For this purpose FDI are analyzed using different project examples of various countries that account for 50 % of the total area under FDI in Africa like Ethiopia, Ghana, Mali, Mozambique, Tanzania and Zambia, but also Kenia and Uganda. International as well as national policy-making needs to meet reciprocal effects and thus complex goals. This requires an inclusion of development goals in the investment policy-making. As foreign investors have shown a keen interest in Mozambique for biofuel production, the paper aims to use positive findings in order to derive strategies that lead to sustainable development without compromising rural livelihoods. What basic requirements for responsible investment should be given will be illustrated based on the most relevant principles and guidelines.

Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. At the beginning of the new millennium, rural livelihoods in many parts of sub-Saharan Africa are under considerable strain. The economies and political environment in many countries are experiencing a period of significant transformation, and endemic poverty remains common. Agriculture, which forms the core of rural livelihoods, has a major influence on livelihood outcomes. Farm power (from human, animal and engine driven sources) is a crucial input in the agricultural production process. Shortages of farm power compromise the ability of families to cultivate sufficient land and have long been recognized as a major contributory factor to the increasing prevalence of poverty in the region. This study discusses the farm-power theme through the livelihoods philosophy. It highlights the overall problem of the availability of farm power and its interrelationships with socio-economic parameters of rural life. It makes clear that farm-power availability is not simply a matter of promoting a certain technology or equipment. Poverty has long been a developmental challenge in the Global South in general and in sub-Saharan Africa in particular. With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.
