Violence in Colombia by Charles W. Bergquist,Ricardo Peñaranda,Gonzalo Sánchez G. Pdf

Colombia has long suffered under such violence that it is now one of the most convulsed societies in the world. Far from being the result of solely the drug trade, the country's contemporary crisis stems from La Violencia (The Violence), a period of terror, political banditry and peasant unrest that plagued Colombia between the 1940s and the 1960s. The 14 essays in this collection examine La Violencia and its effects on current conditions, placing today's violence in its historical context.

Plan Colombia by Luz E. Nagle Pdf

As American foreign policy and military asset management expand beyond the so-called "Drug War" in Colombia, Professor Luz Nagle analyzes that country's problems and makes recommendations regarding what it will take to achieve stated U.S. and Colombian objectives in that crisis situation. She also examines the concomitant issue of "spillover" from the Colombian crisis into the rest of the Latin American region. The results and recommendations of this analysis go well beyond prescribing a simple military solution to the complex political-economic-social-moral-security issues of this 50 year-old war. In these terms, it becomes clear that the military in general and the U.S. Army in particular must change in order to operate more effectively in the full spectrum of current and future conflict.

Plan Colombia by Luz E. Nagle Pdf

Professor Luz E. Nagle has never been a believer in Plan Colombia as the solution to her native country's array of problems. Now she has again published on the subject, in an article which is eloquently critical about the plan's results during the administration of President Andrés Pastrana, yet which holds out hope for a better turn of events in the new administration of President Alvaro Uribe. It is a study written with passion and commitment. But also, as befits a law professor, it is scholarly in its degree of documentation and factual content. In Nagle's view, practically everything was wrong with Plan Colombia that could have been wrong, although she acknowledges that to do nothing would have been even worse. The plan was, in her view, doomed from the beginning-prepared without adequate consultation with the Colombian people, therefore lacking in consensus and support. It was inadequately funded by the Colombian government for the most part, but drew on large amounts of aid from the United States, $1.7 billion, which was largely restricted to fighting narcotics trafficking when insurgency was the real problem. It failed to attract the expected funding from Europe and Japan and was largely ignored by Colombia's Latin American neighbors, who often seemed to be in a state of denial as to how the problems of Colombia affected them. A particular strength of Nagle's well documented article is a detailed explanation of the multiple failures of the Pastrana administration in every aspect of Plan Colombia's implementation. The ill-fated peace initiative of Pastrana simply consigned over to the Revolutionary Armed Forces of Colombia (FARC) guerrillas a piece of Colombia's territory the size of Switzerland with no positive results. The FARC were strengthened by having the territory, as was predicted by the Colombian army. Kidnappings and assassinations continued unabated. Eventually, this year the army had to be sent in to retake the zone. Rampant corruption at every level of the Colombian government, according to Nagle, became even worse during the Pastrana years and signified, in her view, a lack of any credible leadership. Does the new Uribe administration hold out any hope for better results? Nagle thinks it does. The Colombian army is becoming more professional, its morale is increasing, and it is today that institution which actually enjoys the highest popular support of any in the country. The mood of the people has hit bottom and now responds to Uribe's policies which demand sacrifice from the population and are producing support for tougher action against the guerrillas. The president is leading a full charge against corruption. The U.S. Congress, as well, has become more sophisticated in understanding the need to combat insurgency, linked as it is to the illegal drug trade and not separable from it. Similarly, in the context of the "war on terrorism," although that somewhat disparate term generally refers to the Middle East, the point is not lost that three Colombian groups, the FARC, Ejercito de Liberacion Nacional (ELN) and Auto Defensas Unificados de Colombia (AUC), have been classified as terrorist organizations by the U.S. Government. Nagle also documents instances in which Colombia's neighbors are taking stronger measures on their frontiers to combat the effects of insurgencies and the flow of drugs from Colombia. The evidence of "spillover effect" into the five countries bordering on Colombia and well beyond is too abundant to ignore. To Nagle, her native Colombia is "a nation worthy of being saved." In terms of hemispheric stability, essential to the entire U.S. strategy for the region, it is certainly deserving of U.S. attention, more than it has had in the recent past.

The Regional Response to the Crisis in Colombia by Daniel R. Kaiser Pdf

This thesis focuses on the regional response to the crisis in Colombia. The major conclusions of the thesis are that the crisis directly affects the security of Colombia's neighbors; that the use of military force will be the most important element in a strategy to restore security and that the Colombian military will require external military assistance to do so; that while Colombia's neighbors have traditionally rejected ideas of intervention, there are indications that they may be willing to participate in such an endeavor; and that while less politically risky courses of action are more likely to occur, a regional military force operating in a peacemaking role will be the most effective course of action towards restoring security in Colombia and the region. These conclusions are reached through an examination of the conflict's effect on Colombia and its neighbors, the capabilities of the Colombian security forces, the history of regional cooperative efforts, and recent political rhetoric and policy decisions region-wide.

Crisis? What Crisis? Security Issues in Colombia by James Zackrison Pdf

The project that started this book consisted of four phases: A briefing to the Director of the Joint Staff; a study of possible scenarios for Colombia's future; a workshop directed at recommending specific solutions to Colombia's security problems to both the U.S. and Colombian military leaders; and this book. Fortunately, this project coincided with the rise of a new optimism in Colombia that a peace process through negotiations was the best route to a solution, giving the participants ample material for analysis and thought.

War Without Borders by Gabriel Marcella Pdf

Unprotected borders are a serious threat to the security of a number of states around the globe. The combination of weak states, ungoverned space, terrorism, and international criminal networks make a mockery of the Westphalian system of international order. Latin American countries are experiencing all of these maladies in varying degrees. The Andean region is under assault by a different kind of war that defies borders. In this context, Dr. Gabriel Marcella analyzes the lessons to be learned from the Colombian attack against the clandestine camp of the Revolutionary Armed Forces of Colombia, which was located at an isolated area within Ecuador on March 1, 2008. This single incident and its aftermath had profound reverberations throughout the Hemisphere. The events leading to the attack illuminate the vulnerabilities of states, societies, and the international community to the actions of substate groups ocnducting criminal activities. Accordingly, the hemispheric community of nations needs to develop better ways to anticipate and resolve conflicts. The United States plays a critical role in the emerging security environment of the Andean region. Yet a superpower is often unaware of hte immense influence it hasa with respect to small countries like Ecuador, which is trying to extricate itself from becoming a failed state. The author recommends that the United States manage its complex agenda with sensitivity and balance its support for Ecuador. This monograph is a valuable contribution to the strategy debate on how the United States can forge stronger cooperation and mutual support with Latin American partners.

The Regional Security Crisis in the Andes by Judith Gentleman Pdf

"The instability, corruption, displacement of people, and violence generated by Colombia s unholy trinity of narcotics traffickers, insurgents, and paramilitaries is spilling over into virtually all of northern South America and Panama. Thus, the stability and political sovereignty of the region are being compromised. And, at the same time, progress toward achieving the Free Trade Area of the Americas (FTAA) and the economic integration of the Western Hemisphere by 2005 is being severely threatened. The author outlines some of the detail and implications of the regional security crisis in the Andes and makes recommendations for U.S. civil-military involvement in the hemispheric security arena. She argues for the United States to lead in the articulation of strategic objectives, while designing a defensible and feasible policy that critical elements in North America, Central and South America, Europe, and Japan can understand and support. She specifically argues for the U.S. military to build stronger and more cooperative security relationships within the circle of affected states around Colombia."--Summary.
