The Chairman of the BBC is an important position but the recent appointment was not subject to parliamentary oversight and has neither been debated in Parliament nor considered by any Select Committee. As the new Royal Charter has also considerably altered the responsibilities of the job, the Committee carried out a short inquiry on the subject. The aim was twofold: to make sure that the selection process was protected from political interference and had the confidence of the licence fee payer; and to clarify how role had been affected by the new governance arrangements. They recommend that in future a selection panel of at least five members, of whom the majority should be non-political, should appoint the Chairman and that the appointments should be vetted by Parliament. The Committee also recommend that there should be greater clarity about the role of the Chairman. It should be clear whose job it is to represent the BBC itself and what it means to represent the licence fee payer and why "the Chairman of the BBC" is only an honorary title.

In this report into the governance and regulation of the BBC, the Communications Committee finds too many different processes for varying types of complaint, making it very difficult for viewers, listeners and users of BBC content to know where to go to complain. The BBC needs to provide a clear overview of how the complaints process works and publish this in one place on its website and there needs to be a clearing house to direct people through the complaints process. The confusion is in part because the BBC Trust and Ofcom have 'overlapping jurisdiction' in several areas of content regulation, with the exception of issues of impartiality and accuracy and commercial references, which the BBC Trust regulates. In particular, the Committee wants the BBC and Ofcom to consider granting Ofcom the right to regulate the BBC on matters of impartiality and accuracy. In addition, creativity must not be allowed to be stifled by an overly bureaucratic 'compliance culture'. Best practice for programme making needs to be established to ease concerns that it isn't always clear to viewers what is reality, reconstructed and constructed footage. Greater clarity is needed on the governance role of the Non-Executives on the on the BBC Executive Board, who should be recruited from a wider range of backgrounds than they are presently. Terms of access for the NAO to the BBC must be agreed, ensuring that the NAO does not comment on any matters of broadcast content or journalistic integrity.

The BBC did a good job in completing the move to Salford on time, within budget and without disruption services. However, the scale of some of the allowances paid to staff to relocate to Salford is difficult to justify. There were 11 cases where the cost of relocating staff exceeded £100,000 per person, with one costing £150,000. The BBC also failed to make a proper record of the exceptions it made to its allowance policy. The longer term success of the move to Salford depends on the BBC achieving the wider benefits it promised. These include reducing the gap between Northern and Southern audiences in the BBC's market share and stimulating economic and other regional benefits, including creating up to 15,000 jobs. The BBC should set clearly defined expectations for its relationships with its commercial partners and make clear that they must pay their fair share of tax. The BBC's decision to enter into a 10-year contract with the Peel Group for studio space at Salford seems to take little account the fast pace of change in the broadcasting industry. The BBC could end up having to pay for studio services it no longer needs and become overly dependent on them. There is also dismay at the abandonment of the BBC's Digital Media Initiative at a cost to the licence fee payer of £100 million. The Culture Media and Sport Committee says that the main outcomes of the BBC Trust's strategic review do not move the BBC on to the extent required by current circumstances, and that the incoming Chairman will have much to get grips with. The new licence fee agreement was reached "unexpectedly" in October 2010 between the Department for Culture Media and Sport and the BBC, but without any time for wider consultation with viewers or Parliament. The Committee believes the agreement reached is a reasonable one, but the process undermined confidence in both the Government's and the BBC's commitment to transparency and accountability. On the partnership between BBC and S4C, it is unclear how S4C can retain its independence under the new arrangements. It is extraordinary that the Government and the BBC should agree such wide-ranging changes without consultation or giving S4C any notice or say at all. The Committee is particularly concerned that National Audit Office still does not have the promised access to conduct independent assessments of the BBC's value for money. The Committee is also disappointed that banded information on talent salaries is still not in the public domain. The BBC opened itself to predictable ridicule with the decision to hire a "migration manager" who had to commute from the United States to manage the transition to the new Salford site. The report concludes that big questions remain over how radically the BBC needs to reconfigure both content and delivery in the years ahead.

