The Committee of Public Accounts has set out a number of conclusions and recommendations on tackling child obesity, including: that the Public Service Agreement target set by three Government Departments (Health, Education and Culture, Media & Sport), needs to improve in both their responses to this matter and leadership; the complex delivery chain for tackling child obesity, which involves 26 different bodies, needs a set of clear measures to judge performance and contribution; parents need to be engaged with this project, with high profile messages and advice readily available outlining the risk of obesity; the Department of Health's national programme to measure children for obesity in the primary schools of England, should have in place a mechanism for informing individual parents if their child is obese; with a two year delay between the Health Survey for England and the publication of results, Departments should use annual data from weighing and measuring in schools to gauge performance in tackling obesity; the Departments should encourage the growth in the retail market for healthy food and drink for children; Ofcom should liaise with Departments to monitor and assess its new restrictions on the advertising of unhealthy foods; there is scope for encouraging children to lead more active lifestyles, with local authorities and schools providing more public facilities, in 2003-04, 72 playing fields were created against 52 lost, while 131 swimming pools were opened against 27 closed. The background to this report offers a picture of increasing child obesity, with a steady rise in the number of children aged 2-10 who are obese, from 9.9% in 1995 to 13.4% in 2004. Overall it is estimated obesity already costs around £1 billion a year and the UK economy a further £2.3 to £2.6 billion in indirect costs.

Obesity is a complex public health issue that already costs the NHS £1 billion a year, with further indirect costs to the UK economy of £2.3 - £2.6 billion. In 2004 reducing the level of childhood obesity became a Public Service Agreement target jointly owned by three Departments. This report looks at how the delivery chain for this objective can be made more strengthened and the barriers it has to overcome. It finds that: there is little evidence to determine whether the range of programmes is sufficient to achieve the target; the levers to affect a change are not yet sufficiently developed; without reliable baseline data there is a risk that resources will be wasted on unproductive activity; regional roles are not clear; local structures and mechanisms exist to promote joint working, if used effectively; schools can play a key role but need support and clear guidance; there is scope for efficiencies in the delivery chain.

Since it was established in 1993, the Child Support Agency has consistently underperformed, plagued by enormous backlogs of unprocessed cases and uncollected maintenance. Where it works well, the Agency has secured regular contributions from non-resident parents and helped lift an estimated 100,000 children out of poverty. It has to administer complex assessment, collection and enforcement processes and deal with complicated emotional, financial and legal issues to bring about a degree of financial stability for children and parents. Following on from a NAO report (HCP 1174, session 2005-06; ISBN 9780102938692) published in June 2006, the Committee's report examines the implementation of child support reforms, focusing on why the problems in implementing the reforms arose, the impact on the quality of service, the remedial action taken by the Child Support Agency and the lessons learnt. The report finds that implementing the reforms has cost the taxpayer £539 million since 2000, with plans for a further £320 million to improve service levels over the next three years; but the money has failed to deliver improvements in efficiency and quality of service. The Agency still performs less effectively than its counterparts in Australia and New Zealand, with higher average costs per case and lower rates of compliance. The Government published its White Paper (Cm. 6979, ISBN 9780101697927) in December 2006, drawing on the recommendations made by Sir David Henshaw in his report "Recovering child support: routes to responsibility" (Cm. 6984, ISBN 9780101689427). Amongst the reforms announced, the Government will replace the Child Support Agency (CSA) with a new organisation, the Child Maintenance and Enforcement Commission (C-MEC) by 2008.
