Today, a substantial portion of higher education is provided outside of the traditional universities in non-university institutions with a multitude of varied characteristics. Europe is the cradle of the modem international chemical industry. From the middle of the nineteenth century until the outbreak of World War I, the European chemical industry influenced not only the production and control of science and technology, but also made significant contributions towards economic development, as well as bringing about profound changes in working and living enviromnents. It is a highly complex heritage, both rich and threatening, that calls for close scrutinity. Fortunately, a unique opportunity to explore the historical development of the European chemical industry from a variety of novel standpoints, was made possible during 1993 as part of the European Science Foundation (ESF) programme called 'The Evolution of Chemistry in Europe, 1789-1939.' This process of exploration has taken place through three workshops, each dealing with different time periods. The workshop concerned with the period 1850-1914, which corresponds roughly to the so-called Second Industrial Revolution, was held in Maastricht, The Netherlands, on 23-25 March 1995. This volume is the outcome of that workshop. The other workshops dealing with European chemical industry were held in Liege in 1994, covering the First Industrial Revolution period, 1789-1850, and Strasbourg in 1996, covering the period between the two World Wars.

This book is open access under a CC BY-NC 2.5 license. On April 22, 1915, the German military released 150 tons of chlorine gas at Ypres, Belgium. Carried by a long-awaited wind, the chlorine cloud passed within a few minutes through the British and French trenches, leaving behind at least 1,000 dead and 4,000 injured. This chemical attack, which amounted to the first use of a weapon of mass destruction, marks a turning point in world history. The preparation as well as the execution of the gas attack was orchestrated by Fritz Haber, the director of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry in Berlin-Dahlem. During World War I, Haber transformed his research institute into a center for the development of chemical weapons (and of the means of protection against them). Bretislav Friedrich and Martin Wolf (Fritz Haber Institute of the Max Planck Society, the successor institution of Haber’s institute) together with Dieter Hoffmann, Jürgen Renn, and Florian Schmaltz (Max Planck Institute for the History of Science) organized an international symposium to commemorate the centenary of the infamous chemical attack. The symposium examined crucial facets of chemical warfare from the first research on and deployment of chemical weapons in WWI to the development and use of chemical warfare during the century hence. The focus was on scientific, ethical, legal, and political issues of chemical weapons research and deployment — including the issue of dual use — as well as the ongoing effort to control the possession of chemical weapons and to ultimately achieve their elimination. The volume consists of papers presented at the symposium and supplemented by additional articles that together cover key aspects of chemical warfare from 22 April 1915 until the summer of 2015.

Water Reuse: An International Survey of current practice, issues and needs examines water reuse practices around the world from different perspectives. The objective is to show how differently wastewater reuse is conceived and practised around the world as well as to present the varied needs and possibilities for reusing wastewater. In the first section water reuse practices around the world are described for regions having common water availability, reuse needs and social aspects. The second section refers to the “stakeholders” point of view. Each reuse purpose demands different water quality, not only to protect health and the environment but also to fulfil the requirements of the specific reuse. Reuses considered are agricultural, urban agriculture as a special case of the former, municipal and industrial. Alongside these uses, the indirect reuse for human consumption through aquifer recharge is also discussed. The third section deals with emerging and controversial topics. Ethical and economical dilemmas in the field are presented as a subject not frequently addressed in this field. The role of governments in respect of public policy in reuse is discussed as well as the different international criteria and standards for reusing wastewater. The importance of public acceptance and the way to properly handle it is also considered. The fourth section of the book presents contrasting case studies; typical situations in the developed world (Japan and Germany) are compared to those in developing countries (Pakistan and Brazil) for agricultural and industrial reuse. Indirect planned reuse for human consumption (Germany) is compared with an unplanned one (Mexico). The Windhoek, Namibia case study is presented to emphasize why if the direct reuse of wastewater for human consumption has been performed with success for more than 35 years it is still the only example of this type around the world. To illustrate the difficulties of having a common framework for regulating water reuse in several countries, the Mediterranean situation is described. Other case studies presented refer to the reuse situation in Israel, Spain, Cameroon, Nepal and Vietnam, these latter countries being located in water rich areas.