The BBC's White City 2 property development in West London comprises three new buildings, which were built next to an existing BBC building known as White City 1. White City 2 was financed by Land Securities Trillium under a 30 year partnership deal with the BBC, which also covered property services at 48 other BBC locations. The cost of construction for White City 2 was £210 million, along with £60.9 million for furniture and technical fit-out of the buildings. The development was completed on time, but the Committee of Public Accounts found several aspects of the project constituting risks to value for money. The cost of the development also exceeded the amount originally approved by the BBC Governors, along with significant variations to the scheme as the project progressed. The Committee set out a number of conclusions and recommendations: that the whole life costs of projects should be assessed and made available to the BBC Governors; the BBC should better integrate design and construction, so reducing the risk of design changes after contracts have begun; the license fee money should not be used to subsidise the BBC's commercial subsidiaries, and that rent charged for the sublet of buildings should meet the BBC's costs; that the BBC should not hold on to property which it does not need or which it cannot use cost-effectively; the BBC in future should follow public sector good practice, in particular in estimating whole life costs of projects, monitoring returns to the private sector, obtaining refinancing benefits, and integrating design and construction.

There are major benefits from the BBC undertaking commercial activities: the profits generated by the exploitation of the BBC's intellectual property can be reinvested in the BBC's public services, to the benefit of licence fee payers. But the manner in which some of the BBC's commercial revenue is generated, and the governance arrangements within which the BBC Worldwide operates, causes increasing concern. Worldwide has proved successful in recent years in exploiting new commercial opportunities, made possible by a loosening of the rules that govern the limits to its operations. However, there a balance to be drawn between Worldwide generating a return for the BBC, and limiting Worldwide's operations in order to ensure it upholds the BBC's reputation and does not damage its commercial competitors. Worldwide's minority stakes in overseas production companies, its controversial acquisition of Lonely Planet, and its growing portfolio of magazines, suggest that the balance has been tipped too far in favour of Worldwide's unrestricted expansion, jeopardising the reputation of the BBC and having an adverse impact on its commercial competitors. It is in the interests of the UK's creative economy as a whole that BBC Worldwide's activities are reined back. The BBC Trust should reinstate the rule that all BBC commercial activity must have a clear link with core BBC programming.

A Culture, Media and Sport Committee's oral evidence session on the BBC annual report and accounts 2006-07 was followed up with some written questions. The Committee has concerns about the structure and content of the BBC reply to those questions. In particular it is not clear why the BBC Trust takes different views on transparency of employee costs and on transparency of talent (presenters or actors etc) costs, and why grouping of payments in bands for one but not the other presents data protection or breach of confidence issues. The Committee also questions why viewing figures for BBC3 are given in three-minute reach figures rather than the standard 15-minute reach used throughout the annual report, and why the BBC3 figures excluding repeats of BB1 programmes were not provided. On Freesat, a joint venture to provide a national satellite-based free-to-view digital service, the failure to disclose the contribution of the licence-fee payer is held to be unreasonable. The Committee would like greater clarity about who speaks for the BBC: the Trust or Executive. Future responses should make clear where accountability lies for particular issues, and the BBC should take a more constructive approach to responding to Parliamentary scrutiny.

The Foreign Affairs Committee believes the BBC World Service is of such value to the nation that its income should be ring-fenced against spending cuts. The Service has suffered a disproportionate reduction in its future Grant-in-Aid under the spending review settlement, by comparison with that of the 'core FCO': allowing for inflation, 16% as against 10% across the four years 2010-11 to 2014-15. High-level discussions between the Government and the BBC about a transfer of funding responsibility started only nine days before the formal announcement of the change. The report says that the decision to reduce World Service spending by 16% during the 2010 spending review period should be reversed, and resources made available for it to continue its operations at roughly the 2010-11 level of staffing and output. If the Service's funding is reduced in spite of this recommendation, the committee urges for damage limitation with an unreduced BBC Hindi and BBC China Mandarin shortwave service, and enhanced resources to BBC Arabic as required by the recent and continuing political developments in the region. Some of the activity of the World Service contributes to the wider aims of the Department for International Development, and a transfer of just 0.35% of DFID's resource budget over the next three years would compensate for the proposed 16% reduction in World Service funding. There is no reason why such a transfer should not be made if the political will to carry it out is present.
