The new 2030 Agenda for Sustainable Development includes water, sanitation, and hygiene (WASH) at its core. A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.

This volume is the result of years of commitment with world-wide sanitation challenges from various research networks linking the editors and authors of this volume to many other sanitation scholars and professionals. The report is a product arising from the work of the Sustainable Sanitation Alliance which was initiated prior to the International Year of Sanitation in 2008 in an attempt to inject sustainable development ideas into the sanitation sector. It functions as a vision document for those policymakers, researchers and practitioners that are striving towards fundamental reform and improvements within the sanitation sector in both rural and urban populations in all countries of the world. It reviews the global progress being made towards achieving the Millennium Development Goal (MDG) target on sanitation. A literature review is presented on sanitation provision including human health impacts and the estimated costs and benefits of achieving the MDG target. The report also provides a critique in that the UN has not yet introduced the concept of sustainability into the MDG programme in general and in particular into the sanitation sector which is highly dysfunctional and suffering from limited political leadership at both the local and global levels. It introduces the various sustainable sanitation options available and what approaches can be taken to improve sanitation systems – not just toilets which are only a small part of the overall system of food, nutrients and water cycles. The study estimates the numbers of urban and rural households, including slum populations that are being targeted in all world regions. It also evaluates the historic trends in morbidity and mortality linked to diarrhoea arising from lack of functioning sanitation services comparing these to the UN data on sanitation coverage. The report estimates the potential fertiliser replacement capacity that reuse of human excreta can have for all world regions. Finally it provides a vision for future development within the sector where more sustainable options like source separation and reuse are promoted giving positive environmental or “green” impacts but also catalysing greater involvement and understanding on the part of individuals in society.

"Access to safe water and adequate sanitation is a basic human right. While progress has been made towards the achievement of the Sustainable Development Goal on water and sanitation (SDG 6), the trends and current status of access to water and sanitation provide cause for concern. There is an urgent need to devise solutions that accelerate progress and ensure that no one is left behind. Nearly every other Sustainable Development Goal relies in some way on the achievement of SDG 6. Together with good hygiene practices, for instance, it is essential for the achievement of good health and well-being (SDG 3) and gender equality (SDG 5) as well eliminating poverty (SDG 1) and reducing inequalities (SDG 10). As a determinant of success in areas including agriculture, energy, and disaster resilience, it has vast and consistently underestimated socio-economic impacts. Whilst factors including better policies and governance, increased funding, improved infrastructure, and increased data availability for better decision-making are central to resolving water and sanitation issues, there is no doubt that Science, Technology, and Innovation (STI) can play a particularly significant role. Responses to the COVID-19 pandemic demonstrated the vital role of STI in delivering solutions to critical challenges. Countries are now more attentive to the development and deployment of new technologies and processes. New applications of existing technology and techniques have great potential to increase the efficiency of existing water and sanitation systems and to secure water and sanitation for all. STI for water has thus played a central role in discussion at recent international water policy events. It will be a key focus in the upcoming 2023 UN Water Conference and the 2022 International Water Association Congress in Copenhagen. This paper explores the role of STI as key enablers of catalytic actions toward achieving universal access to safe water and sanitation. The second chapter will discuss the progress in implementing SDG 6 and challenges in meeting its targets. The third chapter will provide an analytical framework for and examples of practical STI solutions which address issues in providing water and sanitation services. Chapter four highlights the global effort to build partnerships and cooperation in achieving SDG 6. Finally, chapter five will propose recommendations to be considered by policymakers and the international community."--
