Since the pioneering analyses of Renward Brandstetter (1860–1942) a quasi-morphological element called the ‘root’ has been recognized in Austronesian linguistics. This monograph confronts many of the methodological and substantive issues raised but never fully resolved by Brandstetter. In an effort to reassess the value of his work for contemporary linguistics the author examines Brandstetter’s methods and results, and applies a modified from of this approach to new material. The study establishes 230 roots based on more than 2,560 root tokens in some 117 languages. It is thus intended to serve as a rudimentary root dictionary and a basic handbook on the subject of the root for future scholars of Austronesian.
This book shows how Rwanda’s development model and the organisation of genocide are two sides of the same coin. In the absence of mineral resources, the elite organised and managed the labour of peasant producers as efficient as possible. In order to stay in power and benefit from it, the presidential clan chose a development model that would not change the political status quo. When the latter was threatened, the elite invoked the preservation of group welfare of the Hutu, called for Hutu unity and solidarity and relied on the great mass (rubanda nyamwinshi) for the execution of the genocide. A strategy as simple as it is horrific. The genocide can be regarded as the ultimate act of self-preservation through annihilation under the veil of self-defense. Why did tens of thousands of ordinary people massacred tens of thousands other ordinary people in Rwanda in 1994? What has agricultural policy and rural ideology to do with it? Community empowerment has been frequently studied at subnational levels but it is less clear how to measure it at a national level. Mixed methods approaches would be advantageous using quantitative data from databases plus qualitative information to derive a range of variables and indicators. This report identifies assessment methods that have been used and evidence for integrating qualitative and quantitative data for national assessments. When resources are limited or there is no current practice of measurement of community empowerment the simplest approach is to combine a selection of quantitative variables and indicators available in statistical databases. When resources can be allocated a more systematic approach would supplement such accessible data with some form of rapid qualitative assessment. Ideally a formal national monitoring and evaluation system would be instituted that collects all the relevant quantitative and qualitative data and combines these into a regularly updated assessment.
