Most of the attention with respect to the increase in atmospheric greenhouse gas concentrations centers around three issues: human-generated sources of carbon, mostly from burning fossil fuels; tropical deforestation, which accelerates the production of atmospheric carbon while causting havoc with biodiversity and the economic development of tropical countries; and the temperature increase that may accompany increased atmospheric greenhouse gas concentrations. This is the first book to focus extensively on the reverse to emissions of carbon dioxide (CO2), i.e. the sequestering of atmospheric carbon by aquatic and terrestrial ecosystems. Towards the Balance and Management of the Carbon Budget of the Biosphere The current state of misunderstanding of the global C cycle and our failure to resolve an issue that has been debated for 100 years (Jones and Henderson-Sellers, 1990) speaks loudly about the limitations of modem science when faced with the complexity of the biosphere. Efforts to understand and balance the global C budget have gone through several phases. First was a holistic view of the C budget as part of efforts to understand the geochemistry of the Earth (e. g. , Clarke, 1908). Next, came a period of data collection and sythesis which focused on the diversity of sectors of the biosphere. This phase culminated in the early 1970's with the realization that humans were greatly impacting the global C cycle as measured at the Mauna Loa Observatory (Keeling et al. , 1973). New syntheses of the global C budget emerged at this time (Woodwell and Pacan, 1973; Bolin et al. , 1979). The next phase was one of controversy and intense focus on particular sectors of the biosphere. The controversy rested on discrepancies about the role of the terrestrial biota in the global C cycle and the failure to account for sufficient C sinks to absorb all the C emitted by land-use change in the tropics (Woodwell et al. , 1978, 1983; Houghton et al. , 1983).

Societies throughout the world depend on food, fiber and forest products. Continuity and security of agricultural and forest production are therefore of paramount importance. Predicted changes in climate could be expected to alter, perhaps significantly, the levels and relative agricultural and forestry production of different nations over the next few decades. Agriculture and forestry are also likely to influence the rate and magnitude of such change, as they can be both significant sources and sinks of a number of greenhouse gases. Adaptive management strategies therefore need to be formulated and implemented for these sectors, to enable them to both adapt to future environmental change, and to limit greenhouse gas emissions. The book promotes a greater understanding of the major sources and sinks of greenhouse gases within intensive and extensive cropping and animal production systems, and of agroforestry. It highlights the need to adopt a holistic systems approach to monitoring and reducing greenhouse gas emissions and assessing impacts, and to integrate climate change-related goals and activities with other issues, such as biodiversity, desertification, and sustainable agriculture and forestry.

The lntergovernmental Panel on Climate Change (IPCC) has recently summarized the state ofthe art in research on climate change (Climate Change 1995). The most up to date research findings have been divided into three volumes: • the Science ofClimate Change (working group I), • the Impacts, Adaption and Mitigation of Climate Change (working group II), and • the Economic and Social Dimensions ofClimate Change (working group III) There is a general consensus that a serious change in climate can only be avoided if the future emissions of greenhouse gases are reduced considerably from the business as usual projection and if at the same time the natural sinks for greenhouse gases, in particular that of CO , are maintained at the present level or 2 preferrably increased. Forests, forestry and forestry industry are important parts of the global carbon cycle and therefore they are also part of the mitigation potentials in at least a threefold way: 1. During the time period between 1980 and 1989 there was a net emission of CO from changes in tropical land use (mostly tropical deforestation) of 2 1. 6 +/- 1 GtC/a, but at the same time it was estimated that the forests in the northem hemisphere have taken up 0. 5 +/- 0. 5 GtC/a and additionally other terrestrial sinks (including tropical forests where no clearing took place) have been a carbon sink ofthe order of l. 3 +/- l.

Plantations are playing an increasingly important part in the development and the economies of the South. Plantation Politics is the first book to examine their rationale and purpose, exposing the misconceptions and myths that have surrounded their role, and describing the contribution they can make to sustainable development. At their best, industrial plantations can become a major asset to local development by providing raw materials, infrastructure, employment, income and environmental and recreational services. This book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

The international perspective for this book is the unprecedented level of concern over deforestation, recognized by the meeting of world leaders at the 1992 Earth Summit, in Rio do Janeiro, and culminating in the appoint ment of the Intergovernmental Panel on Forests (IPF), under the auspices of the UN Commission on Sustainable Development. The wide range of issues covered by the authors in this volume reflects the breadth of the interna tional debate, from national policies and activist campaigning, through eco nomic and social objectives, to the sustainable management of forest and soil resources. Since the conservation campaigns of the 1980s, the focus of international concern has widened from tropical rain forests to all forest formations, in all regions, with increased recognition of global values and common responsibil ities. However, while forest cover in some temperate countries is increasing, irrational deforestation, at historically unprecedented levels of damage to biodiversity and to other environmental values, remains most acute in tropi cal countries, where the need to use the natural resources for sustainable development is greatest, and the capability weakest. While accepting the urgency of the situation, and the need for greater coherence of action at a global level, the 1997 report of the IPF to the UN Commission emphasized the powers and responsibilities of national governments, and the importance of National Forest Programmes, but with the fuller participation of local communities, and with enhanced access to international assistance.
