Road and Rail Infrastructure in Asia by Collectif Pdf

Road and Rail Infrastructure in Asia: Investing in Quality discusses the challenges facing the region and possible policy options, including those previously or currently used in Emerging Asian countries, with reference to the experiences of OECD member countries. It provides analysis and recommendations for the region’s policy makers to consider in their efforts to improve the quality of infrastructure. In particular, it highlights the importance of considering the spill-over effects of infrastructure in investment decisions. A comprehensive infrastructure impact evaluation does not simply consider the financial feasibility of an individual project, but attempts to judge the full extent of the externalities of planned investments, looking at the positive and negative economic, social and environmental effects over different time periods. The report first presents project case studies, illustrating how policy makers have incorporated the principles of quality infrastructure. It then examines the local economic impact of infrastructure, the role of local governments in infrastructure development and the benefits and challenges of their involvement. It then goes on to discuss different infrastructure financing options including funding from public and private sectors, as well as public-private partnerships, and concludes with a focus on fostering improved alignment between national development strategies and infrastructure planning.

Financing Infrastructure in Asia and the Pacific by Anonim Pdf

"According to the book infrastructure investment is synonymous with economic development. Insufficient roads, railways, and utility systems reduce the quality of life for billions of people. This make firms less competitive. The demand for quality infrastructure is clear, but a significant gap exists between current financing schemes and the funding needs of recipient countries in Asia and the Pacific. This book examines the modalities for financing infrastructure projects in Asia and the Pacific, including (i) mapping out the benefits and needs of infrastructure investment, (ii) evaluating public and private sources of finance, (iii) evaluating potential new sources of finance, and (iv) recommending policies to promote public-private partnerships and attracting new private financing sources.."--Extracted from website.

Handbook on High-Speed Rail and Quality of Life by Yoshitsugu Hayashi,Ke Seetha Ram,Shreyas Bharule Pdf

Handbook on High-Speed Rail and Quality of Life outlines global experiences of high-speed rail development, including its construction, impacts, and planning, with a special focus on countries that are planning implementation in the coming decade. High-speed rail infrastructure can bring considerable socioeconomic benefits that cannot be captured through econometric modeling alone. Thus, analysis of the true impacts requires a scalar as well as a temporal lens. The studies in this handbook discuss transport infrastructure projects of varying geographic scale and describe the underlying complexities of developing an infrastructure system while focusing on the aspects that can enhance quality of life. The cases, concepts, and ideas presented in this handbook were discussed and refined during a conference and seminar series held at the Asian Development Bank Institute in Tokyo and special sessions on transport and quality of life at the 15th World Conference on Transport Research at the Indian Institute of Technology Bombay in Mumbai. The special sessions were jointly organized by the Asian Development Bank Institute and World Conference on Transport Research Society Special Interest Group A4, "High-Speed Rail: Policy, Investment, and Impacts". The conference and special sessions highlighted critical issues and delivered key messages on the broad research on high-speed rail and quality of life.

Connecting Asia by Michael G. Plummer,Peter J. Morgan,Ganeshan Wignaraja Pdf

This book analyses how closer regional connectivity and economic integration between South Asia and Southeast Asia can benefit both regions. With a focus on the role played by infrastructure and public policies in facilitating this process, it provides a detailed and up-to-date discussion of issues, innovations, and progress. Country studies of national connectivity issues and policies cover Bangladesh, India, Myanmar, Nepal, Sri Lanka, and Thailand, examining major developments in trade and investment, economic cooperation, the role of economic corridors, and regional cooperation initiatives. Thematic chapters explore investment in land and sea transport infrastructure, trade facilitation, infrastructure investment financing, supporting national and regional policies, and model-based estimates of the benefits of integration. They also identify significant opportunities for strengthening these integration efforts as a result of the recent opening up of Myanmar in political, economic, and financial terms. For the first time for these regions, the book employs a state-of-the-art computable general equilibrium (CGE) model incorporating heterogeneous firms to estimate the advantages of integration.Providing perspective on the latest thinking on integration policy, Connecting Asia is an essential resource for academics, policymakers, and business people alike.

The discussions at the conferences focused on three themes: (i) the role of infrastructure in supporting inclusive growth and poverty reduction; (ii) the need for appropriate soft infrastructure, including the policy environment and regulatory institutions; and (iii) the potential for public and private partnerships in infrastructure provision. Each theme elaborates the premise that extensive, efficient infrastructure services are essential drivers of economic growth and sustainable poverty reduction.

Mongolia by Asian Development Bank Pdf

Mongolia's growth is set to accelerate in the next decade, as its vast mining resources start to be put into large-scale production. This has greatly improved its prospects for prosperity and poverty reduction. However, to realize its full potential, Mongolia will need to transform its society, economy, and administration. This report discusses how the context of road sector policy and road infrastructure investments will change, and the ways the sector can best prepare to fulfill its new role. Given the country's road infrastructure needs, the road sector will be expected to implement massive highway investments in a short time and then to consistently maintain the new highways at a high standard. However, Mongolia's current small-scale road sector will unlikely have the capacity to scale up and deliver upon such expectations without extensively modernizing its financing mechanisms, business processes, organization, and education systems. This report therefore argues that Mongolia's government needs to implement a comprehensive capacity development program for the road sector for about 5 years. This study looks into the sector's financial dimension, the techniques and processes followed for road maintenance and construction, and the role of human resources management and education. It tries to understand why sector performance improvement has been slow, even though many sector issues and apparent solutions have been considered in the past. Reflecting on lessons from international experience, it outlines a range of policy options for decision makers and proposes an agenda until 2016.
