The past forty years of space research have seen a substantial improvement in our understanding of the Earth’s magnetosphere and its coupling with the solar wind and interplanetary magnetic ?eld (IMF). The magnetospheric str- ture has been mapped and major processes determining this structure have been de?ned. However, the picture obtained is too often static. We know how the magnetosphere forms via the interaction of the solar wind and IMF with the Earth’s magnetic ?eld. We can describe the steady state for various upstream conditions but do not really understand the dynamic processes leading from one state to another. The main dif?culty is that the magnetosphere is a comp- cated system with many time constants ranging from fractions of a second to days and the system rarely attains a steady state. Two decades ago, it became clear that further progress would require multi-point measurements. Since then, two multi-spacecraft missions have been launched — INTERBALL in 1995/96 and CLUSTER II in 2000. The objectives of these missions d- fered but were complementary: While CLUSTER is adapted to meso-scale processes, INTERBALL observed larger spatial and temporal scales. However, the number of papers taking advantage of both missions simul- neously is rather small.

The proliferation of non-state armed groups and non-international armed conflicts since the end of the Second World War has challenged the legal frameworks which govern conduct in armed conflict. While aspects of international humanitarian law apply to such conflicts, international law can only go part of the way to explaining behaviour by armed groups. This book seeks to refocus discussion on the limits to armed conflict in such settings by examining the norms that underpin international humanitarian law as espoused by these armed groups to give a clearer picture as to the collectively constructed appropriateness of certain behaviours in or limits to warfare. The specific research question is “What are the norms of armed conflict as identified by non-state armed groups?” Using Winston’s norm cluster model, this study seeks to examine and map the ideations and behavioural prescriptions that constitute the armed conflict norm cluster as defined by non-state armed groups. To do this, it utilises a qualitative content analysis of documents from non-state armed groups coded to identify the different elements of this norm cluster as well as the frequency, pervasiveness, and connections between these elements. The findings showed that, while international humanitarian law is universal, these norms limiting armed conflict are not, with no norm being seen across all contexts examined. Core norms of international humanitarian law, especially those supported by norm entrepreneurs, were seen to be the focus of sub-clusters and the emergence of new parts of the norm cluster could be observed over time. The findings suggest that further work with the conceptualisation of limits to armed conflict as norms could be useful in improving the embeddedness of norms amongst non-state armed groups and could be useful in reconceptualising limits to armed conflict in cases where broadly accepted norms face growing contestation.

Adaptive Disaster Risk Assessment by Neiler Medina Pena Pdf

Climate change, combined with the rapid and often unplanned urbanisation trends, is associated with a rising trend in the frequency and severity of disasters triggered by natural hazards. In order to face the impacts of such threats, it is necessary to have an appropriate Disaster Risk Assessment (DRA). Traditional DRA approaches for disaster risk reduction (DRR) have focused mainly on the hazard component of risk, with little attention to the vulnerability and the exposure components. To address this issue, this dissertation’s main objective is to develop and test a disaster risk modelling framework that incorporates socioeconomic vulnerability and the adaptive nature of exposure associated with human behaviour in extreme hydro-meteorological events in the context of SIDS. To achieve the objective, an Adaptive Disaster Risk Assessment (ADRA) framework is proposed. ADRA uses an index-based approach (PeVI) to assess the socioeconomic vulnerability using three components: susceptibility, lack of coping capacities, and lack of adaptation. Furthermore, ADRA explicitly incorporates the exposure component using two approaches; first, a logistic regression model was built using the actual evacuation rates observed during Hurricane Irma, and second, an Agent-based model is used to simulate how households change their exposure levels in relation to different sources of information
