The European Union has been one of the most vocal advocates of 'sustainable development', particularly in its dealings with developing countries. Even prior to the formulation of the UN Sustainable Development Goals (SDGs), the EU has insisted upon the need for sustainable approaches to poverty reduction and economic growth in the Global South. When examining EU relations with African countries as part of the African, Caribbean and Pacific (ACP) group, however, it becomes clear that the translation of Europe's sustainability discourse into practice is highly problematic. Notably, there are concerns that the EU's free market approach to development - embodied in its EPA trade deals - is incompatible with genuine, pro-poor forms of sustainable growth. Moreover, the EU is often seen as a hegemonic actor whose trade and aid interventions in Africa often do more to perpetuate poverty than to ameliorate it. This book casts a critical light on Africa-EU relations with regards to the EU's sustainability pledges. It does this through looking at an array of issues - not least trade, aid, the environment, and democratic institutions. In this vein, the book poses a challenge to EU trade and development discourse in the era of the UN SDGs. There have been significant efforts to implement the Sustainable Development Goals (SDGs) at multiple levels of governance across all regions of the world. However, the manner in which the global governance norms underlying the SDGs are actually being diffused is under-researched and not well understood. This book considers the promotion of the SDGs through the lens of norm diffusion theory, with a focus on three SDG policy areas; health, education and decent work. A distinctive feature of the book is that it offers multiple original case studies of SDG norm diffusion involving Asian and European actors. A unique feature is that the case studies in the book identify relevant SDG norm senders and norm receivers, and examine the relationship between them. The book also challenges the assumption that the SDGs themselves are static and unchanging, and reveals how SDG norms are dynamic and can be reformulated as a result of contestation between norm senders and norm receivers. As well as introducing a diverse and original set of case studies, the book therefore allows readers to deepen their understandings of the policy diffusion mechanisms by which SDGs are diffused, and grasp the patterns of success and failure in the implementation of these policies. This publication is the fourth of Eurostat's regular reports monitoring progress towards the SDGs in an EU context. The analysis in this publication builds on the EU SDG indicator set, developed in cooperation with a large number of stakeholders. The indicator set comprises around 100 indicators and is structured along the 17 SDGs. For each SDG, it focuses on aspects that are relevant from an EU perspective. The monitoring report provides a statistical presentation of trends relating to the SDGs in the EU over the past five years ('short-term') and, when sufficient data are available, over the past 15 years ('long-term'). The indicator trends are described on the basis of a set of specific quantitative rules.
