’s lighter-than-air program. As tensions rose between Japan and the U.S. over control of East Asia and the Pacific Ocean, the prospects of war between the two nations increased. The Navy tracked the Germans’ use of zeppelins during the First World War and saw in them an aircraft with the potential to conduct long-range reconnaissance over the oceans – something that could not be achieved by airplanes or surface ships. While rapid progress was being made in manned flight, it was still young enough that the future of LTA vs. HTA flight was unknown. At the time, however, airships had a much greater range than airplanes making them suitable for reconnaissance. In its history, the Navy had four great airships – the U.S.S. Shenandoah, the U.S.S. Los Angeles, the U.S.S. Akron, and the U.S.S. Macon. Wiley served on all four of these airships and the history of these vessels is covered through the career of Wiley. Three of the airships ended in disaster and Wiley survived the crash of two of them. The book explores in detail the events leading to the crash of each airship through examination of the records of the Navy’s Courts of Inquiry that investigated the cause of each crash. The book also tracks issues surrounding the use of non-flammable helium as a lifting gas instead of highly explosive hydrogen used by the Germans. The U.S. had a monopoly on the supply of helium. While Germany sought to purchase helium from the U.S., the government board governing the sale of helium blocked is availability to Germany on the basis it might be used for wartime purposes. Dr. Hugo Eckener had run the Zeppelin works in Friedrichshaven since the end of WWI and he had a vision for LTA flight that was peaceful, including international transoceanic passenger and freight services. The outbreak of WW II ended the zeppeling industry and dashed all of Eckener’s dreams. Following the crash of the Macon, Wiley returned to the surface fleet, eventually becoming Commander of Destroyer Squadron 29 in the Asiatic Fleet shortly before the bombing of Pearl Harbor.

At four, he spoke Mandarin Chinese better than he did English. When he went out to play he wore a false pigtail pinned to the back of his cap. It was a practical necessity for a little American boy in the China of 1882 who wanted to be accepted by his Chinese playmates; it was also the beginning of a lifetime education in the ways of the world. His country was embarking on a similar education. Pratt's father was a Marine officer who had been "lent" to Empress Dowager Tzu Hsi's government for the purpose of opening a torpedo school to train Chinese technicians. The mission of the ship on which he served was to "open Korea" — then a vassal state of China's — as Commodore Perry had recently opened Japan. The United States was taking its first steps away from a hundred self-sufficient years of "splendid isolation". In 1885, when the Mannix family left China, the U.S. Army was smaller than Switzerland's, and the Navy could not boast even one battleship. By 1898, when Pratt was a second classman at Annapolis, the Navy had grown. In fact, one of its several battleships, the Maine, mysteriously blew up in Havana harbor. Pratt kept a diary of his service on the U.S.S. Indiana during the war with Spain that followed that incident, unwittingly chronicling the fading era of wooden ships and iron men. It was a short war and when it was over the spoils of victory brought the United States a new international respect. "In a few short months," President McKinley said, "we have become a world power." For the quarter century following his graduation, in June 1900, Pratt Mannix followed the sea — with fierce devotion to his country, with endless enthusiasm for discovering the distant and unfamiliar. He was not disappointed. There was beauty — the breathtaking first view of the towers of Constantinople at sunrise; satisfaction — having a new oil-burning destroyer as his first command, and quelling a riot without a single shot fired. There were unique challenges — in the Philippines, dodging the equally murderous charge of water buffalo as well as the surgically precise aim of a barong by a Moro guerrilla, or, in Germany, avoiding a Prussian duel by serving a brandy smash punch beforehand. A total of 70,113 steel globes packed with TNT were planted in 230 miles of the North Sea between Norway and Scotland as a final deterrent to the German U-boat "stilettos". The Deutschland-class ships were the first heavy vessels of the German Navy after the First World War. In Germany they were classified as "Panzerschiffe", but in other countries the term "pocket battleships" was very popular. The third and last vessel of this class was Admiral Graf Spee. She was laid down on 1 October 1932, launched on 30 June 1934 and commissioned on 6 January 1936. During the Spanish Civil War the ship patrolled coastal waters of this country. Before the outbreak of the Second World War, on 21 August 1939 the ship steamed out for the Atlantic. From 26 September she was fighting Allied shipping, sinking nine British vessels. On the morning of 13 December Graf Spee encountered a group of Allied warships (the heavy cruiser HMS Exeter and light cruisers HMS Ajax and HMNZS Achilles) near South American coast. The gun battle that ensued went to the history as the Battle of the River Plate. Both the Exeter and her German enemy were damaged during the course of the engagement. The commander of Graf Spee, Kapitän zur See Hans Langsdorff decided to break off the battle and enter the nearby port of Montevideo in Uruguay. According to the international law the German corsair could not stay in a neutral port longer than 72 hours. Convinced that massive British forces were concentrating in the vicinity and hence the escape was impossible, Langsdorf decided to save the crew and scuttle the ship. On 17 December Admiral Graf Spee steamed to the roadstead and there the explosive charges were fired. The German ship sunk in shallow waters and her commander shot himself three days later in a hotel in Buenos Aires. The wreckage was penetrated even during the war by British divers in order to recover more valuable items and obtain information about German technology. In the post-war years many single parts of the ship were recovered.

On February 16th, 1942 a Nazi U-boat brazenly shelled the huge Lago oil refinery on Aruba and torpedoed the tankers Pedernales and Oranjestad, both tied up in Aruba's San Nicolas Harbour. When even Churchill and Roosevelt began to worry about the vulnerable Caribbean, the US and its allies poured thousands of men, hundreds of aircraft and dozens of ships into the Caribbean region, organized an effective convoy system and rallied the Central and South American nations against the Germans. By mid 1944, the Caribbean had become an Allied lake and the submarine threat was defeated. But to this day, the old timers of the islands still remember the oil-soaked beaches, the explosions in the night and the bodies of dead sailors washed ashore that marked this dramatic chapter in the Second World War.
