The Politics of Revenue Bargaining in Africa by Anne Mette Kjær,Marianne S. Ulriksen,Ane Karoline Bak Pdf

It is free to read at Oxford Academic and offered as a free PDF download from OUP and selected open access locations. This book examines the politics of revenue bargaining in Africa at a time when attention to domestic revenue mobilization has expanded immensely. Measures to increase taxes and other revenues can - but do not always - lead to a process of bargaining, where revenue providers negotiate for some kind of return. This book offers in-depth analyses of micro-instances of revenue bargaining across five African countries: Mozambique, Senegal, Tanzania, Togo, and Uganda. The case studies all draw on a common theoretical framework combining the fiscal contract theory with the political settlement approach, which enables a systematic exploration into what triggers revenue bargaining; how these processes unfold; and finally, if and when they result in an agreement - whether that is a fiscal contract or not. From these empirically rich case narratives emerges a story of how power and initial bargaining position influence not only whether bargaining occurs in the first place, but also the processes and their outcomes. Less resourceful taxpayers find it harder to raise their voice, but in some cases even these groups manage to ally with other civil society groups to protest tax reforms they perceive as unfair. Indirect taxes such as VAT often trigger protests, as do sudden changes in tax practices. Revenue providers rarely call for improved services in return for paying tax, which would be expected to nurture the foundation for a fiscal social contract. Instead, revenue providers are more likely to negotiate for tax reductions, implying that governments' efforts to increase revenue are impeded. Indeed, we find many instances of state-society reciprocity when ruling elites try to be responsive to revenue providers' demands. The Politics of Revenue Bargaining in Africa hence provides insights into the nature and dynamics not only of revenue bargaining but of policymaking in general as well as its implications for state-society reciprocity in Africa.

Support-Bargaining, Economics and Society by Patrick Spread Pdf

Support-Bargaining, Economics and Society links support-bargaining to Darwin's theory of natural selection and traces the implications of support-bargaining and money-bargaining across society. It provides a wholly different account of the functioning of human societies from anything that has gone before. Social scientists, ever since there have been such people, have missed the crucial human characteristic – the propensity to seek support – that has given rise to group formation and the evolution of human society.

Bargaining with the Machine by Robert M. Pallitto Pdf

Cell phone apps share location information; software companies store user data in the cloud; biometric scanners read fingerprints; employees of some businesses have microchips implanted in their hands. In each of these instances we trade a share of privacy or an aspect of identity for greater convenience or improved security. What Robert M. Pallitto asks in Bargaining with the Machine is whether we are truly making such bargains freely—whether, in fact, such a transaction can be conducted freely or advisedly in our ever more technologically sophisticated world. Pallitto uses the social theory of bargaining to look at the daily compromises we make with technology. Specifically, he explores whether resisting these “bargains” is still possible when the technologies in question are backed by persuasive, even coercive, corporate and state power. Who, he asks, is proposing the bargain? What is the balance of bargaining power? What is surrendered and what is gained? And are the perceived and the actual gains and losses the same—that is, what is hidden? At the center of Pallitto’s work is the paradox of bargaining in a world of limited agency. Assurances that we are in control are abundant whether we are consumers, voters, or party to the social contract. But when purchasing goods from a technological behemoth like Amazon, or when choosing a candidate whose image is crafted and shaped by campaign strategists and media outlets, how truly free, let alone informed, are our choices? The tension between claims of agency and awareness of its limits is the site where we experience our social lives—and nowhere is this tension more pronounced than in the surveillance society. This book offers a cogent analysis of how that complex, contested, and even paradoxical experience arises as well as an unusually clear and troubling view of the consequential compromises we may be making.

Rediscovering Collective Bargaining by Breen Creighton,Anthony Forsyth Pdf

This book examines countries that have tried, with varying degrees of success, to use legislative strategies to encourage and support collective bargaining, including Australia’s Fair Work Act. It is the first major study of the operation and impact of the new collective bargaining framework introduced under the Fair Work Act, combining theoretical and practical perspectives. In addition, a number of comparative pieces provide rich insights into the Australian legislation’s adaptation of concepts from overseas collective bargaining systems – including good faith bargaining, and majority employee support as the basis for establishing bargaining rights. Contributors to this volume are all leading labor law, industrial relations, and human resource management scholars from Australia, and from Britain, Canada, New Zealand and the United States.

Russia's Engagement with the West: by Alexander J. Motyl,Blair A. Ruble,Lilia Shevtsova Pdf

The Putin and Bush presidencies, the 9/11 attack, and the war in Iraq have changed the dynamics of Russian-European-US relations and strained the Western alliance. Featuring contributions by leading experts in the field, this work is the first systematic effort to reassess the status of Russia's modernization efforts in this context. Part I examines political, economic, legal, and cultural developments in Russia for evidence of convergence with Western norms. In Part II, the contributors systematically analyze Russia's relations with the European Union, Eastern Europe, Central Asia, and the United States in light of new security concerns and changing economic and power relationships.

Australia’s Engagement with Economic and Social Rights by Russell Solomon Pdf

This book is a contemporary socio-legal study of Australia’s protection of economic and social rights. Despite Australia’s hortatory language of compliance with international rights standards, its translation of these standards into domestic law and policy has been found wanting. In considering Australia’s compliance across the policy areas of health, housing, labour and social security, it is argued that Australia’s failings can be understood in terms of its institutional framework. This framework provides incomplete legal protection for rights and leaves that protection almost exclusively in the realm of politics and policymaking, an arena still dominated by neoliberalism and a political culture averse to the protection and promotion of economic and social rights.
