The Changing Landscape for Canadian Financial Services by Task Force on the Future of the Canadian Financial Services Sector,McKinsey and Company Pdf

This report begins by examining the state of Canadian financial services, focusing on personal services such as retail banks, credit unions, and retail asset management. Information is provided on the key players in the financial services industry, their products and performance, and how they compare internationally. The forces reshaping the industry are then reviewed, including technological advances, increasing consumer sophistication, regulatory reform, and globalization. The impact of these forces of change on banks, life insurance companies, and other Canadian financial institutions is assessed. The competitiveness of these institutions and their potential competitive strategies are analyzed, along with the degree to which their Canadian clients (wholesale, commercial, and retail consumer) are served. Finally, international regulatory responses to the forces of change are explored and various options for national policy goals are evaluated.

Revising Canada's Financial Regulation by Edwin H. Neave,C.D. Howe Institute,Frank Milne Pdf

This paper applies a theory of financial system function and organization to an analysis of possible regulatory reforms to Canada's system of financial regulation. It begins with an overview of the financial system in Canada today, including its changing environment and the pressures for regulatory change. An economic theory of financial activity is then outlined, touching on the system's functions and market structures, the governance of different types of financial transactions, the economics of change, the determinants of financial firms' organizational structures, and some of the trade-offs involved in regulation. The theory is used in assessing proposed regulatory changes, taking into account their objectives, the treatment of similar functions, ownership and structural rules, prudential concerns, and improvements in the release of information. A list of recommendations closes the paper.

Changing Canada by Wallace Clement,Leah F. Vosko Pdf

Changing Canada examines political transformations, welfare state restructuring, international boundaries and contexts, the new urban experience, and creative resistance. The authors question dominant ways of thinking and promote alternative ways of understanding and explaining Canadian society and politics that encourage progressive social change. They examine how the evolution of capitalism is producing new types of transformations and new forms of resistance, and show that aspects of the state and the wider society are being contested. They also discuss the often paradoxical or contradictory effects of various social forces, such as the liberating but also constraining features of new communications technologies, new employment norms, and new household forms. Contributors include Laurie E. Adkin (University of Alberta), Caroline Andrew (University of Ottawa), Pat Armstrong (York University), William Carroll (University of Victoria), Elaine Coburn (Stanford University), William D. Uncle Sam and Us by Stephen Clarkson Pdf

Between them, Brian Mulroney and Jean Chrétien radically altered the structure and functions of the federal government, first by signing and implementing major trade liberalization projects, and then by cutting back the size of their governments' budgets and the scope of their policies. Uncle Sam and Us analyzes the Mulroney-Chrétien era's impact on Canadian governance through two related factors, globalization from without and neoconservatism from within. Stephen Clarkson begins his study by conceptualizing the present Canadian state as a five-tiered, nested system stretching from the municipal and provincial levels, through the federal government, and on to the new continental and global spheres of governance: in effect, he argues, the North American Free Trade Agreement and the World Trade Organization have added a 'supraconstitution' to Canada's existing institutions. His analysis concerns the changes that have occurred not just in the federal government, but in provincial and municipal governance as well. The impact of globalization and neoconservatism is examined extensively in the second part of Clarkson's study, which examines how the functions of the Canadian state have altered. Clarkson addresses the changes in a number of policy areas such as macro and monetary policy, regulatory, industrial, and trade policy, as well as social, labour, environmental, cultural, and foreign policy. In linking external forces and internal factors in his analysis, Clarkson brings together separate aspects of the Canadian state into a comprehensive understanding of the current Canadian political climate. He combines a global knowledge of the international political economy with a micro concern for detailed analyses of policy issues, and concludes that the responsibility for Canada's predicament lies less with external forces, than with Canadians and the governments they elected. He ends with a hopeful look into the future, pointing towards a realization of the shortcomings of neoconservative globalization, and the expectation of a new governing paradigm. The Financial Services Sector by Charles Freedman,Clyde Goodlet,Bank of Canada Pdf

Analyzes some key developments affecting the Canadian financial services industry and examines some important issues facing the industry and its regulators. Changes discussed include the way services are provided, the instruments used to provide services, and the nature of the financial service providers. Factors driving these changes include technological developments, the changing role of competition, and demographically led changes in household portfolios. With the evolution in the industry, policy makers and regulators face challenges such as the following discussed in the paper: the relative use of disclosure and market discipline versus direct supervision; the potential role of functional regulation; the role of non-regulated financial service providers; changes in the current supervisory process; cross-border transactions; and the impact of new developments on the legislative framework governing financial service providers.

Putting Consumers First by Jack M. Mintz,C.D. Howe Institute,James E. Pesando Pdf

From the back cover: Canadians will soon be debating specific proposals for changes to regulations for the financial services industry that are slated for implementation in 1997....This volume examines a set of policy questions that are central to the 1997 legislative review. The book is a collection of papers, each examining a different policy question. The first is motivated by the need for an objective assessment of the link between competition, concentration and profitability, with particular attention paid to major banks. The second reviews the basic issues in the design of Canada's payments system, through which financial institutions clear transactions with each other. The final paper evaluates the impact of rapidly changing computer, communication and networking technologies.
